Abstract

This study aims to determine the implementation  of service management in improving the quality of inclusive education. This research was conducted at SD Muhammadiyah 1 Tulungagung, SDI Al-Azhaar Tulungagung, and MI Modern SAKTI Tulungagung. This research uses a qualitative approach of the type of case study. The results showed that the management of inclusion education services was carried out by providing facilities and infrastructure in accordance with the needs of Students with Special Needs (PDBK), competent educators, modifying the curriculum and assessment system for PDBK, and creating a pleasant learning atmosphere.  The implementation of service management  in the three educational institutions has their own characteristics in accordance with the vision and mission of the school. Although there are different objectives, basically the objectives of education still refer to the quality standards specified in the applicable laws and regulations.

Abstract

Quality of Education will succeed with the right strategic management. So far, management implementation has had several problems, including teacher professionalism, graduate competency standards, effective learning and programs without consideration. In order to get a complete picture, the researcher uses a type of qualitative descriptive research conducted at Islamic Elementary Darunnajah Trenggalek. The results of the study show that Islamic Elementary Darunnajah describes the vision, mission, goals, objectives and profile of madrasah resources. strategy implementation at Islamic Elementary Darunnajah is carried out through internal and external madrasa environmental activities which are described through the madrasah organizational structure, person in charge of activities, job descriptions, study days and times, financing budget, curriculum, school promotion, new student admissions, school culture, code of ethics schools, school policies, geographic, demographic, cultural and community appreciation, involvement of school committees, developments in science and technology, partner institutions and strategic implementation in meeting national education standards (MI). This step creates new awareness in schools about the importance of using quality standards in carrying out activities or programs. [Mutu Pendidikan akan berhasil dengan adanya manajemen strategi yang tepat. Selama ini, implementasi manajemen mempunyai beberapa permasalahan, diantaranya profesionalisme guru, standar kompetensi lulusan, pembelajaran efektif dan program-program tanpa pertim-bangan. Guna mendapatkan gambaran yang utuh, maka peneliti menggunakan jenis penelitian deskriptif kualitatif yang dilakukan pada Madrasah Ibtidaiyah Darunnajah Trenggalek. Hasil penelitian bahwa Madrasah Ibtidaiyah Darunnajah mendeskripsikan visi, misi, tujuan, sasaran dan profil sumber daya madrasah. implementasi strategi pada Madrasah Ibtidaiyah Darunnajah dilakukan melalui aktivitas lingkungan internal dan eksternal madrasah yang dideskripsikan melalui struktur organisasi madrasah, penanggung jawab kegiatan, job deskripsi, hari dan waktu belajar, anggaran pembiayaan, kurikulum, promosi sekolah, penerimaan siswa baru, budaya sekolah, kode etik sekolah, kebijakan sekolah, keberadaan lingkungan geografis, demografis, lingkungan budaya dan apresiasi masyarakat, keterlibatan komite sekolah, per-kembangan ilmu pengetahuan dan teknologi, lembaga Mitra dan implementasi strategik dalam memenuhi standar (MI) pendidikan nasional. Abstract

Abstract: A madrasas that has good education, will create charismatic that is good in the eyes of the community. Because the quality of madrasas is an issue that has always been a serios study in the world of education from time to time. Various approaches have been taken by the goverment and administrators of educational institutions to improve the quality of madrasas. One approach is caracter education at MI Miftahul Huda Lamong Badas, and MI Al Ifadah Ngunut Tulungagung,two institutions that both are also instilling character education foe all schoolchildren, especially students. This reasearch is aimed at finding answers to three basic questions; a) how is the manajement planing to improve the quality of madrasas based on character education, b). How to implement character education based madrasah quality improvement manajement, c) How to evaluate character education based madrasah quality improvement manjement, in MI Miftahul Huda lamong Badas and MI al Ifadah Ngunut Tulungagung. This study uses a qualitative approach with the type af multi site study. Sources of data are informants, events locations, and document. Data collection techniques with participant observation, in depth interviews and documentations. Dat analysis unsed of the data ins done through peer discussion, triangulation of data sources and triangulation of methods. Research findings 1) Madrasah quality improvement planning is a process of determining strategic target and program in improving the quality of madrasah based on character education; 2) the implementation of madrasas quality improvemen manajement is an act of learning and habutuation of character-based curiculum, extra program and madrasas program; 3) Evaluation uses an approach to achieving the madrasas vision and mission indicators. The results of the study suport Sallis’s opinion that the steps for quality improvement are identivication of customer , produc development. Also Sallis’s opinion that quality madrasas are madrasas that have high moral / character values, excellent test results, and care concern for student.
