Abstract

This research is motivated by the enormous potential of Pekalongan City as a global creative city currently facing the urgency of integrating global halal standards. The main issue studied is the formation of a halal creative ecosystem amidst structural bureaucratic barriers and limited urban infrastructure. Using a qualitative case study approach, data was collected through in-depth interviews, field observations, and documentation studies of regulations and MSME statistics to ensure validity through triangulation. The results show a significant empirical disparity between the regulatory mandate and MSME readiness, evidenced by the exceptionally low halal certification rate in the fashion (batik) sector, which stands at only 6.1%. This gap is further exacerbated by the lack of standardized urban facilities and limited access to formal sharia capital. As a solution, this study formulates a community-based acceleration strategy and a Triple Helix synergy model (Government, Academics, Community). These findings contribute to the development of a more inclusive, adaptive, and sharia-compliant creative economy policy model in urban areas.

Abstract

Objective: This research aims to examine the integration of halal ecotourism and sustainable tourism practices, and to explore how ecotourism grounded in Islamic ethical values contributes to environmental, economic, and socio-cultural sustainability. Method: This research employs a qualitative case-based approach. Researchers have conducted observations in tourist destinations and interviewed 10 informants. Data were analysed by analysing community-managed nature-based tourism destinations across mountainous, riverine, and coastal areas in Pekalongan Regency, Central Java, Indonesia. Result: The findings show that local communities manage most tourism destinations and implicitly apply halal principles, including environmental stewardship, provision of halal facilities, social ethics, and active community participation, which collectively reflect the three pillars of sustainable tourism and align with the maqasid al-shariah framework. Implication: This suggests that combining planning, implementation, and evaluation in a community-based halal eco-tourism framework can strengthen sustainable tourism development by integrating ecological conservation, local economic empowerment, and socio-cultural well-being. Originality or Novelty: This study offers a novel integrative model of halal eco-tourism as a value-driven approach to sustainable tourism, positioning it beyond a niche religious market and contributing to an alternative paradigm for future tourism development.

Abstract

The Free Nutritious Meal Program is a government policy aimed at improving students’ nutritional quality and reducing parents’ daily food expenses. Its implementation not only affects students as the main beneficiaries but also has the potential to influence economic activities around schools, particularly micro, small, and medium enterprises (MSMEs) that depend on students’ purchasing behavior. This study aims to analyze the impact of the Free Nutritious Meal Program on the income of MSME owners in the SDN Semut area. This research applies a descriptive qualitative method with a case study and literature review approach. Data were collected through semi-structured interviews with five MSME owners around SDN Semut and supported by academic journals, books, and relevant previous studies. The findings show that the program affects MSME income, especially vendors selling main meals who experienced a decline in sales, while snack and beverage sellers remained relatively stable. This occurred because students’ meal needs were fulfilled by the school, encouraging them to reduce purchases and save their pocket money. This study emphasizes the importance of policy evaluation to balance social benefits with local economic sustainability. The originality of this research lies in its focus on school-based MSMEs at the elementary school level.

Abstract

The rapid growth of the halal culinary sector in the ASEAN region presents significant opportunities to enhance competitiveness through the integration of creative economy principles. Despite strong potential driven by Muslim tourism, technological advancement, and increasing awareness of halal certification, small and medium-sized enterprises (SMEs) continue to face major challenges, including limited product innovation, inadequate use of digital marketing, weak branding, and constrained access to financing. This study adopts a descriptive–analytical qualitative approach, utilizing secondary data from reputable academic journals, official ASEAN policy documents, and relevant studies published over the last decade. The findings reveal that the creative economy contributes to strengthening trust and stability within the halal supply chain through the adoption of advanced technologies such as blockchain, the Internet of Things (IoT), and artificial intelligence (AI). Moreover, product innovation, environmentally friendly packaging, supply chain digitalization, and culinary diplomacy among ASEAN countries further enhance the resilience of the halal culinary ecosystem. Digital branding and storytelling strategies are also shown to improve transparency and consumer trust. Nevertheless, challenges remain in the form of unequal technology adoption, variations in halal certification standards, and limited financial access for SMEs. This study concludes that the creative economy not only reinforces the competitiveness of the halal culinary industry but also positions ASEAN as a potential global hub for halal business.
