Abstract

PT. Kilang Pertamina Internasional (PT KPI) is mandated to support the Government's Strategic Program on the Green Economy Pioneer through the development of the Blue Ammonia Plant project, which must be executed in accordance with the OTOBOSOROR target (On Time, On Budget, On Specification, On Regulation, and On Return). One of the most critical milestones in project implementation is the selection of the Project Construction Method, a complex decision influenced by multiple internal and external factors. This research evaluated construction methods Stick Built, Modularization, Pre-Assembly Unit (PSU), and their combination using an integrated SWOT Analysis and Analytic Hierarchy Process (AHP) methodology. The OTOBOSOROR target is translated into SWOT factors to formulate strategies that leverage Strengths, address Weaknesses, capitalize on Opportunities, and mitigate Threats. In the AHP framework, SWOT factors are ranked through pairwise comparisons, systematically converting the Project Team's qualitative judgments into a numerical basis for decision-making. The results identified the four most influential parameters in selecting the construction method: Manpower availability and expertise (18.38%), Support from Government (13.20%), Proven experience in mega project operations (11.93%), and Technology maturity (7.21%). Furthermore, the optimal construction method is the combination of Stick-Built, Modularization, and Pre-Assembly Unit (PSU), with the results demonstrating robustness across varying criteria weights in sensitivity analysis. These findings provide a strategic framework for PT KPI to achieve the OTOBOSOROR objectives while accommodating internal capabilities and external environmental conditions.

Abstract

According to Indonesia's Ministry of State-Owned Enterprises' strategic mandate, all SOEs, including pharmaceutical firms, are required to create economic value. However, pharmaceutical SOEs consistently underperform private and multinational competitors financially, a trend persisting both pre- and post-COVID-19 despite overall industry growth and the challenging JKN pricing system. The 2020 formation of a pharmaceutical SOE holding aimed to boost national resilience, product availability, and innovation, but after four years, financial improvement remains elusive, with the holding company, PT Bio Farma, recording losses from 2022 to 2024. Given that effective portfolio management is vital for pharmaceutical revenue sustainability, this underperformance indicates a core strategic deficiency, making New Product Development (NPD) portfolio management a critical issue. This research employs a mixed-method approach—benchmarking against private and multinational firms, VRIO analysis, and SWOT/TOWS synthesis—to identify structural gaps in strategic evaluation, decision-making, and capability alignment within SOEs. The findings culminate in a Strategic Blueprint proposing the establishment of a central Strategic Portfolio Management Office (SPMO) at the holding level, supported by subsidiary Project Management Offices (PMOs). The blueprint introduces a standardized NPD evaluation framework designed to enhance decision rigor, ensure strategic fit, and align subsidiary activities with core capabilities. This study contributes to strategic management literature by offering a practical, competitive strategy blueprint to improve SOE competitiveness in a regulated, high-pressure market.

Abstract

Objectives: The study aims to analyze the factors that shape public satisfaction with the Cepat Respon Masyarakat (CRM) System. Methodology: Analytic Hierarchy Process (AHP) analysis with a mixed methods approach was used to compare paired cluster indicators identified by three CRM system experts. Finding: The results indicate that the level of public satisfaction with the CRM system, in the second-level cluster, is the most important factor determining public satisfaction, perceived quality. In the third-level cluster, the most important factors determining public satisfaction are Service Process Efficiency and Transparency. In the fourth-level cluster, the most important factors determining public satisfaction are the report and complaint development process, ease of procedures, and security of reporter data protection. Conclusion: The implementation of the CRM system must consider public opinion as users. Therefore, the DKI Jakarta Provincial Government needs to focus on improving transparency, accessibility, and operational management of public services to increase public trust.

Abstract

The government's policy to maximize domestic crude oil absorption has placed a Refinery in Indonesia in a complex strategic position, particularly due to the increasing requirement to process high-salt-content crude oil. This condition introduces significant risks to equipment reliability, process stability, and operational efficiency, requiring more robust and structured decision-making capabilities. This study aims to identify key barriers in strategic decision-making, develop an improved framework, and evaluate its effectiveness in addressing the high-salt crude challenge. A mixed-methods sequential exploratory approach is applied, combining qualitative analysis — including SWOT, Five-Why, interviews, focus group discussions, and Value Focused Thinking (VFT) — with quantitative evaluation using the Analytic Hierarchy Process (AHP). VFT is used to define decision objectives and generate strategic alternatives, while AHP structures decision criteria, assigns weights, and prioritizes alternatives. The results show that the key barriers to decision-making are predominantly systemic, including governance inconsistency and lack of integrated evaluation criteria. The developed VFT–AHP-based framework introduces four main decision criteria, namely Operational Excellence, Process Stability, Economic Performance, and Strategic Feasibility, and evaluates four strategic alternatives. The AHP results indicate that new desalter installation is the highest-ranked alternative (32.9%). Sensitivity analysis demonstrates that the ranking is robust under ±20% variation in criteria weights, confirming model stability. Furthermore, the proposed framework improves decision clarity, consistency, and transparency by transforming a fragmented and binary decision process into a structured multi-criteria evaluation system. Management validation confirms that the framework is practical to implement and enhances accountability and defensibility under regulatory and audit scrutiny.

Abstract

Background: The rapid growth of pop culture conventions has intensified competition and heightened expectations for transparent and efficient exhibitor registration systems. Comic Frontier, one of Indonesia's largest pop culture events, has faced recurring exhibitor dissatisfaction concerning booth registration and curation processes. Objective: This study seeks to identify gaps between exhibitor expectations and experiences, determine root causes of complaints, examine best practices from comparable events, and propose strategic improvements for a more effective system. Methods: A mixed-method approach was applied. Quantitative data from 120 respondents were analyzed using gap analysis, ANOVA, and descriptive statistics. Qualitative insights were obtained through 12 semi-structured interviews and two Focus Group Discussions (14 participants), structured using the Kepner-Tregoe method and prioritized via Pareto analysis. Instrument reliability exceeded Cronbach's alpha of 0.70. A weighting matrix assessed the relative impact of root causes. Results: Significant perception gaps were identified, particularly in transparency of curation criteria (mean gap = 1.42) and clarity of registration timelines (mean gap = 1.31). ANOVA revealed significant differences in satisfaction across experience levels (F(2, 117) = 8.74, p < 0.01, η² = 0.13), indicating disproportionate disadvantages for newcomers. Structural constraints—rapid applicant growth versus limited organizational capacity—were identified as primary causes. Benchmarking emphasized structured timelines and clear criteria as critical trust-building mechanisms. Conclusion: The study proposes a structured transparent registration framework as a short-term solution and an integrated digital platform as a long-term strategy. These measures are expected to enhance fairness, reduce uncertainty, and strengthen governance in large-scale cultural event management.

Abstract

The bottled drinking water market in Indonesia is highly competitive, prompting PT Sinar Sosro Gunung Slamat to strengthen Prim-A mineral water as a strategic diversification product amid declining ready-to-drink tea sales. Despite contributing Rp42.7 billion in Bandung in 2025, Prim-A ranked only 30th nationally in bottled water distribution, leading management to target a doubling of sales by 2026. This study aims to formulate an integrated distribution and branding strategy to increase Prim-A sales in Bandung. A qualitative approach was employed using data triangulation through semi-structured interviews with six key informants, observations at 15 retail outlets, and internal distribution data from 1,013 active outlets during January–December 2025. Data were analyzed using Numeric Distribution, All Commodity Value, Keller’s Customer-Based Brand Equity (CBBE) framework, Pareto analysis, and SWOT analysis. The findings reveal two major challenges. First, Prim-A’s Numeric Distribution reached only 3.91%, indicating substantial untapped market potential, while Pareto analysis showed revenue concentration in a limited number of outlets and significant contributions from wholesale channels. Second, the CBBE analysis identified weaknesses across all brand equity dimensions, particularly in the trial stage, as consumers who had never tried Prim-A tended to prefer more established competitors. The association between Prim-A and Sosro was also insufficiently communicated. Based on these findings, an integrated 12-month strategy was developed, focusing on selective retail expansion, food service development, wholesale channel optimization, targeted product sampling, stronger in-store branding, and consistent communication of the Prim-A–Sosro relationship. The projected implementation is expected to achieve 189.2% of the 2025 revenue, exceeding the company’s double-sales target.
