Abstract

This study aims to determine the procedure of land procurement and legal settlement mechanism against the rejection of land price and / or amount of compensation that has been set and implementation of acceleration process of land acquisition. This research employs empirical method of studying. The results of this study can be concluded that the procedure of land procurement and the stages of implementation starting from the planning stage, preparation stage, implementation phase, until delivery of the results, has been clearly regulated with the provisions of law applicable in Law number 2 of 2012 with all revisions the amendment of Presidential Decree Number 71 Year 2012 on Implementation of Land Procurement for Development for Public Interest. Mechanism of legal settlement against rejection of land price and / or amount of indemnification that has been set by the Appraisal team can be done with the step of applying for Custody of money payment of land compensation (consignment) to the local District Court.Keywords : Civil Law, Land Procurement, Public Interest

Abstract

Tujuan penelitian ini untuk mengetahui dan menemukan implementasi pendaftaran tanah sistematik lengkap dalam mewujudkan reforma agraria dan untuk mengetahui dan mendeskripsikan urgensi pendaftaran tanah sistematik lengkap dalam mewujudkan reforma agraria. Jenis penelitian ini adalah penelitian hukum empiris yang dilakukan dengan meneliti dan menelaah fakta dilapangan. Metode penelitian menggunakan sumber data primer dan data sekunder kemudian data dikumpulkan dianalisis secara deskriptif kualitatif. Hasil penelitian menunjukkan bahwa; (1) Implementasi pendaftaran tanah sistematik lengkap telah dilaksanakan di desa Melle dan desa Watu mulai dari persiapan sampai penyuluhan dan pelaksanaan terimplementasi dengan baik namun pada tahap penerbitan terdapat kendala yang berakibat target penerbitan sertipikat tidak terpenuhi (2) Urgensi pendaftaran tanah sistematik lengkap untuk memberikan kepastian hukum terhadap objek tanah, subyek, dan status kepemilikan terhadap pemilik tanah serta menata aset. Kemudian, melalui penataan akses dengan indikator adanya sertipikat yang dapat digunakan sebagai jaminan memperoleh modal untuk meningkatkan kesejahteraan masyarakat sebagai peserta yang ikut dalam kegiatan pendaftaran tanah sistematik lengkap. Pelaksanaan reforma agraria dengan kinerja yang tersistem dengan baik akan menghasilkan manfaat yang merata dirasakan di seluruh aspek lingkungan kehidupan masyarakat, tidak hanya pada aset tapi juga kepada akses yang membaik demi kesejahteraan sosial yang merata.

Abstract

Ketika isu ketahanan pangan dan perubahan iklim menjadi perhatian dunia, langkah konkret untuk mengatasi dua tantangan itu justru datang dari daerah. Di Kabupaten Sidenreng Rappang (Sidrap), Universitas Hasanuddin (UNHAS) memperkenalkan inovasi Mina Padi Vertikal — sistem budidaya ikan terintegrasi dengan padi apung — yang dilakukan melalui kegiatan Demplot di Desa Sipodeceng, Kecamatan Baranti. Program ini bukan hanya eksperimen akademik, tetapi menjadi wujud nyata kolaborasi kampus dan masyarakat dalam menjawab persoalan strategis: bagaimana menyediakan pangan berkelanjutan sambil meningkatkan kesejahteraan petani dan pembudidaya ikan. Minapadi sejatinya adalah harmoni ekologis antara tanaman padi dan ikan dalam satu sistem lahan. Ikan memperoleh makanan alami dari sisa tanaman dan gulma, sementara kotoran ikan menjadi pupuk organik bagi padi. Namun, inovasi terbaru yang diperkenalkan oleh tim UNHAS ini menghadirkan pendekatan baru — Mina Padi Vertikal — di mana posisi ikan nila berada di bawah tanaman padi yang ditanam dalam pot plastik di atas lembaran gabus (styrofoam). Sistem ini tidak sekadar efisien, tetapi juga adaptif terhadap wilayah rawan banjir seperti di Sidrap bagian tengah. Selain itu, pada pengabdian masyarakat ini juga dilakukan sosialisasi dan simulasi tentang teknologi pembuatan pakan ikan berbasis bahan baku lokal, pentingnya legalisasi transaksi saat penjualan atau penggadaian sawah, serta tertib administrasi. Berdasarkan hasil pengabdian masyarakat ini disimpulkan bahwa pendampingan Mina Padi Vertikal, pembuatan pakan ikan, legalisasi transaksi penjualan atau penggadaian sawah, dan tertib administrasi oleh kelompok masyarakat mampu meningkatkan pengetahuan dan keterampilan dari 30% menjadi 90% dan meningkatkan produktivitas, ketahanan pangan, kesejahteraan dan kenyamanan hidup serta profesionalisme pengelolaan organisasi di Desa Sipodeceng, Kecamatan Baranti, Kabupaten Sidrap. Kata kunci: Kabupaten Sidrap, ketahanan pangan, legalitas transaksi, mina padi vertikal dan tertib administrasi.     ABSTRACT While food security and climate change are global concerns, concrete steps to address these challenges are coming from within the regions. In Sidenreng Rappang (Sidrap) Regency, Hasanuddin University (UNHAS) introduced the Vertical Minapadi innovation—a fish farming system integrated with floating rice—through a demonstration plot in Sipodeceng Village, Baranti District. This program is not merely an academic experiment, but a concrete manifestation of campus-community collaboration in addressing a strategic issue: how to provide sustainable food while improving the welfare of farmers and fish farmers. Minapadi is essentially an ecological harmony between rice plants and fish in a single land system. Fish obtain natural food from crop residues and weeds, while fish waste serves as organic fertilizer for the rice. However, the latest innovation introduced by the UNHAS team presents a new approach—Vertical Minapadi—where tilapia are positioned beneath the rice plants, which are planted in plastic pots on top of styrofoam sheets. This system is not only efficient but also adaptive to flood-prone areas such as central Sidrap. In addition, this community service program also included outreach and simulations on fish feed production technology based on local raw materials, the importance of legalizing transactions when selling or pledging rice fields, and administrative procedures. Based on the results of this community service, it was concluded that vertical rice-fish farming, fish feed production, legalizing rice-fish sales or pledging transactions, and administrative procedures by community groups increased knowledge and skills from 30% to 90%, and increased productivity, food security, and welfare, comfort of living, and professionalism in organizational management in Sipodeceng Village, Baranti District, Sidrap Regency. Abstract

This study aims to determine the function and role of the customary head in resolving land disputes in the territory of the Customary Law Community. The role of customary heads in various regions is still very strong, even though there has been a village administration, where there is institutional uniformity. The purpose of this writing is to find out how the authority of the customary head in resolving land disputes between customary law communities, is it replaced by the village head. The results of the study show that the role of the customary head as a leader in the Customary Law Community functions as a dispute resolution judge and as a reconciliation judge in maintaining the balance of customary law. The enforcement of customary law by customary heads in dispute resolution is marked by customary rituals, deliberations, and customary fines that are adjusted to the status of the parties to the dispute, in the form of returning rights to landowners, animal slaughter, a sum of money, or in the form of gold.
