Abstract

This study analyzes the factors influencing legal compliance and violations within society through criminological and sociological approaches. The primary objective of this research is to identify the reasons behind public compliance with laws and to reveal common motives for violations. This study employs a qualitative method, utilizing in-depth interviews and observations with selected respondents, as well as literature review to enrich the analysis. The findings indicate that legal compliance is often driven by social values, morality, and a sense of collective responsibility, while legal violations are largely caused by economic pressures, weak law enforcement, and public dissatisfaction with regulations deemed irrelevant. The implications of these findings suggest the need for a more adaptive and participatory approach in creating and enforcing regulations to effectively enhance public compliance.

Abstract

Kelompok Pengrajin Batik Bunga Seroja di Desa Pakandangan Tengah menghadapi berbagai persoalan yang menghambat produktivitas dan keberlanjutan usaha, baik pada aspek produksi maupun manajemen. Permasalahan utama meliputi rendahnya kepatuhan hukum lingkungan, penggunaan pewarna kimia tanpa kontrol, ketergantungan pada cuaca dalam proses pengeringan, hingga belum adanya pemanfaatan teknologi ramah lingkungan. Dari sisi manajemen, pengrajin terkendala sistem produksi yang tidak terstruktur, pemasaran yang terbatas hanya pada pesanan paguyuban, serta minimnya pemanfaatan data untuk pengambilan keputusan. Kegiatan pengabdian ini bertujuan meningkatkan efisiensi produksi, kepatuhan hukum lingkungan, serta daya saing pemasaran melalui penerapan teknologi ramah lingkungan Smart Drying dan sistem manajemen berbasis Business Intelligence (BI). Metode yang digunakan meliputi sosialisasi hukum lingkungan, pelatihan penerapan teknologi hemat energi, implementasi Smart Drying, serta pendampingan manajemen produksi dan pemasaran digital berbasis BI. Hasilnya menunjukkan peningkatan signifikan: pemahaman hukum lingkungan naik dari 40% menjadi 80%, penggunaan bahan kimia berlebih berkurang 30%, efisiensi energi meningkat 50%, dan produktivitas saat musim hujan bertambah hingga 30%. Pada aspek manajemen, efisiensi produksi naik dari 60% menjadi 90%, sisa bahan baku berkurang dari 25% menjadi 5%, pertumbuhan pelanggan baru mencapai 40%, serta akurasi penyesuaian produksi terhadap tren pasar mencapai 80%. Dengan demikian, penerapan teknologi ramah lingkungan dan inovasi BI terbukti memberikan implikasi positif dalam mendorong keberlanjutan industri batik lokal sekaligus meningkatkan kesejahteraan pengrajin.

Abstract

This study examines the legal positioning of the carok tradition within the framework of Indonesian cultural and legal governance. Rather than approaching carok as a normative or value-laden practice, the research analyzes it as a socio-cultural phenomenon whose status remains legally ambiguous. Using a normative legal research method with a statutory and conceptual approach, the study explores how existing legal instruments regulate cultural preservation and how they relate to the transformation of traditional practices into recognized cultural expressions. The findings indicate that although various national legal instruments provide a general framework for cultural protection, they do not specifically regulate or classify carok as an object of cultural preservation. This regulatory gap limits its formal recognition within cultural policy and constrains its potential integration into cultural and creative development programs. The study concludes that a clearer legal framework is required to situate carok within the domain of cultural heritage, not as an endorsement of past practices, but as a regulated cultural expression aligned with principles of legal certainty, cultural preservation, and sustainable cultural development.
