Abstract

The implementation of the Rural Development Program is one form of the government indeveloping villages. With rural development, it is expected that a change will occur in various aspects,including efforts to improve the welfare of the community through the pace of economic growth. Thepurpose of this study is to determine the level of effectiveness and the factors that influence it. To measurethe level of effectiveness, researchers use three measures of effectiveness according to Ducan, who isquoted by Richard M. Steers in his book "Organizational Effectiveness" (2005), namely the level ofachievement of objectives, integration, and adaptation to the Effectiveness of the Implementation of RuralDevelopment Programs in Kauneran 1 Village, Sonder District. Researchers strive to be able to observeand analyze the development progress that has been planned. Among them by observing based on theresults of interviews of 15 informants who are the village government, community figures, religiousleaders, and the surrounding community. Based on the results of the study, it can be seen that with thedevelopment of the right target, it has increased the pace of the economy in the local community.Keywords : Effectiveness, Rural Development.

Abstract

Based on Law No. 20 of 2003 concerning the National Education System, article 5 paragraph (1) statesthat "Every citizen has the same right to obtain quality education", and article 11, paragraph (1) states"Government and Regional Government must provide services and facilities and guarantee theimplementation of quality education for every citizen without discrimination. Basically Education aims toeducate the life of the nation and improve human resources that are good and smart. In addition,education is expected to be able to improve the quality of life and can produce educated people who havefaith, noble character, knowledge, skill, personality and responsibility. as mandated by the 1945Constitution which requires the government to be responsible in educating the life of the nation andcreating general welfare. This study uses a qualitative method adapted to the title and problem, thepurpose of this study is to find out how policy implementation in this case the quality distribution ofeducation in West Pamona District, Poso Regency, Central Sulawesi Province.Keywords: Policy Implementation, Quality and Education Equity.

Abstract

Abstract :Raskin is a government program that purpose to reduce the burden of spending Objective HouseholdsOwn Benefit (RTS-PM) through a partial fulfillment of basic needs in the form of rice. However, implementation ofthe policy has not worked as expected due to several factors between like low quality of rice delivered, in factobjective’s receiver of subsidized rice is not only the poor but the society who belong to afford. The purpose of thisstudy was to determine how the distribution policy implementation Raskin in the village Poopoh TombaririSubdistrict Minahasa district. To realize these purpose, Conducting research using descriptive qualitativeapproach. The data resources consist of primary data result from observation and interviews, and secondary dataresult from the management of documents, archives, records, and regulations related to issues in research. Theresults showed that the rice’s distribution policy implementation of poor society in the Poopoh Village TombaririSubdistrict Minahasa District has not accomplished appropriate with the purpose and objectives becauseimplementing no transparency in the distribution of rice’s raskin. Raskin distribution policy implementation refer toindicator of 6 success exact is not achieve.Keywords: Implementation Policy Rice Distribution for Poor Society

Abstract

Retribution is a potential source of potential local revenue because the scope of imposition of regional retribution more widelythan the local taxes. Development of regional retribution is easier compared to local taxes since the scope of imposition ofregional retribution is not as restrictive as compared to local taxes. Therefore, local governments in order to develop localrevenues are more focused on efforts to increase the acceptance of regional retribution.This study aims to determine theimplementation of the policy on the management of levy of the market in support of local revenue in the district of MorotaiIsland.This research uses descriptive qualitative approach by describing the data obtained from the result of the research onpolicy implementation the management of leevy of the market in support of local revenue. The subject of this research is theemployees of the department of perindakop and smes and the market traders. In qualitative research data collection is done byobservation, interview, and documentation and data analysis technique consist of data reduction, data presentation andwithdrawal of conclusion/verification. Policy implementation the management of levy of the market in support of local revenuein the district of Morotai Island for the moment this is not optimal as seen from the indicators of the content of policy and theimplementation environment is still far espected as well as the lack of attention from the government especially in theimplementation of market retribution policyKeyword: Policy Implemetation, Market Levy
