Abstract

The implementation of the Zakat Reduction Policy for State Civil Servants (ASN) based on the Regulation of the Mayor of Lhokseumawe Number 33 of 2017 concerning the Zakat Management Mechanism "by taking the research location at the Baitul Mal Office of Lhokseumawe City. The purpose of this study is to describe and analyze the implementation of the Zakat Reduction Policy for State Civil Servants (ASN) based on the Regulation of the Mayor of Lhokseumawe Number 33 of 2017 concerning the Mechanism of Zakat Management.

Abstract

This study focuses on efforts to implement Government Decree No. 49 of 2018 concerning civil servants with employment contracts (P3K) in northern Aceh. This study uses descriptive qualitative research methods using data collection methods using observation, interviews, and documentation. The results showed that the government's efforts to implement Government Decree No. 49 to 2018 regarding Civil Servants with Contract of Work (P3K) is carried out with the first phase receiving first aid from PTT staff and the agriculture department, while not accepting it for other groups, although in limited circumstances due to local budget constraints. P3K is very useful for the government in filling gaps in various government institutions or institutions. For the community itself, there are several benefits related to P3K, namely by having multiple records, the income earned will be the same as for a civil servant, will receive the same benefits as a civil servant, the application age is higher and can be reduced to the maximum retirement age.

Abstract

Tujuan sertifikasi guru yang dilaksanakan pada SMP Negeri I Lhoksukon Kabupaten Aceh Utara sesuai peraturan sertifikasi guru, yaitu menentukan kelayakan guru dalam melaksanakan tugas sebagai agen pembelajaran dan mewujudkan tujuan Pendidikan Nasional, meningkatkan proses dan mutu hasil pendidikan, meningkatkan martabat guru, dan meningkatkan profesionalitas guru. Jenis penelitiannya adalah penelitian kualitatif, yang bersifat deskripstif. Pelaksanaan metode penelitian kualitatif yang bersifat deskriptif ini tidak hanya terbatas pada pengumpulan dan penyusunan data saja, akan tetapi sangat komplek dan luas yaitu meliputi analisis dan interpretasi tentang data tersebut, selanjutnya data yang dikumpulkan memungkinkan menjadi kunci atau jawaban terhadap apa yang diteliti. Hasil Penelitian menunjukkan bahwa 1. Kebijakan sertifikasi dapat meningkatkan profesionalisme guru di SMP Negeri 1 Lhoksukon Kabupaten Aceh Utara. Kebijakan sertifikasi guru hampir sepenuhnya tercapai yaitu meningkatnya profesionalisme, kemampuan dan kompetensi guru. Hal ini karena adanya MGMP (Musyawarah Guru Mata Pelajaran) tingkat provinsi maupun kabupaten, mengikuti workshop, dan melakukan penelitian ilmiah yang membantu guru dalam meningkatkan kemampuan dan kompetensi guru. Kualitas mutu guru menjadi terjamin yang dapat dilihat dengan kewajiban guru membuat penelitian ilmiah tiap tahun yang bertujuan untuk meningkatkan mutu. Kesejateraan guru dan martabat guru menjadi meningkat karena sertifikasi guru mengakui kinerja guru dengan pemberian sertifikat setelah memenuhi proses Pendidikan dan Latihan Profesi Guru atau fortopolio. Dengan meningkatkan mutu pendidikan di SMP Negeri 1 Lhoksukon Kabupaten Aceh Utara yang tercantum dalam visi misi sekolah merupakan salah satu tujuan dari sertifikasi guru itu sendiri agar tujuan dari sekolah untuk pendidikan yang lebih baik bisa tercapai.

Abstract

Penelitian ini mengkaji Efektifitas Kinerja Koordinator Kabupaten di Program Keluarga Harapan. Tujuan penelitian untuk memahami efektifitas kinerja Koordinator Kabupaten Program Keluarga Harapan dalam pelaksanaan bisnis proses program di Kabupaten Aceh Utara, implementasi program dan dampak keberadaan Koordinator Kabupaten bagi Sumber Daya Manusia pelaksana program. Penelitian ini dilakukan di Dinas Sosial Pemberdayaan Perempuan dan Perlindungan Anak Kabupaten Aceh Utara. Metode yang digunakan kualitatif. Teknik pengumpulan data dilakukan dengan wawancara, pengamatan dan dokumentasi. Analisis data dilakukan dengan memilih, menyederhanakan, menggolongkan, menyajikan dan menarik kesimpulan. Keberadaan koordinator untuk mengoordinasikan bisnis proses program ditingkat stakeholder kabupaten serta menyampaikan laporan bisnis proses program dari Pendamping Sosial dan Administrator Pangkalan Data ke Koordinator Wilayah Aceh dan Koordinator Regional Sumatera. Keberadaan koordinator dibutuhkan untuk melaporkan secara berjenjang bisnis proses program sampai ke Direktorat Jaminan Sosial, Kementerian Sosial Republik Indonesia. Keberadaan koodinator tidak dirancang oleh kabupaten tetapi regulasi dari Kementerian Sosial. Data penerima manfaat masih diperlukan validasi dan verifikasi oleh Pendamping Sosial di kecamatan-kecamatan. Koordinator dibutuhkan untuk mengoordinir validasi dan verifikasi data. Diperlukan kerjasama lintas sektor untuk suksesnya pemberian bantuan, oleh karena itu keberadaan koordinator dibutuhkan untuk melakukan koordinasi lintas sektor ditingkat kabupaten, terutama dengan Bank Syariah Indonesia, Badan Pembangunan Daerah, Dinas Pendidikan, Dinas Kesehatan, Kantor Kementerian Agama Kabupaten dan Pemerintah Kabupaten Aceh Utara.

Abstract

BUMG is one of the forces that can encourage the creation of economic improvement for villagers or gampongs based on the variety of potentials they have and BUMG management must be able to manage and develop businesses by looking at existing opportunities and understanding the demands of the community. The BUMG policy in Manee Kareung supports Gampong’s economic independence through the development of Tourism Villages. The research method used is descriptive qualitative. Implementing BUMG policies in the development of Tourism Villages is the focus of research. Sources of data obtained through literacy studies are available online and offline, such as scientific journals, books, and news from trusted sources. The results show that at the organizational level, BUMG Manee Kareung has not shown functional capacity in aspects of external partnerships, aspects of tourism development potential, and aspects of tourism village promotion. Likewise in the aspects of leadership and coordination, it shows a lack of capacity and individuals also do not have the functional capacity to spearhead the development of tourism potential. Therefore, this study provides several recommendations for further research, especially regarding institutional capacity at the system level. At the system level, research on the relationship between individuals, informal groups, and formal organizations that generate social capital and policies carried out by the Tourism Office and the Gampong Government related to the development of tourism villages.

Abstract

Handling stunting is one of the national development priorities listed in the 2020-2024 RPJMN with a target of reducing the stunting rate by 11.8% by 2024 (3). The main focus in handling stunting by the Indonesian Ministry of Health is providing specific nutritional interventions given in the First 1000 Days of Life (HPK). North Aceh Regency is ranked second in Aceh with a prevalence of stunted toddlers of 38.3%. Its position is followed by Pidie Jaya Regency with a prevalence of stunted toddlers at 37.8%. Regent Regulation Number 41 of 2020 concerning the Acceleration of Reducing Integrated Stunting is a guideline for handling and preventing stunting in North Aceh Regency. The presence of this regulation is expected to prevent stunting in North Aceh Regency. However, the presence of these regulations has so far not been able to reduce the stunting rate in North Aceh Regency. For this reason, through the Regent's Regulation, researchers want to see how the Government's efforts to collaborate with stakeholders in preventing and reducing the prevalence of stunting in children under five in North Aceh Regency based on Regent's Regulation Number 41 of 2020 Accelerating Integrated Stunting Reduction. This research also supports the MBKM Era research focus on the Health Independence Focus Area. The urgency of this research is to find out how the North Aceh Regency Government is making efforts to prevent and handle the prevalence of stunting in children under five in North Aceh Regency and to describe information on how the North Aceh District Government creates collaboration with all parties responsible for preventing and handling the prevalence of stunting in children under five in North Aceh Regency. This research uses descriptive qualitative research, and data is collected by interviewing and distributing Google forms to government officials, stakeholders and related communities. The output of this research is a national journal accredited 1-6 with the expected TKT level of 3.
