Abstract

Pelaksanaan tugas dan fungsi badan permusyawaratan desa sebagai lembagga legislasi, pengawasan, penampung dan penyalur aspirasi masyarakat tentunya badan permusyawaratan desa (BPD) harus mempunyai kompetensi. Kompetensi di maksudkan untuk menunjang kinerja pegawai pada badan permusyawaratan desa dalam pelaksanaan tugas dan fungsinya.Penelitian bertujuan untuk mengetahui besarnya pengaruh kompetensi meliputi motif, sifat, konsep diri, pengetahuan dan keterampilan secara simultan dan parsial terhadap kinerja anggota dan permusyawaratan desa di desa sekecamatan bilangitang barat. Metode yang digunakan dalam penelitian ini melalui pendekatan kuantitatif dengan penyajian secara deskriptif. Sampel dalam penelitian ini yaitu sebanyak 56 orang, Adapun teknik pengumpulan data yaitu observasi, kuisioner dan dokumentasi serta Teknik analisis data mengunakan Path Analisis dengan mengguanakan SPSS V20. Hasil penelitian menunjukkan adanya pengaruh variable satu sama lain yaitu 1) Pengaruh kompetensi meliputi motif, sifat, konsep diri, pengetahuan dan keterampilan secara simultan terhadap anggota pada badan permusyawaratan desa yaitu sebesar 0.907 atau 90.7 %. 2) pengaruh motif secara parsial terhadap anggota pada badan permusyawaratan desa sebesar 0.230 atau 23.0 %. 3) pengaruh sifat secara parsial terhadap kinerja anggota badan permusyawaratan desa sebesar 0.175 atau 17.5 %. 4) pengaruh konsep diri secara parsial terhadap anggota pada badan permusyawaratan desa yaitu sebesar 0.155 atau 15.5 %. 5) pengaruh pengetahuan secara parsial terhadap kinerja anggota badan permusyawaratan desa sebesar 0.197 atau 19.7 % dan 6) pengaruh keterampilan secara parsial terhadap kinerja anggota badan permusyawaratan desa sebesar 0.286 atau 28.6 %. Carrying out the duties and functions of the village consultative body as a means of legislation, supervision, shelter, and distribution of community aspirations, the village consultative body (BPD) must have competence. Competence is intended to support the performance of employees in the village consultative body in implementing their duties and functions. The study aims to determine the magnitude of the influence of competencies, including motives, traits, self-concept, knowledge, and skills, simultaneously and partially on the performance of members and village consultancy in villages in western districts. The method used in this study is a quantitative approach with a descriptive presentation. The sample in this study was 56 people for data collection techniques, namely observation, questionnaires, and documentation, and data analysis techniques using Path Analysis using SPSS V20. The results showed that there was an influence of variables on each other, namely 1) The influence of competencies including motives, traits, self-concept, knowledge, and skills simultaneously on members of the village consultative body, which was 0.907 or 90.7%. 2) The motive's effect partially on the village consultative body members by 0.230 or 23.0%. 3) the effect of partial nature on the performance of the members of the village consultative body by 0.175 or 17.5%. 4) the influence of partial self-concept on members of the village consultative body is 0.155 or 15.5%. 5) the effect of partial knowledge on the performance of village consultative limbs by 0.197 or 19.7%, and 6) the effect of skills partially on the performance of village consultative limbs by 0.286 or 28.6%

Abstract

Penelitian ini bertujuan untuk mengambarkan dan menganalisis bagaimana kinerja birokrasi pemerintahan dalam penyaluran bantuan sosial di masa pandemi coid-19 di Kecamatan Wonosari. Desain penelitian yang digunakan untuk penelitian ini adalah kualitatif deskriptif. Teknik penentuan informan menggunakan purposive sampling pengambilan sampel sumber dengan pertimbangan tertentu, yakni warga masyarakat penerima bantuan sosial aparatur dan pimpinan. Adapun metode analisis data yaitu reduksi data,penyajian data, kesimpulan dan verifikasi. Hasil penelitian menunjukkan bahwa kinerja birokrasi pemerintahan dalam penyaluran bantuan sosial di masa pandemi covid-19 terbilang berhasil dalam beberapa indikator diantaranya produktivitas dan responsivitas, namun mengenai ketepatan waktu para petugas dalam penyaluran bantuan sosial di masa pandemi covid-19 masih diperlukan evaluasi yang mendalam dalam pengembangannya, begitu juga dengan ketidak tahuan masyarakat mengenai laporan kinerja yang dibuat semua masyarakat yang peneliti wawancarai tidak mengetahui keberadaan laporan tersebut This study aimed to describe and analyze the performance of the government bureaucracy in the social assistance distribution during the COVID-19 pandemic in the Wonosari subdistrict. The research design used in this study was descriptive- qualitative. The technique of informant determination employed purposive sampling by taking samples of sources with special considerations, namely community members receiving social assistance from the apparatus and leaders. Data analysis methods covered data reduction, data display, conclusion, and verification. The results showed that the performance of the government bureaucracy in the social assistance distribution during the COVID-19 pandemic was quite successful on several indicators, including productivity and responsiveness. However, the timeliness of apparatus in the social assistance distribution during the COVID-19 pandemic still required an in-depth evaluation of its development. The performance reports made by all the communities interviewed were found to be not aware of the existence of those reports (communityignorance).

Abstract

Penelitian ini bertujuan untuk mengetahui kepuasan masyarakat dalam pelayanan publik di Kantor Camat Kota Barat Kota Gorontalo. Dalam penelitian ini, penetiti menggunakan metode penelitian deskriptif dengan pendekatan kualitatif, yaitu penelitian yang bertujuan untuk memberikan gambaran mengenai analisis kepuasan masyarakat dalam pelayanan publik di Kantor Camat Kota Barat Kota Gorontalo. Adapun penentuan informan dilakukan dengan teknik purposive sampling, dan dipilih sebagai informan yakni Sekertaris Camat, tokoh masyarakat, dan warga masyarakat yang dilayani 6 orang.  Hasil penelitian menunjukkan bahwa masyarakat cukup puas dengan pelayanan publik yang diberikan aparatur di Kantor Camat Kota Barat Kota Gorontalo. Dari lima indikator untuk mengukur kepuasan masyarakat yakni tangibles (bukti langsung), reliability (kehandalan), responsiveness (daya tanggap), assurance (jaminan), dan emphaty (empati), hanya dua indikator yang masih mendapat respon negatip dari warga masyarakat selaku penerima pelayanan, yakni tangibles (bukti langsung) dan reliability (kehandalan).

Abstract

Problems that appear in the provision of services to the community based on an interview with a community leader said that there had been no notification regarding the requirements for public services being given, letters of approval/permits to marry, arrangements for land deeds that had to be signed by the sub-district head, it was not clear what residents had to fulfill. so that many residents have to go back and forth to the sub-district office, as well as in the case of recording identity cards, there are still many residents who do not know what requirements must be met. Another issue that has not been conveyed openly to the community is the result of monitoring by the sub-district apparatus on the distribution of social assistance carried out by the sub-districts in the Dungingi District area. All the issues raised are closely related to service performance accountability, where sub-district officials are required to convey all matters related to the implementation of public services which are their authority. With these problems occurring, the purpose of this research is to determine the magnitude of the simultaneous and partial influence of work culture on service performance accountability at the Dungingi District Office, Gorontalo City. This research uses a quantitative approach with a survey method. The number of samples in this study were 39 people. The data analysis method uses path analysis. The results showed that work culture in the form of attitudes towards work and behavior at work simultaneously and partially had an effect on accountability for service performance at the Dungingi District Office, Gorontalo City. Thus it can be said that work culture can contribute to the realization of public service performance accountability to citizens..
