Abstract

The problem in this study is whether the implementation of the regional government performance monitoring function carried out by the regional inspectorate in Kutai Barat has been carried out efficiently and effectively, and what factors affect the effectiveness of the implementation of the regional government performance function in Kutai Barat. The purpose of this research is to analyze the effectiveness of the implementation of the supervisory function of local government performance at the regional inspectorate of Kutai Barat, as well as to analyze the factors that affect the effectiveness of the implementation of its performance monitoring function. Based on the results of the analysis of the implementation of the supervisory function of the regional inspectorate in Kutai Barat, it can be concluded that the implementation of supervision, both from inspection, testing and investigation, has not been effective, this is due to the inaccuracy of time in carrying out supervision, the inaccuracy of the deviation data found for supervisory apparatus and the lack of human resources in this case is the government apparatus at the Kutai Barat Inspectorate Office in terms of quality and quantity. Factors that influence the implementation of the supervisory function on government administration in Kutai Barat include officers who have skills, knowledge in the field of work handled and in addition to the availability of facilities and infrastructure that support the implementation of supervision carried out by the Inspectorate office of Kutai Barat.

Abstract

The village plays a central role in Indonesia's decentralized governance and serves as a strategic unit for achieving equitable and sustainable development. In this context, the Special Village Financial Assistance (BKKD/K) policy was introduced as a mechanism to enhance financial capacity, promote local autonomy, and stimulate grassroots development initiatives. This study explores the implementation of the BKKD/K policy in Rapak Lambur Village, Tenggarong District, Kutai Kartanegara Regency, with the objective of assessing its effectiveness in fostering village self-reliance. Using a qualitative case study approach, data were collected through in-depth interviews, participatory observation, and analysis of official documents. The research highlights that BKKD/K has contributed significantly to infrastructure improvements, economic empowerment programs, and increased village-generated income. However, the implementation process faces several persistent challenges, including limited financial management capacity among village officials, inadequate community participation in planning and monitoring, and weak accountability mechanisms. Findings suggest that while the BKKD/K policy has the potential to reduce dependency on central government transfers, its success depends largely on good governance practices such as transparency, accountability, and participatory decision-making. Moreover, enhancing the managerial skills of village apparatus and promoting civic engagement are critical to ensuring sustainable outcomes. The study underlines the importance of adaptive policy support and technical assistance to overcome institutional constraints and to align village development priorities with community needs. Ultimately, the implementation of BKKD/K in Rapak Lambur demonstrates both the promise and the limitations of fiscal decentralization at the village level, offering practical insights for policymakers and practitioners aiming to strengthen village autonomy and resilience across Indonesia.

Abstract

This study examines the implementation of teacher professional allowance policy and its implications for teacher performance in public education institutions. As teachers play a central role in educational quality, professional allowance schemes are expected to function not only as financial support but also as policy instruments that strengthen motivation, discipline, and professional responsibility. This study employed a qualitative research approach using in-depth interviews with teachers, school leaders, and education administrators, supported by field observations to capture the actual conditions of policy implementation. The findings indicate that professional allowance is widely perceived as a form of recognition that enhances work motivation, responsibility, and discipline. However, the allowance does not automatically generate substantial improvement in instructional quality, particularly in institutional settings where academic supervision and performance monitoring remain limited. The policy contributes positively to administrative compliance and work discipline, yet its effect on pedagogical innovation and creative instructional practice is less evident. The effectiveness of the allowance system is influenced by intrinsic motivation, leadership support, and the clarity and transparency of administrative procedures. The study highlights the importance of a more integrated management approach that combines professional allowance policy with continuous professional development, institutional support, and stronger evaluation mechanisms to maximize its contribution to teacher performance and educational quality.

Abstract

This study evaluates the implementation of a Supplementary Feeding Program (PMT) in in Panji Subdistrict, Tenggarong District, Kutai Kartanegara Regency as a community-based health service , with particular attention to the role of parents in supporting program effectiveness. The study is motivated by the importance of sustained nutrition interventions in improving the nutritional status of children under five, preventing stunting, and strengthening public health outcomes. A qualitative approach with a descriptive evaluative design was employed. Data were collected through in-depth interviews, observations, and document review involving parents, community health volunteers, nutrition officers, and local government representatives. The findings show that parental involvement is reflected in three main dimensions: ensuring children attend community health service activities, understanding the supplementary feeding menu, and applying healthy eating practices at home. In general, parents demonstrated strong commitment to the program, although differences in nutritional literacy remain a major challenge. Parental contributions include emotional support, practical assistance, information sharing, and the adoption of healthy practices in everyday life. Program implementation is also shaped by both enabling and constraining factors. Supporting factors include active community health volunteers, assistance from nutrition personnel, and high parental enthusiasm, whereas inhibiting factors include limited funding, low nutritional literacy, and the absence of working parents during scheduled activities. Overall, the supplementary feeding program has been implemented fairly well, but its long-term effectiveness depends heavily on parental participation and stakeholder collaboration.

Abstract

Purpose – This study aims to examine the role of work coaching and motivation in improving employee productivity in a public sector institution. Design/Method/Approach – A qualitative approach with a descriptive design was employed. Data were collected through in-depth interviews, observations, and documentation. The informants included institutional leaders, division heads, section heads, and employees. Data were analyzed using an interactive model consisting of data reduction, data display, and conclusion drawing. Findings – The findings reveal that work coaching is implemented through training programs, technical guidance, direct instruction, and leadership supervision. Employee motivation is influenced by the work environment, interpersonal relationships, leadership support, and recognition of performance. Overall, employee productivity is relatively good; however, several challenges remain, including limited work facilities and unequal access to training opportunities. Implications/Limitations – This study highlights the importance of strengthening employee coaching programs and motivational strategies through leadership support, reward systems, and improved work facilities. The findings are limited to a single public sector institution, which may restrict broader generalization. Originality/Value – This study provides contextual insight into the relationship between work coaching, motivation, and employee productivity in a public sector organization.

Abstract

Sustainable forest management has become a critical issue in Indonesia due to increasing deforestation, climate change, and the challenges associated with regional autonomy. This study aims to examine the role of collaborative governance in promoting sustainable forest management within the context of decentralized governance. A mixed methods research design was employed, integrating qualitative and quantitative approaches to provide a comprehensive understanding of forest governance practices. Qualitative data were collected through semi-structured interviews, observations, and document analysis involving local governments, community representatives, environmental organizations, and other relevant stakeholders. Quantitative data were obtained from secondary sources related to forest cover change, deforestation rates, and environmental indicators. The findings reveal that collaborative governance significantly contributes to improving forest management effectiveness through enhanced stakeholder participation, institutional coordination, transparency, and shared responsibility. Local communities play a crucial role in conservation efforts, particularly when supported by inclusive policies and strong institutional frameworks. The study also finds that regional autonomy provides opportunities for more responsive and context-specific forest governance; however, challenges such as limited institutional capacity, resource constraints, and stakeholder conflicts remain significant barriers. Furthermore, successful sustainable forest management is influenced by political commitment, community participation, institutional capacity, and trust among stakeholders. The study concludes that strengthening collaborative governance mechanisms and fostering multi-stakeholder partnerships are essential for addressing deforestation and climate change while ensuring long-term forest sustainability. These findings provide valuable insights for policymakers and practitioners seeking to improve forest governance and environmental sustainability in Indonesia.
