Abstract

Management of food programs, where the government still prioritizes the handling of food programs as an alternative to overcome the dangers of the population from hunger. Each region usually has a difference in managing food programs because food management in each region is not always uniform. Food program di Intaap village is still one of the mainstay programs of the farming community, so to be able to survive during theCovid-19 pandemic in farmers must be more active in trying. In the end, this pandemic not only threatens safety, public health, but also terrorizes the food sector, ranging from production, distribution, to consumption.That in handling the Food program when facing the crisis during the Covid 19 period, various strategies are needed to maintain the needs of the community. Therefore, the government has tried and taken steps in handling food security, so that the strategy prepared by the intaap village government through several programs that have been prepared, among others, through the assistance of agricultural production facilities to the intaap villagers.Community participation in the handling of food programs is very important, especially in the village of Intaap Ransiki District, South Manokwari Regency. Forms of community participation in the handling of food programs in accordance with the results of research, among others in the form of labor participation. Such energy participation can be seen in their participation to support the success of the Food program. Keywords: food, participation, strategy

Abstract

This research aims to determine the participation of the community in the development of Mapalus culture during the Covid 19 Pandemic in Desa Picuan Satu Kecamatan Motoling Timur, Kabupaten Minahasa Selatan. The research uses descriptive design qualitative analysis. Data collection techniques used are observation, interview, and documentation. To see how community participation in Mapalus cultural development during the covid 19 pandemic in Desa Picuan Satu. Researchers use 4 indicators, namely: family, consensus deliberation, cooperation, unity and unity. Based on the results of the research shows that the culture of "Mapalus" formed and applicable in Desa Picuan Satu is very useful, especially in increasing the level of community economy. However, in its implementation, it is not necessarily obeyed by all members of the community, especially among teenagers and civil servants (civil servants). They are only seen participating in certain activities. As for members of the community who are truly obedient and uphold Mapalus culture remain active and participate in various activities. This indicates the participation of the community in the development of Mapalus culture, but not all residents of Desa Picuan Satu adhere to and uphold the culture of "Mapalus". Nevertheless, the government of Desa Picuan Satu maintains and maintains balance so that there are no divisions and differences in perception in the community. Abstract

This study aims to analyze how the work culture of the state civil apparatus during the covid-19 pandemic was at the Department of Population and Civil Registration of Southeast Minahasa Regency. This study uses a qualitative descriptive method with research indicators consisting of habits, rules and values of the point of data analysis used, which consists of data reduction, data presentation and data verification. The results showed that the work culture of state civil servants at the Population and Civil Registration Service of Southeast Minahasa Regency in carrying out work showed that work habits as a work culture during the COVID-19 pandemic were carried out in accordance with established regulations, namely employees can carry out work through working in office, work at home and can work anywhere in accordance with the implementation instructions or implementation guidelines set by the government. If public services are carried out at the office, the community and officers must follow the health protocols that have been set in an effort to prevent the spread of COVID-19. Meanwhile, for those who do work from home or from anywhere who are tasked with serving public public services, this is done through the use of applications that have been provided by the service.

Abstract

Various activities are carried out by the community to meet their living needs. One activity that has become a new phenomenon seen in Manado City is street clowns. The phenomenon of street clowns can be found at intersections and at the entrances and exits of the Boulevard shopping area. They try to entertain the general public and drivers so that they get money, although the amount is not much. However, most of these street clowns are of school age and should not be active to earn income. This phenomenon is actually different from the culture of the Manado City Community in carrying out activities to earn income. This study was conducted to identify and analyze the motives of children who work as street clowns in Manado City. The results of this study can be used as a recommendation for the Manado City government in compiling a program to strengthen social institutions in the Community and in maintaining public order in public places. This study will be conducted using a qualitative method with a phenomenological approach. Data were collected through interviews with children who work as street clowns and with the leaders of the Social and Community Empowerment Service and the leaders of the Manado City Civil Service Police Unit. Conducting observations on the activities of street clown professions and collecting other supporting data through internet-based electronic library searches such as Google Scholar and ResearchGate. Data analysis through the stages of data reduction, data presentation and drawing conclusions and data verification. Children who work as street clowns in Manado City are school-age children. The main motive is to help parents meet their living needs through additional income. They come from suburban areas and have a community. The hope of feeling affection and attention and having time to play is very much needed by them.

Abstract

The study aims to analyze the implementation of the policy. Data analysis uses the Miles and Huberman model, which includes data reduction, data display, and conclusion drawing. The findings show that the implementation of the electronic land certificate policy in Tomohon City has not yet run optimally. In terms of communication, although socialization has been carried out through various channels, many community members still do not understand the procedures and benefits of electronic certificates and remain hesitant due to concerns about data security and the absence of physical documents. In terms of resources, policy implementation is hindered by limited human resources, insufficient technical competence, and inadequate technological infrastructure such as computers, internet networks, and other supporting devices. In terms of disposition, implementers demonstrate positive attitudes and strong commitment in supporting the implementation and finding solutions to emerging technical obstacles. The study concludes that the implementation of the electronic land certificate policy at the Tomohon City Land Office still needs to be improved, particularly in public communication, resource readiness, and infrastructure strengthening, so that digital land administration services can operate more effectively, efficiently, and be well accepted by the community.
