This study aims to find out how the effect of political competition, in this case the concentration of political parties and government fragmentation on the chances of regional budget delays. This study uses annual panel data from 509 local governments in the period 2009-2017 which is then analyzed with binary regression logistic. This study shows that political competition has an effect on the likelihood of delays in determining the APBD. From the aspect of concentration of political parties it is known that the higher the concentration of political parties in an area, will reduce the chance of delays in determining the APBD in the local government. Whereas the regional government which is divided government significantly increases the chances of delays in determining the APBD. This indicates that the APBD determination process cannot be separated from the political dynamics between the executive and legislative branches in the regions. This study recommends that the central government establish specific legislation regarding delays in the stipulation of the regional budget, which regulates checks and balances in the budgeting process in the regions, and establishes a firmer reward and punishment related to the timeliness of establishing the regional budget. Penelitian ini dilakukan untuk mengetahui bagaimana pengaruh kompetisi politik, dalam hal ini konsentrasi partai politik dan fragmentasi pemerintahan terhadap peluang keterlambatan penetapan APBD.Penelitian ini dilatarbelakangioleh fluktuasi ketepatan waktu penetapan APBD oleh pemerintah daerah. Penelitian ini menggunakan data panel tahunan dari 509 pemerintah daerah dalam kurun waktu tahun 2009-2017 yang kemudian dianalisa dengan regresi logistik biner. Penelitian ini memperlihatkan bahwa kompetisi politik berpengaruh terhadap peluang keterlambatan penetapan APBD. Dari aspek konsentrasi partai politik diketahui bahwa semakin tinggi konsentrasi partai politik di suatu daerah, akan menurunkan peluang keterlambatan penetapan APBD pada pemerintah daerah tersebut. Sedangkan pemerintah daerah yang merupakan divided government secara signifikan meningkatkan peluang keterlambatan penetapan APBD. Hal ini mengindikasikan bahwa proses penetapan APBD tidak lepas dari dinamika politik antara eksekutif dan legislatif di daerah. Penelitian ini merekomendasikan kepada pemerintah pusat agar dapat membentuk perundang-undangan secara khusus mengenai keterlambatan penetapan APBD, yang mengatur mekanisme check and balances dalam proses penganggaran di daerah, serta menetapkan reward and punishment yang lebih tegas terkait ketepatan waktu penetapan APBD. Kata Kunci : Kompetisi Politik, Keterlambatan APBD, Logistik Biner

This study is intended to identify and analyze factors that influence the poverty rate in households in West Java. The study was carried out at three regional levels namely the provincial, district and municipal levels in West Java. This study used the model of logistic regression using the data from the national socioeconomic survey (Susenas) on household. The total number of households observed was 20.541 households. The findings indicate that control of total number of household members and asset ownership is the main factor that lowers the poverty rate in households in all regions. However factors that lower the probability of poverty in each district and municipality are varies. Another finding from the study is that financial aid from the community to support family spending is not always significant in lowering the probability of a household to be poor.DOI: 10.15408/sjie.v6i2.5096

Wide access to formal finance for poor households through distribution of social assistance via electronic money (E-money) is believed to accelerate eradication of poverty. We would like to find out the beneficiaries response to this payment method. This aims of this study is to investigate the perception of beneficiaries towards distribution of social assistance through e-money. We surveyed 230 beneficiaries in Jakarta, Cirebon and Pasuruan. The result of research indicates that the perception of PKH beneficiaries related to the cost, benefits and security of e-money is relatively good. However, from the aspect of ease of use and the respondents’ desire to use e-money, the perception is quite low.

Abstract: Disaster coping management is important to be well managed by the government and all stakeholders because Indonesia is a disaster-prone area. Disaster risk reduction (DRR) is needed because of the number of disasters occurring recently have serious impacts on the economy, social and environment. This study aims to look at the effect of education institution and regional disaster management institutions (BPBD) on household participation of disaster training as an effort of DRR. Literature also revealed that regional and households characteristics have an important role in implementing DRR.The design of this study uses quantitative logit regression analysis using secondary data from 297,276 household respondents from the 2017 National Socio-Economic Survey (SUSENAS). The results showed the disaster institutions at the district level, secondary education and universities has a significant impact and was able to provide an increase in probability of household disaster training participation. Abstrak: Manajemen penanggulangan bencana merupakan hal yang penting dikelola dengan baik oleh pemerintah dan semua elemen masyarakat karena Indonesia memiliki wilayah rawan bencana. Pengurangan risiko bencana (PRB) diperlukan mengingat banyaknya kejadian bencana dewasa ini berdampak cukup serius pada perekonomian, sosial maupun lingkungan hidup. Penelitian ini bertujuan untuk melihat pengaruh lembaga pendidikan serta keberadaan lembaga penanggulangan bencana daerah terhadap partisipasi pelatihan atau simulasi bencana rumah tangga sebagai upaya PRB. Literatur juga mengungkapkan bahwa karakteristik daerah memiliki peran penting dalam implementasi PRB secara optimum. Desain penelitian ini menggunakan analisis kuantitatif regresi logit dengan memanfaatkan data sekunder 297,276 responden rumah tangga dari Survei Sosial Ekonomi Nasional (SUSENAS) tahun 2017. Hasil menunjukan keberadaan lembaga penanggulangan bencana kab/kota dan lembaga pendidikan di daerah berupa pendidikan menengah, perguruan tinggi memiliki pengaruh signifikan dan dapat memberikan peningkatan terhadap kemungkinan partisipasi pelatihan kebencanaan rumah tangga.

Distribution of social assistance through a non-cash system is a new government breakthrough to increase transfer effectiveness and promote financial inclusion. After the pilot project in 2014, the recent study found that there is a number of beneficiaries who feel the non-cash system is difficult. Therefore they use non-cash facilities to get the transfer only and do not want to use for other financial services. This fact could become an obstacle to financial inclusion. This study aims to investigate what factors influence beneficiaries perception to use non-cash system. We conducted a survey of 139 non-cash beneficiaries in Kabupaten Cirebon, West Java and Kabupaten Pasuruan, East Java. The results showed that accessibility such as queue time, travel time and transportation cost had a significant effect on perception of non-cash system. Perceptions also vary according to beneficiary characteristics. AbstrakDistribusi bantuan sosial melalui sistem non-tunai merupakan terobosan baru yang dilakukan pemerintah untuk meningkatkan efektivitas bantuan dan mempromosikan inklusi keuangan. Penelitian terbaru menyatakan bahwa, pada uji coba sistem non-tunai di tahun 2014, sejumlah penerima bantuan merasa kesulitan mencairkan bantuan dengan sistem tersebut. Mereka hanya menggunakan fasilitas non-tunai untuk mencairkan bantuan saja dan tidak ingin menggunakan sistem tersebut untuk layanan keuangan lainnya. Fakta tersebut dapat menjadi hambatan tercapainya inklusif keuangan. Studi ini bertujuan menyelidiki faktor-faktor apa saja yang memengaruhi persepsi penerima bantuan untuk menggunakan sistem non-tunai. Kami melakukan survei pada 139 penerima bantuan non-tunai di Kabupaten Cirebon, Jawa Barat dan Kabupaten Pasuruan, Jawa Timur. Hasil penelitian menunjukkan bahwa aksesibilitas seperti waktu antrian, waktu perjalanan dan biaya transportasi berpengaruh signifikan terhadap persepsi sistem non-tunai. ABSTRACTThe effect of import liberalization on industrial productivity can occur through increased access to inputs and technology transfer to imported products. Another factor that can affect productivity is product complexity. The calculation results of the 2010-2014 Product Complexity Index (PCI) based on the concept of diversity and ubiquity, showed the average 3-digit PCI ISIC was 0.0946 with a minimum value of -2.1324 and a maximum of 2.2157. This study aims to look at the effect of imported raw materials on the productivity of companies that produce more complex products. By using the 2010-2014 Large and Medium Industry Survey data and involving the firm's fixed effects and time, empirical results show that imports of raw materials significantly affect the productivity of companies that produce complex products by -0.0405. In addition, it is known that the manufacturing industry takes approximately one year to absorb technology in complex products so as to increase firm productivity. Firm-level productivity is calculated based on the Levinshon-Petrin (2003) estimated productivity to control selection and simultaneity bias.ABSTRAK Efek liberalisasi impor terhadap produktivitas industri dapat terjadi melalui peningkatan akses input serta transfer teknologi pada produk impor. Faktor lainnya yang dapat mempengaruhi produktivitas adalah kompleksitas produk. Hasil perhitungan Product Complexity Index (PCI) 2010-2014 berdasarkan konsep keragaman dan ubiquity, menunjukkan rata-rata PCI ISIC 3 digit adalah 0.0946 dengan nilai minimum -2.1324 dan maksimum 2.2157. Penelitian ini bertujuan untuk melihat pengaruh impor bahan baku terhadap produktivitas perusahaan yang lebih banyak menghasilkan produk kompleks. Dengan menggunakan data Survei Industri Besar dan Sedang tahun 2010-2014 serta melibatkan efek tetap perusahaan dan waktu, hasil empiris menunjukkan impor bahan baku mempengaruhi produktivitas perusahaan yang menghasilkan produk kompleks secara signifikan sebesar -0.0405. Selain itu, diketahui bahwa industri manufaktur memerlukan waktu kira-kira satu tahun untuk menyerap teknologi pada produk kompleks sehingga dapat meningkatkan produktivitas perusahaan. Produktivitas level perusahaan dihitung berdasarkan estimasi produktivitas Levinshon-Petrin untuk mengendalikan bias seleksi dan simultanitas.

Pendidikan anak usia dini yang berkualitas bagi seluruh masyarakat menjadi salah satu agenda pemerintah dalam upaya peningkatan kualitas pendidikan. Salah satu kebijakan pemerintah untuk meningkatkan kualitas pendidikan anak usia dini adalah penyaluran Bantuan Operasional Penyelenggaraan Pendidikan Anak Usia Dini (BOP PAUD). Tujuan dalam penelitian ini adalah menganalisa pengaruh dana bantuan operasional terhadap kualitas layanan pendidikan anak usia dini yang didekati dengan akreditasi lembaga Pendidikan Anak Usia Dini (PAUD) pada 481 kabupaten/kota selama tahun 2018-2019. Pada penelitian juga ditambahkan beberapa variabel kontrol untuk melihat pengaruh dana bantuan operasional terhadap variabel lainnya. Jenis penelitian yang digunakan adalah penelitian kuantitatif dengan data sekunder menggunakan metode pengolahan data yaitu metode regresi data panel. Hasil penelitian menunjukkan bahwa penyaluran BOP PAUD memiliki pengaruh terhadap kualitas pendidikan anak usia dini, yaitu berpengaruh positif terhadap presentase PAUD Terakreditasi yaitu akreditasi A dan B. Variabel kontrol, jumlah guru yang memiliki kualifikasi S1 memiliki pengaruh signifikan positif terhadap kualitas pendidikan anak usia dini, yaitu pada presentase PAUD dengan akreditasi A dan B.

This study aims to investigate the effect of promotion and marketing facilitation on the performance of MSMEs as measured by revenue streams for a year. Promotion and marketing facilitation of MSMEs is carried out through SMESCO, which is a work unit under the Ministry of Cooperatives and SMEs which aims to expand MSME market access both nationally and globally. Promotion and marketing facilitation activities consists of intensive promotion and marketing through offline and online media, implementation of promotional events, marketing partnership cooperation and is supported by increasing the capacity of MSMEs human resources and financing loan facilities. Previous studies have shown that there is a positive and significant influence between promotion, use of online media and partnerships with increasing MSMEs revenue. Through the panel data regression analysis method using the fixed effect estimation model, results can be obtained which state that there is a positive and significant influence between promotion intensity both offline and online, the implementation of promotional events and the implementation of marketing partnership cooperation carried out by SMESCO on the performance of MSMEs as measured by revenue streams. In addition, increasing the capacity of human resources, financing loans and the number of other agencies that also provide guidance to MSMEs as a control variable also has a positive and significant influence on MSMEs revenue. However, the Large-Scale Social Restrictions (PSBB) policy during the COVID-19 pandemic had a negative and significant impact on MSMEs revenue.
