Abstract

Abstrak. Studi mengenai permasalahan terkait investasi jalan tol telah banyak dilakukan, namun kajian ini fokus pada tahap pengadaan pengusahaan jalan tol. Berdasarkan studi literatur  teridentifikasi delapan isu pada tahap tersebut yaitu: i) proses pengadaan, ii). penilaian prakualifikasi dan seleksi, iii). metode pemberian konsesi, iv). kontrak konsesi, v). pengadaan tanah, vi). penentuan tarif, vii). permasalahan investasi, dan viii). aspek legal. Selanjutnya, dilakukan wawancara terstruktur dengan para pelaku yaitu dengan BPJT sebagai perwakilan pemerintah, dengantiga BUJT, dan dengan wakil dari Asosiasi Jalan Tol. Pada wawancara didiskusikan dan diperoleh penajaman pemahaman terhadap delapan aspek pengadaan pengusahaan jalan tol. Di samping masalah klasik pembebasan lahan, kajian ini telah mengidentifikasi potensi perbaikan pada tahap pengadaan pengusahaan jalan tol. Waktu lelang dapat dipersingkat dengan memperbaiki proses penyusunan dokumen lelang. Di samping itu, perlu dikaji bobot penilaian aspek finansial/teknis yang dapat meningkatkan keseimbangan antara kepentingan investor dan pemerintah. Penentuan tarif tol diharapkan dapat mencakup pertimbangan risiko utama secara lebih terukur. Terdapat kebutuhan dari investor untuk mendapatkan kepastian ketentuan terkait risiko-risiko utama agar diatur dengan lebih spesifik dan kontrak konsesi. Kajian ini juga mengindikasikan bahwa berbagai upaya pemerintah (diantaranya dalam rangka pembebasan lahan melalui dana bergulir BLU) dianggap oleh para BUJT sebagai suatu kemajuan, namun implementasi penegakan aspek legal masih belum optimal.Abstract. Challenges in toll road investments have been explored in numerous studies; this paper focuses on the issues during procurement stage of investors. Based on initial study, eight issues related to procurement were identified, i.e., i). the process, ii). the evaluation on prequalification and selection stages, iii) the method of concession award, iv). the contract, v). the land acquisition, vi). the calculation of initial tariff, vii). the requirement for investments, and viii). legal/law enforcement. These issues were then confirmed to the relevant parties: the toll road authority (i.e., BPJT), three major investors, and the association of toll road investors (i.e. ATI). In-depth interviews with representatives of these stakeholders were conducted to gain more substantial resolution on the eight issues of procurement. While investors agree that the procurement controlled by the toll road authority has improved, the solution to the classic problem of land acuisitions is still ineffective. The procurement process is taking too long, risking inflating construction costs. The much higher weighting of financial aspect to technical aspect used bid in evaluation is critized. Investors believe that tariff calculation should reflect better risk allocation and the concession contract should be more unbiased in order to attract wider investments much needed for Indonesian toll road sector.

Abstract

[ID] Terjadinya cuaca ekstrim dengan curah hujan yang tinggi (mencapai 432 mm/hari), mengakibatkan bangunan Spillway yang dalam proses pekerjaan runtuh dan hanyut terbawa oleh derasnya aliran air. Tujuan dari kajian ini adalah menghitung nilai yang wajar untuk dibayarkan terhadap pekerjaan bangunan spillway yang telah hanyut terbawa bencana banjir tersebut. Metode yang digunakan yaitu review terhadap dokumen BOQ, harga satuan dan dokumentasi proyek.Wawancara juga dilakukan sebagai cross check volume hasil realisasi pekerjaan. Berdasarkan hasil kajian yang telah dilakukan, dapat direkomendasikan sejumlah biaya yang wajar untuk dibayarkan kepada kontraktor (meskipun hasil fisik pekerjaan spillway tidak terlihat karena hanyut terbawa banjir). Rekomendasi ini terdiri dari dua skenario biaya yaitu : (i) estimasi biaya tanpa material on site, dan (ii) estimasi biaya dengan material on site (material sisa yang hilang/hanyut). Hasil kajian menunujukkan bahwa biaya yang dapat diklaim dan wajar untuk dibayarkan kepada penyedia jasa yaitu sebesar Rp. 49,957,224,000.00 dengan bobot progress pekerjaan keseluruhan 73.14% (dari negosiasi). Sedangkan hasil perhitungan untuk jumlah material on site yang dapat dibayarkan oleh pihak owner secara keseluruhan yaitu sebesar Rp. 1,033,394,144.00.Jika material on site dapat dibayarkan maka total perkiraan/estimasi pekerjaan spillway yaitu sebesar Rp. 50,990,618,140.00. Harga ini lebih rendah Rp. 615,381,860.00 dari biaya yang ada pada laporan kontraktor. The purpose of this study is to calculate the reasonablecost that could be paid for that spillway building that has been losted. The method used is by review the documents of BOQ and unit price as well as the project’s documentation. The interviews were also conducted as a cross check for the realizationvolume. Based on the research result, a number of reasonable coststhat could be paid to the contractor was recommended (although the physic of spill way has washed away).The recommendation consists of two scenarios, they are: (a) the estimated costs without material on site, and (b) the estimated costs with material on site (costs of the leftover material). The result of this study shows that the reasonable costs that could be paid to the contractor is Rp. 49,957,224,000.00 with the weight of overall work progress is 73.14%.While the result of calculation for the material on site which could be paid by the owner to the contractor is Rp. 1,033,394,144.00. If the material on site could be paid, the total cost estimation for the spill way project is Rp. 50,990,618,140.00. It is lower Rp. 615,381,860.00 than the cost report of contractor.

Abstract

Work safety in the construction environment is highly dependent on the correct use of personal protective equipment (PPE). This study aims to develop an automatic PPE detection system using a YOLO-based deep learning model to improve supervision and compliance with PPE use in the field. Two variants of the YOLO model, namely YOLOv10 and YOLOv11, were tested and their performance was compared through a fine-tuning process using custom dataset consisting of 16,568 annotated images of construction workers wearing various types of PPE. The model was evaluated using precision, recall, and mAP50. The results showed that the YOLOv11s model performed the best with with an mAP50 of 0.718 and a precision score of 0.804, indicating good detection and classification ability. This model is able to detect various types of PPE effectively, so it can be used as a tool in real-time occupational safety monitoring. This study proves that the application of YOLO-based deep learning technology can be an effective solution to improve compliance with PPE use and reduce the risk of work accidents in the construction sector. The implications of this study open up opportunities for the development of more sophisticated and adaptive automatic monitoring systems in the future such as deploying the model on edge devices for real-time inference and expanding detection capabilities to include additional safety violations such as the absence of safety harnesses or proximity to hazardous zones.

Abstract

The problem of oil-in-water (O/W) emulsions is still a concern for the oil and gas industry. This is because the emulsion will have an impact on the scale in the flowline, production line, and gathering station and corrosion in the pipeline and will also hurt the environment. Therefore, the PKM TEAM, Faculty of Engineering, and Islamic University of Riau held service activities at PT. SPR Langgak to disseminate research results regarding the use of new materials in the form of nano-graphene oxide (GO) materials as demulsifiers for O/W emulsions. In this socialization, data on the volume of oil that has been separated from the water will be presented, and how much residual oil concentration is in the separated water content will also be socialized. Then, it will be stated that nano-GO can reduce turbidity, TDS, and salinity of water separated from oil compared to the standards set by the Minister of Environment Regulation. It is hoped that this activity will increase the knowledge of the oil industry in the development of new types of demulsifier materials today.

Abstract

Abstrak Dalam rangka pencegahan kecelakaan kerja pada industri konstruksi, pemerintah telah mengakomodir peraturan No.10 Tahun 2021 tentang Sistem Manajemen Keselamatan Konstruksi (SMKK). Adanya peraturan ini, kontraktor pelaksana konstruksi diharuskan menerapkan SMKK yang telah dirancang dengan standar yang telah diatur di dalam peraturan tersebut. Tujuan dari penelitian ini adalah untuk mengevaluiasi implementasi dan menilai tingkat penerapan SMKK pada proyek konstruksi di Pekanbaru. Data dikumpulkan dengan teknik observasi dan wawancara, selanjutnya dianalisis dengan metode kuantitatif. Kriteria evaluasi terhadap penerapan SMKK diadopsi berdasarkan peraturan No.10 Tahun 2021. Hasil penelitian menunjukkan bahwa penerapan SMKK bervariasi pada setiap elemen pada masing-masing proyek yang diteliti. Tingkat persentase penerapan SMKK pada proyek Gedung perkuliahan yaitu sebesar 77,91% pada level implementasi baik, proyek pembangunan mesjid sebesar 89,53% pada level memuaskan, dan proyek rumah sakit dengan tingkat penerapan SMKK hanya sebesar 17,44%, pada level implementasi kurang baik. Kata kunci: Evaluasi, Elemen SMKK, K3, Risiko, SMKK  Abstract To prevent work accidents in the construction industry, the government has accommodated regulation No. 10 of 2021 concerning the Construction Safety Management System (CSMS). In the existence of this regulation, construction implementing contractors are required to apply CSMS, which has been designed with the standards regulated in the regulation. The purpose of this study is to evaluate the implementation and assess the level of application of CSMS, in construction projects in Pekanbaru. Data were collected by observation and interview techniques, and then analyzed by quantitative methods. The evaluation criteria for the application of CSMS are adopted based on regulation No. 10 of 2021. The results showed that the application of CSMS varied in each element of each project studied. The percentage rate of CSMS implementation in lecture building projects is 77.91% at the level of good implementation, mosque construction projects are 89.53% at satisfactory levels, and hospital projects with CSMS implementation rates are only 17.44% at the level of poor implementation. Keywords: Evaluation, Element of CSMS, HSO, Risk, CSMS
