Abstract

This article aims to explore the dynamics of the Policy for the Enforcement of Community Activity Restrictions (PPKM) as a form of Social Protection Policy. The increase in Covid-19 cases in Indonesia requires the government to take quick action through the Emergency PPKM policy. Indonesia's entry into the 2nd wave of Covid-19 was marked by a significant increase in new additional cases in early July 2021. The implementation of this PPKM then gave rise to various vertical and horizontal dynamics and conflicts in the public sphere which are interesting for further review. This study uses descriptive qualitative methods with secondary data collection techniques. Data acquisition is also supported through search results from Google Mobility and Google Trends to strengthen the analysis results. The results of this study explain that the PPKM policy was officially taken by the government to suppress the spread of Covid-19 in Indonesia. Its application has proven to be effective in suppressing community mobility. The implementation of PPKM led to panic buying, increased demand for health products, to health facilities such as hospitals and health centers. The implementation of PPKM raises pros and cons, starting from the acceleration of vaccination, the use of the Peduli Protect application, integrated social welfare data to the emergence of the airport mafia. keywords: Covid-19; PPKM; Social Protection Policy;

Abstract

Program Pertukaran Mahasiswa Mandiri antara Prodi Administrasi Negara FISIP Untag Suranaya dan Administrasi Publik FBHIS Umsida. Program tersebut merupakan kegiatan pertukaran pelajar dalam rangka Merdeka Belajar Kampus Merdeka (MBKM) untuk memperluas pengalaman mahasiswa agar dapat merasakan pembelajaran akademik yang berbeda dengan mengikuti proses pembelajaran dikampus lain. Penelitian ini ditujukan untuk melakukan analisis terhadap keberhasilan program pertukaran mahasiswa serta merekomendasikan upaya perbaikan sebagai evaluasi dari program yang diselenggarakan. Tujuan adanya perjanjian kerjasama ini yaitu untuk meningkatkan kualitas dan kuantitas kegiatan pendidikan, penelitian, pengabdian kepada masyarakat dan mensinergikan potensi sumber daya yang dimiliki oleh para pihak dalam rangka meningkatkan kualitas kinerja terkait dengan tugas pokok dan fungsi para pihak. Selanjutnya ruang lingkup kerjasama ini meliputi pertukaran mahasiswa, pertukaran dosen, dosen tamu, seminar atau konferensi bersama, publikasi artikel, pengembangan kurikulum, penerbitan buku dan akreditasi.Beberapa hal yang keterkaitan Pengaruhnya terhadap kedua program studi. Hasil Penelitian Keberhasilan Program Pertukaran Mahasiswa Mandiri antara Prodi Administrasi Negara FISIP Untag dan Administrasi Publik FBHIS Umsida.

Abstract

This study aims to collect, review, and analyze a collection of scientific articles that focus on the discussion of Smart Villages that are spread all over the world. The narrative of Smart Village development is often used as a form of encouragement so that rural areas can be involved in the digital ecosystem. So that digital transformation tends to be forced without actually looking into the capacity and resources of the village. Departing from this argument, the authors think that there is a need for mapping and general descriptions of developing research and research opportunities in Indonesia. Utilizing bibliometric analysis, the data in this study has a time span of 27 years starting from 1995 to 2022. This study uses the Scopus scientific database as a source in article search and VOSviewer is used to perform bibliometric analysis and visualization. The keywords “Smart Village” OR “Digital Village” were chosen to reach relevant publications. All information is exported into CSV format for data analysis purposes, especially word co-occurrence network generated using VOSviewer. The final number of document metadata collected was 354 journal articles indexed by Scopus. Furthermore, the graphical analysis also illustrates the various criteria that have been determined to influence the development of the number of global publications on Smart Villages.Keywords: Bibliometrik, Smart Village, Digital Village, VOSviewer Abstraksi-Penelitian ini bertujuan untuk mengumpulkan, meninjau, serta menganalisis sekumpulan artikel ilmiah yang berfokus pada pembahasan Smart Village yang tersebar di hampir seluruh dunia. Narasi pengembangan Smart Village sering digunakan sebagai bentuk dorongan agar kawasan desa (rural area) dapat terlibat ke dalam ekosistem digital. Sehingga transformasi digital cenderung dipaksakan tanpa sebenarnya melihat ke dalam kapasitas dan sumber daya yang dimiliki desa. Berangkat dari argumen ini, maka penulis beranggapan perlu adanya pemetaan dan gambaran umum mengenai riset yang sedang berkembang dan peluang riset di Indonesia. Memanfaatkan analisis bibliometrik, data pada penelitian ini memiliki rentang waktu yang digunakan selama 27 tahun yang dimulai sejak tahun 1995 hingga 2022. Penelitian ini menggunakan database ilmiah Scopus sebagai sumber dalam pencarian artikel dan VOSviewer digunakan untuk melakukan analisis bibliometrik beserta visualisasinya. Penggunaan kata kunci “Smart Village” OR “Digital Village” dipilih untuk menjangkau publikasi yang relevan. Semua informasi diekspor ke dalam format CSV untuk keperluan analisis data, khususnya word co-ocurrence network yang dihasilkan menggunakan VOSviewer. Jumlah akhir metadata dokumen yang berhasil dikumpulkan sebanyak 354 artikel jurnal terindeks oleh Scopus. Lebih jauh analisis grafis juga menggambarkan berbagai kriteria yang ditentukan berpengaruh dalam perkembangan jumlah publikasi global tentang Smart Village

Abstract

Bullying (known in Indonesian as "repression/risak") is any form of oppression or violence carried out intentionally by one person or group of people who is stronger or more powerful towards another person, with the aim of hurting and is carried out continuously. Bullying often occurs among high school, middle school and even elementary school students. Like the bullying that happened at SDN 1 Biting. Therefore, a policy or regulation is needed to stop bullying. The author uses the policy formulation from Thomas R. Dye in researching bullying cases.

Abstract

The problem of waste is a complex problem that will never end, especially in developing countries. The increasing population of humans is accompanied by an increase in the amount of waste generated. Sidoarjo Regency is a regency that is registered as the regency with the largest volume of waste in East Java, which causes overload of waste in its landfill. This research aims to clearly understand the process of collaborative governance in the waste reduction program at Jabon Landfill, Sidoarjo. This research method uses a qualitative method. Data collection was carried out through documentation and literature study. The data analysis method in this study is descriptive-qualitative. The theory used in this study is the collaborative governance theory by Ratner (2012). The results of this study show that the collaborative governance process that occurs in the "Waste Reduction Program" at Jabon Landfill, Sidoarjo only involves the community and informal organizations, not yet involving the private sector in its management.

Abstract

This research aims to raise the issue of collaborative governance in managing urban waste from its source to its management at the landfill in the city of Surabaya. Waste management cannot be completed by the city government alone, but requires intervention from the private sector, the community, non-profit institutions and other parties interested in waste. The research is qualitative, with a case study approach that aims to gain a deeper understanding of urban waste management. The success of implementing collaborative governance in urban waste management in Surabaya can be seen from several findings, including (1) The involvement of various stakeholders, both government, community, and private, in the planning and implementation process has positive implications for the sustainability of waste management; (2) Utilization of technology to increase the efficiency and effectiveness of waste management so that it can become an alternative renewable electrical energy; (3) The role and enthusiasm of the community in their involvement in managing waste can be seen from two perspectives, namely state-centric collaboration and society centered collaboration. So, that's the practice of collaborative governance.AbstrakPenelitian ini bertujuan untuk mengangkat masalah collaborative governance dalam pengelolaan sampah perkotaan dari sumber sampah sampai pengelolaannya di TPA yang ada pada Kota Surabaya. Pengelolaan sampah tersebut tidak akan dapat diselesaikan oleh pemerintah kota saja, namun butuh campur tangan dari pihak swasta, masyarakat, lembaga nirlaba, dan pihak lain yang berkepentingan dengan sampah. Penelitian merupakan penelitian kualitatif, dengan pendekatan studi kasus yang bertujuan untuk mendapatkan pemahaman yang lebih mendalam pada proses pengelolaan sampah perkotaan. Keberhasilan penerapan collaborative governance dalam pengelolaan sampah perkotaan di Surabaya dapat dilihat dari beberapa temuan, antara lain (1) Keterlibatan berbagai stakeholder, baik pemerintah, masyarakat, maupun swasta, dalam proses perencanaan dan pelaksanaan berimplikasi positif bagi keberlanjutan pengelolaan sampah; (2) Pemanfaatan teknologi untuk meningkatkan efisiensi dan efektivitas pengelolaan sampah sehingga dapat menjadi alternatif energi listrik yang terbarukan; (3) Peran dan semangat masyarakat dalam keterlibatanya untuk mengelola sampah ternyata dapat dilihat dari dua perspektif yaitu state centric collaboration dan society centered collaboration sehingga praktik Collaborative governance.

Abstract

The Indonesian government, through the Ministry of Villages, has made innovative efforts in the form of the village SDGs program, where this program develops local potential at the village level. This article aims to describe a case study on an innovative program in building facilities in the Pohjejer village, East Jawa, Indonesia, through the village SDGs program. This research uses a qualitative approach, specifically adopting a case study methodology, allowing researchers to delve into the specific context and explore the complexity of the phenomenon being researched. Data collection for this research involved interviews and secondary data. Specifically, interviews will be conducted with key informants from the SDGs working group and the Pohjejer village government. The research results show that the Ministry has initiated an SDGs localization program by implementing various development projects involving village teams. However, the community has not yet felt the specific results of this program in real terms. The Ministry needs to address the need for a more visible impact from these initiatives. The synergy between local and national initiatives highlights the importance of coordinated efforts to ensure meaningful and real localized implications of the SDGs for society.

Abstract

Indonesia and other countries must deal with the COVID-19 pandemic with limited information control amid uncertainty. Handling a pandemic that has become a crisis places great demands on the government to provide agile and dynamic policies. Variations of policies that the Indonesian government has issued raise doubts in the public sphere. The government changed several policies quickly and easily, giving the impression that they did not go through a thorough formulating process. It shows that the handling of COVID-19 requires a policy system that is quite complex due to the many interactions of various sectors. By using qualitative methods, this study attempts to discuss the dynamics of changing public policies by using the concept of incremental policy amid demands for agile governance implementation by looking at the cases of policies issued by the Indonesian government in response to COVID-19. The dynamic of the policy network will be explored further to dismantle the discussion of policies for handling COVID-19 in Indonesia. Therefore, the results of this research show the challenges in implementing agile principles simply by changing and adapting policies to empirical conditions. In its application, agile governance shows several dominant actors who gather resources and support, shape policy outcomes, and advance their interests.
