Abstract

This study analyzes the challenges, opportunities, and application of BUMDes digitization in the Special Region of Yogyakarta. This research uses a qualitative descriptive research type research method, with a literature study using secondary data obtained by analysis of previous research and several mass media. The results of the study state that there are several challenges and opportunities in the digitization of BUMDes. In the digitalization challenges, there are; first, the ability of human resources to carry out or play a role in this activity is considered to have still not used digital platforms or is more inclined towards manuals, secondly adaptation of habits that require a person to adapt to any situation, thirdly production capacity where products produced by BUMDes must meet and comply with market needs and the last is the quality of production, where this is also the same as before that the products produced must meet quality standards so that they can compete in the global market. As for the opportunities for digitization in BUMDes, such as reaching unlimited buyers by accessing the market and selling for a total time.

Abstract

This study examines the influencing factors of policies related to customary rights or Wewengkon implementation in the Cibarani indigenous peoples, affecting the destruction of Leuweng Titipan Mount Liman. The protection and supervision of the Cibarani Wewengkon are regulated by the Lebak Regional Government Number 8 of 2015 concerning the Recognition, Protection, and Empowerment of the Kasepuhan Customary Law Community. However, despite getting supervision and protection, natural damage caused by unlicensed gold miners continues to wreak natural harm. As a result, two hectares of forest on Mount Liman were deforested. This research used a qualitative research approach and collected data through a literature study. The results indicated that the influencing factors of inadequate protection for the Cibarani Wewengkon are the ignorance of the Lebak Regional Government regarding the supervision and protection of the Cibarani Wewengkon. Their insensibility is induced by the issues in transmission of information or poor communication between policymakers, such as the Lebak Regency house of representative and the regent, resulting in vague details on the authority to safeguard and supervise.

Abstract

The purpose of this study is to determine the effectiveness of the election of Village Chief Executive in Sleman regency in the Special Region of Yogyakarta. Where at first it was implemented traditionally or conventionally which later changed to use the e-voting system. The method used in this study is a qualitative type. The data used is data obtained from previous research (books, journals, and articles). To measure the effectiveness of e-voting, researchers use Duncan's theory of effectiveness, where this theory has three indicators, namely: 1) Goals of Achievement, 2) Integration, and 3) Adaptation. The results of this study are: 1) the Sleman community gets convenience in using or executing e-voting when conducting digital elections, which is shown with a percentage of 50.00%. This is supported by the increase in voting rights from 2020 to 2021. Then, 2) the intensified socialization is a form of direct socialization, because it is considered more effective, it can be seen with a percentage of 61.00%. And the last one is 3) the people of Sleman can adapt from conventional elections to a digital system, namely e-voting. The Sleman regency government also collaborated with seven universities in Indonesia to make the election of village heads successful by e-voting.

Abstract

The background of this study is the covid-19 virus outbreak which has an impact on the health sector in the Special Region of Yogyakarta (DIY). The problem urges the Panggungharjo Village Government to innovate public services, especially digital-based public services to minimize physical contact. Answering these problems, the Panggungharjo Village Government made Panggungharjo Covid-19 Response (PTC-19). Through PTC-19, it is expected to suppress the growth rate of the COVID-19 virus outbreak in the local area. The research method uses a qualitative type with a case study approach. The data in this study were obtained through in-depth interviews, as well as literature studies taken through a number of previous studies. The data obtained were analyzed using Qualitative Data Analysis Software with a cross tab feature in NVivo 12 Pro. In addition, the data analyzed also using interactive model techniques through three aspects of analysis, including: data reduction, data presentation, and drawing conclusions. The purpose of this study is to determine the public policy cycle in PTC-19. Researchers use William Dunn's public policy cycle theory which has three indicators, 1) Agenda Formulating, 2) Policy Formulation (Policy Implementation), 3) Policy Legitimacy (Monitoring and Evaluation). This theory makes it easier for researchers to identify the problems behind the creation of PTC-19, available facilities, and monitoring and evaluation of PTC-19.

Abstract

In recent years, the government of Liberia and its stakeholders have developed several policies towards decentralization that have led to significant developments. However, challenges still remain, especially the dominance of the central government, political greed, etc. This study aims to identify the forms of central government’s dominance over local governments in Liberia and its impacts on local governance. This research applied a qualitative method with primary data obtained through interviews with relevant informants and secondary data obtained through analysis of previous studies, mass media, and policies regarding decentralization in Liberia, and analyzed using an interactive model in addition to the NVivo 12 Plus software. The findings reveal that the central government exerts dominance in three forms, including visible, hidden, and invisible forms. Visible forms include explicit regulations predominantly financial control and local officials' appointment, which allowed the central government to dictate local governance. Hidden forms mainly include intimidation and political party influence, which are not publicly acknowledged, allowing the central government to maintain its dominance and often devaluing local agendas. Invisible forms mainly include institutional capture and policy development, shaping the mindsets of local officials and citizens as well as viewing this dominance as natural, thus leading to a culture of silence. Hence, the research emphasizes the need for further reforms to ensure a balanced distribution of power and the independence of local governments to serve communities effectively and make decisions aligned with local needs.
