Abstract

In this paper, we study the zero forcing (ZF) algorithm fora two hop multiple-input multiple-output (MIMO) relaycommunication system consisting of one source node, onerelay node, and one destination node. We consideramplify-and-forward (AF) strategy at relay node anddestination node, respectively. We propose Pre-ZFequalization on the transmitter side. We have evaluatedthe proposed system by comparing with existingalgorithms. The proposed Pre-ZF equalization algorithmhas a significant improvement in the system bit-error-rate(BER) performance.Key words: multiple-input multiple-output (MIMO),MIMO relay networks, relay system, beamforming, zeroforcing.

Abstract

In this paper, we design the optimal relay matricesfor multiple-input multiple-output (MIMO) relay communicationsystems with parallel relay nodes using the projected gradient(PG) approach. We show that the optimal relay amplifyingmatrices have a beamforming structure. Using the optimalstructure, the relay power loading algorithm is developed tominimize the mean-squared error (MSE) of the signal waveformestimation at the destination node. Simulation result demonstratethe effectiveness of the proposed relay amplifying matrix withmultiple parallel relay nodes using the PG approach in the systembit-error-rate performance.Index Terms—MIMO relay, parallel relay network, beamforming,non-regenerative relay, projected gradient.

Abstract

Abstrak Sistem rumah cerdas (Smart Home) adalah kumpulan layanan dan aplikasi teknologi yang dirancang khusus untuk lingkungan rumah, dengan fitur yang dimaksudkan untuk meningkatkan kenyamanan dan efisiensi penghuninya. Metode penelitian yang digunakan dalam penelitian ini adalah Studi literatur yaitu pengumpulan data-data yang diperlukan sebagai arahan pembuatan tugas akhir yang bersumber dari literatur dan jurnal. Dalam penelian ini dirancang alat yang akan di uji dengan metode eksperimen untuk di teliti. Prototipe Smart Home berbasis Internet of Things menggunakan board Wemos dalam Platfom Blynk secara keseluruhan berhasil dirakit dan siap diuji coba serta di analisis cara kerjanya. Hasil perancangannya adalah Prototipe Smart Home Berbasis Internet of Things Menggunakan Board Wemos Dalam Platfom Blynk telah berhasil dirakit dan diuji coba serta dianalisis sebagai berikut pada lampu 1=0,02A, lampu 2=0,05A, lampu 3=0,22A dan kipas=0,01A. Pengaplikasian sistem kendali dan monitoring pada peralatan elektronik baik dan siap digunakan dalam pengaplikasiannya pada smarthome. Berdasarkan pengujian yang telah dilakukan maka diperoleh respon yang baik dari alat-alat elektronik dengan syarat terkoneksi dengan jaringan wifi atau hospot pribadi. Abstract An intelligent home system (Smart Home) is a collection of technology services and applications designed specifically for the home environment, with features intended to increase the comfort and efficiency of its occupants. The research method used in this research is literature study, namely collecting data needed as direction for making a final assignment sourced from literature and journals. In this research, a tool is designed that will be tested using experimental methods for research. The Smart Home prototype based on the Internet of Things using the Wemos board on the Blynk Platform has been successfully assembled and is ready to be tested and analyzed how it works. The result of the design is that the Internet of Things Based Smart Home Prototype Using the Wemos Board on the Blynk Platform has been successfully assembled, tested and analyzed as follows on lamp 1=0.02A, lamp 2=0.05A, lamp 3=0.22A and fan= 0.01A. The application of the control and monitoring system on electronic equipment is good and ready to be used in its application on a smart home. Based on the tests that have been carried out, a good response was obtained from electronic devices provided they were connected to a WiFi network or personal hotspot.

Abstract

This study analyzes the impact of implementing the reward and punishment method in improving the learning achievement of grade VII students at SMP Katolik Frateran Santo Gabriel, Nunukan, North Kalimantan. Qualitative descriptive methods are used with data collection techniques through observation, interviews, and documentation.The results of the study indicate that the implementation of rewards, such as praise or gifts, motivates students to be more disciplined and active in learning. Conversely, punishment in the form of additional assignments or reprimands also plays a role in instilling responsibility. However, the effectiveness of this method is influenced by internal and external factors, such as student character, limited resources, and limited learning time. Some students have difficulty understanding the material due to low learning motivation and lack of active participation. This study confirms that the right combination of rewards and punishments can improve student achievement, but must be adjusted to the individual's character and the conditions of the learning environment. Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh disiplin kerja dan motivasi terhadap kinerja anggota Polri di Bidang Hubungan Masyarakat Polda Sulawesi Selatan. Penelitian ini bertujuan untuk memberikan kontribusi dalam pengembangan literatur tentang manajemen sumber daya manusia khususnya terkait disiplin, motivasi dan kinerja dalam organisasi Kepolisian, dan menjadi acuan atau dasar bagi peneliti lain yang ingin mengeksplorasi isu serupa di bidang kehumasan. Pendekatan penelitian yang digunakan adalah kualitatif deskriptif dengan fokus pada eksplorasi hubungan antara tingkat disiplin, motivasi kerja, dan kinerja individu. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi terhadap 7 informan yang terdiri dari anggota Polri dan Aparatur Sipil Negara (ASN) yang bekerja di lingkungan Bid Humas. Hasil penelitian menunjukkan bahwa disiplin kerja berperan penting dalam menjaga efisiensi operasional dan kualitas layanan, terutama melalui kepatuhan pada prosedur, kehadiran tepat waktu, dan integritas personal. Sementara itu, motivasi kerja yang dipengaruhi oleh faktor internal, seperti kebanggaan institusional, serta faktor eksternal, seperti penghargaan dan dukungan pimpinan, secara signifikan mendorong peningkatan kinerja. Kinerja anggota Polri dinilai berdasarkan profesionalisme, penguasaan teknologi, dan kemampuan komunikasi. Hambatan utama ditemukan pada personil yang mendekati masa pensiun, yang kurang menguasai teknologi sehingga mempengaruhi kualitas kerja secara keseluruhan. Dengan demikian, kombinasi disiplin kerja yang tinggi dan motivasi yang optimal terbukti menjadi determinan utama dalam meningkatkan kinerja personil. Penelitian ini merekomendasikan penguatan pelatihan teknologi, pengawasan disiplin, dan pemberian penghargaan untuk memotivasi anggota Polri di Bid Humas.   This study aims to analyze the influence of work discipline and motivation on the performance of police officers in the Public Relations Division of the South Sulawesi Regional Police. The findings indicate that work discipline plays a crucial role in maintaining operational efficiency and service quality, particularly through adherence to procedures, punctuality, and personal integrity. Meanwhile, work motivation—driven by internal factors such as institutional pride and external factors such as rewards and leadership support—significantly enhances performance. The performance of police officers is assessed based on professionalism, technological proficiency, and communication skills. The main challenge identified is that personnel approaching retirement tend to struggle with technological adaptation, which affects overall work quality. Therefore, a combination of high work discipline and optimal motivation is proven to be key determinants in improving personnel performance. This study recommends strengthening technology training, enhancing discipline supervision, and providing rewards to further motivate police officers in the Public Relations division.

Abstract

Pentingnya manajemen proyek infrastruktur dalam mendukung pembangunan daerah. Hal ini mencakup tantangan yang dihadapi oleh Dinas PUPR Kabupaten. Penelitian ini bertujuan untuk menganalisis efektivitas manajemen proyek yang dilaksanakan oleh Dinas PUPR untuk mengidentifikasi faktor-faktor yang berkontribusi terhadap keberhasilan atau kegagalan proyek infrastruktur. Penelitian ini menggunakan pendekatan campuran (mixed methods), yang mengombinasikan metode kuantitatif dan kualitatif. Data dikumpulkan melalui kuesioner yang disebarkan kepada staf Dinas PUPR dan wawancara mendalam dengan pejabat terkait. Analisis statistik dilakukan untuk mengevaluasi data kuantitatif, sedangkan analisis tematik digunakan untuk data kualitatif. Metode ini bertujuan untuk memberikan gambaran yang komprehensif mengenai efektivitas manajemen proyek infrastruktur. Hasil penelitian menunjukkan bahwa efektivitas manajemen proyek dipengaruhi oleh beberapa faktor, termasuk perencanaan yang matang, pengelolaan risiko, serta keterlibatan masyarakat dalam proses pembangunan. Data menunjukkan bahwa 75% responden menganggap bahwa proyek infrastruktur yang dilaksanakan oleh Dinas PUPR memiliki tingkat efektivitas yang tinggi, namun masih terdapat tantangan terkait keterlambatan dan pembengkakan biaya pada beberapa proyek. Selain itu, hasil analisis juga mengungkapkan bahwa komunikasi yang baik antara semua pemangku kepentingan berkontribusi positif terhadap keberhasilan proyek. Kesimpulan dari penelitian ini menekankan pentingnya penerapan prinsip-prinsip manajemen proyek yang baik dan keterlibatan aktif dari semua pihak terkait untuk meningkatkan efektivitas proyek infrastruktur di Dinas PUPR Kabupaten Nabire. Penelitian ini juga merekomendasikan agar Dinas PUPR terus mengembangkan sistem monitoring dan evaluasi yang lebih efektif untuk proyek-proyek mendatang, serta meningkatkan pelatihan bagi staf mengenai manajemen proyek yang efisien. Hasil penelitian ini diharapkan dapat memberikan kontribusi bagi pengembangan kebijakan dan praktik manajemen proyek di tingkat lokal.

Abstract

This study aims to analyze Policy Evaluation in Budget Determination at the Regional Revenue, Financial and Asset Management Agency of Intan Jaya Regency. This study uses a qualitative approach. The object of this research is at the Regional Revenue, Financial and Asset Management Agency of Intan Jaya Regency. Data sources are from primary data and secondary data. Data collection methods: observation, documentation interviews. The informants of this research are 5 employees at the Regional Revenue, Financial and Asset Management Agency of Intan Jaya Regency. Data analysis uses Qualitative descriptive analysis, ranging from Data Reduction, Data Presentation and Conclusion Drawn. This study concludes that: 1) The budget determination process at the Regional Revenue, Financial and Asset Management Agency (BPPKAD) of Intan Jaya Regency, takes place in several stages, starting from policy formulation to the formation of Regional Regulations (Perda) and Regent regulations. The involvement of various parties, including the Regional Revenue and Expenditure Budget (APBD) team and teams from outside the APBD. 2) The budget determination policy at BPPKAD Intan Jaya Regency shows a strong commitment to improve regional financial management through the implementation of performance-based budgeting, stakeholder participation, compliance with regulations, and transparency and continuous evaluation. 3) The implementation of the budget determination policy at BPPKAD Intan Jaya Regency faces significant challenges stemming from limited human resources in the financial sector and the dissatisfaction of some OPDs with the distribution of the budget ceiling. These challenges can hinder the effectiveness of budget management and its impact on regional development.

Abstract

This study analyzes the planning of human resource development in finance at Bappeda and Litbang of Dogiyai Regency. Using a qualitative descriptive approach, data were collected through surveys, observations, interviews, and documentation. The findings reveal that human resource development planning in finance is an integral and systematic process, ensuring employees are equipped with the necessary skills to manage regional finances effectively. Key programs, such as financial analysis training and regulatory workshops, have been implemented to enhance employee competencies. However, challenges such as limited budget allocation, lack of management support, and restricted access to training information hinder development efforts. Addressing these challenges requires comprehensive strategies, including increased budget allocation, management reinforcement, and improved access to training opportunities. This research underscores the importance of structured human resource development in achieving efficient financial management and supporting regional economic growth.

Abstract

Pengadaan barang dan jasa di sektor pemerintahan memiliki peran strategis dalam mendukung transparansi dan efisiensi penggunaan anggaran publik. Kabupaten Intan Jaya, sebagai daerah berkembang, menghadapi tantangan dalam pelaksanaan klarifikasi dan negosiasi teknis dalam proses pengadaan, seperti ketidaksesuaian antara regulasi dan praktik di lapangan, rendahnya pemahaman teknis, serta kurangnya transparansi dan dokumentasi negosiasi. Penelitian ini bertujuan untuk menganalisis efektivitas proses klarifikasi dan negosiasi teknis di Sekretariat Daerah Kabupaten Intan Jaya serta mengidentifikasi faktor-faktor yang mendukung dan menghambat pelaksanaannya. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus, mengumpulkan data melalui wawancara mendalam dengan lima informan, observasi langsung, serta analisis dokumen pengadaan. Hasil penelitian menunjukkan bahwa hanya 65% proses klarifikasi dan negosiasi teknis berhasil dalam tahap pertama, sementara 35% lainnya mengalami perpanjangan waktu. Selain itu, hanya 50% laporan negosiasi terdokumentasi dengan lengkap, yang menunjukkan masih lemahnya sistem pencatatan dan akuntabilitas. Implikasi penelitian ini menyoroti perlunya peningkatan kapasitas tim pengadaan, optimalisasi pencatatan berbasis digital, serta perbaikan komunikasi antara pemerintah dan penyedia barang/jasa guna meningkatkan efektivitas dan transparansi dalam proses pengadaan.
