Abstract

This study aims to analyze the fundamental role of cross-sector collaborative governance in optimizing waqf asset management as a poverty alleviation strategy in Parepare City. Employing a qualitative field research design with an interpretative paradigm, primary data were collected through in-depth semi-structured interviews and non-participant observation involving key stakeholders, namely the Ministry of Religion, the Indonesian Waqf Board, and Nahdlatul Ulama's Philanthropic Institution (LAZISNU). The data were analyzed using an interactive qualitative model encompassing data condensation, display, and conclusion drawing. The research introduces the novelty of a Dual-Track Collaboration Model, demonstrating that state institutions predominantly focus on legal-defensive asset protection, while civil society autonomously drives productive community empowerment. Furthermore, the study identifies a Collaborative Capacity Gap, where facilitative leadership and external political support are constrained by the absence of local regulations and the centralized management of cash waqf funds. Consequently, this creates a paradox of Transitional Optimization based on Social Resilience. The current collaborative framework successfully secures socio-religious infrastructure and educational sustainability for vulnerable groups, yet it has not achieved immediate macroeconomic poverty alleviation due to regional fund outflows to the central government.

Abstract

The rapid growth of Sharia financial technology (fintech) has created significant opportunities to enhance Islamic financial inclusion and support the development of micro, small, and medium enterprises (MSMEs). However, empirical evidence regarding the mechanisms through which Sharia fintech influences MSME development remains limited, particularly in regional contexts in Indonesia. This study examines the mediating role of Islamic financial inclusion in the relationship between Sharia fintech services and MSME development. Using a quantitative approach, data were collected from 100 MSME owners in Parepare City, South Sulawesi, Indonesia, and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results indicate that Sharia fintech has a positive and significant effect on Islamic financial inclusion and MSME development. Islamic financial inclusion also positively influences MSME development. Furthermore, Islamic financial inclusion partially mediates the relationship between Sharia fintech and MSME development, suggesting that the benefits of fintech adoption are strengthened through broader access to Sharia-compliant financial services. The structural model explains 50.1% of the variance in MSME development. These findings underscore the strategic role of Sharia fintech in fostering an inclusive Islamic financial ecosystem and promoting sustainable MSME growth. While the findings provide valuable insights into Islamic digital finance, they are based on MSMEs operating in Parepare City and should therefore be interpreted within this local context. This study contributes to the literature on Islamic digital finance by providing empirical evidence on the mediating role of Islamic financial inclusion and offers practical implications for policymakers, Islamic financial institutions, and fintech providers.

Abstract

AbstrakPariwisata di Indonesia telah dikembangkan sejak awal tahun 1950-an, namun hingga kini masih sedikit kajian yang membahas kesinambungan historis pariwisata Indonesia serta bagaimana ideologi Pancasila dijadikan materi muatan dalam pembangunan dari waktu ke waktu. Kekosongan kajian ini menjadi dasar untuk membahas perkembangan parwisata pada lima era pemerintahan di Indonesia, yaitu era Soekarno, era Seharto, era Reformasi, era SBY, sampai tiba era Joko Widodo. Metode yang digunakan dalam artikel ini adalah metode hermeneutika filosofis, dengan unsur-unsur: interpretasi, deskripsi, dan komparasi. Hasil penelitian menunjukkan bahwa ideologi Pancasila secara konsisten digunakan dalam prroyeksi pembangunan pariwsata Indonesia. Meskipun era kepemimpinan berganti karena berbagai problematika sosial-politik, namun materi muatan ideologi Pancasila dijadikan konstruksi kebijakan untuk membangun kredibilitas pariwisata Indonesia di mata publik internasional.Kata Kunci: pariwisata, pancasila, kebijakan, pembangunan. AbstractTourism in Indonesia has been developed since the early 1950s, but until now there are still few studies that discuss the development of Indonesian tourism and how the Pancasila ideology is used as content material in development from time to time. The void of this study becomes the basis for discussing the development of tourism in five eras of government in Indonesia, namely the Soekarno era, the Suharto era, the Reformation era, the SBY era, until the Joko Widodo era. The method used in this article is a philosophical hermeneutic method, with the following elements: interpretation, description, and comparison. The results show that the Pancasila ideology is consistently used in the projection of Indonesian tourism development. Although the era of leadership changed due to various socio-political problems, the material containing the Pancasila ideology was used as a policy construction to build the credibility of Indonesian tourism in the eyes of the international public.Keywords: tourism, Pancasila, policy, development.
