Abstract

The development of tourism looks brilliant because of the achievement of its economic contribution. However, current tourism management, especially in Indonesia, tends to neglect the ecological aspects of the environment and the social community. This injures Indonesia's commitment to sustainable development. This study aims to review the development of tourism in Indonesia and the impact caused by tourism development, especially tourism development in Yogyakarta. The methodology used in this study is qualitative by using secondary data such as journal articles, news, books, and government report. The study results found that tourism development in Indonesia, especially in Yogyakarta Province, only focuses on the economic sector. The tourism sector management actors focus more on making as much profit as possible without paying attention to sustainable tourism development. This results in environmental problems such as the scarcity of clean water for the community. Tourism management that does not pay attention to sustainable tourism practices also causes community conflicts against tourism actors

Abstract

Based on several studies on pay for performance (P4P) in Indonesia, we assess that it still needs a comprehensive understanding of how the implementation and the consequences arising from the implementation of P4P in Indonesia. Thus, this article aims to discuss the extent to which the implementation of P4P-based payroll systems in Indonesia and the consequences that will result. The methodology used is literature review, with outlined techniques from Wolfswinkel, Furtmueller, and Wilderom (2011). The results obtained that the Indonesian payroll design adheres to the pattern of single salary consisting of elements of the position (salary) and benefits (performance and expensiveness). Pay for performance is reflected in performance allowances. Performance allowances are given according to performance achievements for additional income and service motivation. Performance is obtained from presence-based assessments, employee work targets (SKP), and e-lapkin (Electronic Performance Report). The consequence of pay for performance is that there are gaps between Ministries, Institutions, Regions and Agencies in providing performance allowances, also the significance of improvements in public services has not yet been seen, especially the direct benefits to the public. The limitation is the lack of a comprehensive framework so that it is felt necessary to present research directly, so as to produce research that is closer to the actual conditions.

Abstract

This article shed more light on several policies can be adopted by the Indonesian government in terms saving the tourism-communities and tourism itself during Covid-19 pandemic. However, travel restriction policies in various countries also demanded the solidarity of tourists to stay at home, avoiding crowds, and delaying travel plans during the COVID-19 pandemic. It clearly causes the tourism sector to be heavily affected. As a solution , this research used the systematic literature review method to collecting data from 63 article that relevant to this topic. The results of this research classified into three main point that inovation can be raise by re-emphasising alternative forms of tourism through responsible torism and sustainable tourism. Utilization of technology (e-tourism) is a new form of transformation in the tourism sector, it can help tourist screening, case and contact tracing. Therefore, several policy should be created by central to local government that concern about communities sustainability during it’s condition.

Abstract

This article aims to explore the dynamics of the Policy for the Enforcement of Community Activity Restrictions (PPKM) as a form of Social Protection Policy. The increase in Covid-19 cases in Indonesia requires the government to take quick action through the Emergency PPKM policy. Indonesia's entry into the 2nd wave of Covid-19 was marked by a significant increase in new additional cases in early July 2021. The implementation of this PPKM then gave rise to various vertical and horizontal dynamics and conflicts in the public sphere which are interesting for further review. This study uses descriptive qualitative methods with secondary data collection techniques. Data acquisition is also supported through search results from Google Mobility and Google Trends to strengthen the analysis results. The results of this study explain that the PPKM policy was officially taken by the government to suppress the spread of Covid-19 in Indonesia. Its application has proven to be effective in suppressing community mobility. The implementation of PPKM led to panic buying, increased demand for health products, to health facilities such as hospitals and health centers. The implementation of PPKM raises pros and cons, starting from the acceleration of vaccination, the use of the Peduli Protect application, integrated social welfare data to the emergence of the airport mafia. keywords: Covid-19; PPKM; Social Protection Policy;

Abstract

Green City is one of the adaptation strategies that are responsive to the impacts of climate change. A green city is a city development concept that emphasizes sustainable aspects. The placement of sustainable development as the basic principle of the Green City Concept furthermore demands the participation of the community. The purpose of this study was to describe and analyze community participation in the Green City Action Plan in Surabaya City as well as the supporting and inhibiting factors of community participation in the Green City Action Plan in Surabaya City. This study uses a descriptive research method with a qualitative approach, as well as an interactive model of qualitative data analysis. The results show that the process of community participation can be formed because of the opportunity, ability, and willingness of the community to participate. The degree of community participation is in the degree of participation. The willingness of the community and the commitment of the Central Government to support participation are supporting factors. Meanwhile, the community's dependence on the government and management that has not been optimal is a factor inhibiting participation.

Abstract

Public service innovation is a must for the government as a form of adaptation to the development of information technology. One of the government agencies providing public services, namely BPJS Ketenagakerjaan, has launched an innovative JMO application to improve services. The purpose of this study is to find out how public service innovation is through the JMO application at BPJS Employment Rungkut Branch, Surabaya City. The research method used is qualitative data analysis techniques through careful interpretation and verification of each information through primary data and secondary data from interviews, observations, documentation, then analyzed so that conclusions are drawn from research problems. The results of this study indicate that the implementation of JMO service innovations at BPJS Ketenagakerjaan Rungkut Branch Office Surabaya is carried out: 1) institutional leaders provide space to continue to innovate and network relationships to improve JMO services; 2) has implemented transparent and accountable criteria. However, ignoring the criteria for community participation in the suggestion and feedback mechanism; 3) the JMO service data analysis mechanism is still manual so that it is not optimal in solving problems through technology; and 4) JMO service SOPs do not have high flexibility at the branch office level.

Abstract

Food and beverage production are increasingly circulating, whether produced by large companies or small businesses. The public, as consumers, needs a guarantee of the hygiene and halalness of a product, so the Government requires a halal certificate that business actors must pocket before their products are sold. Of 479,621 new business units in East Java, 2,230 have halal certificates. The author's concern is analyzing business actors' social awareness toward halal certificates. The research was conducted with a qualitative approach, sourced from primary and secondary data. Data collection techniques are interviews, observation, and literature study. The study's results using the Social Awareness theory, which looked at the knowledge, attitude, and action aspects, found that business actors' knowledge of halal certificates and procedures was well established. However, in terms of attitudes and actions towards halal certificates, the products differed due to external factors, namely costs and management complexity. Business actors will be proactive if obtaining halal product certificates is carried out efficiently and at low costs. Even producers admit they want to avoid taking care of if they have to use personal costs. Another factor that supports the social awareness of business actors is the assistance of facilities from the Surabaya city government through the Department of Trade, both technical assistance and costs.

Abstract

Fiscal health is an abstract fiscal condition which cannot be directly observed and measured accurately. Local governments in Indonesia have the authority as a result of regional autonomy to regulate and manage budgets. However, not all regions are able to utilize this authority properly. The purpose of this article is to see how healthy budgeting practices are in one of the regions in Indonesia, in this case, Mojokerto Regency. The method used is qualitative with content analysis in the 2018 Mojokero Regency Revenue and Expenditure Budget. The results of this study are that the Mojokerto Regency government faces problems related to budget deficit estimation. Other problems also include regional dependence on the central government. The limitation of this research is that the analysis is carried out with the 2018 budget documents, so further analysis is needed with the latest documents.

Abstract

Munculnya desentralisasi fiskal di Indonesia berasal dari adanya tuntutan era reformasi untuk meningkatkan perkembangan ekonomi yang diharapkan dapat menjadi peluang bagi pemerintah daerah untuk lebih meningkatkan sumber potensi daerahnya secara mandiri. Walaupun desentralisasi fiskal memiliki peluang besar bagi daerah, namun kewenangan ini tidak selalu menghasilkan keadaan positif. Artikel memiliki tujuan penelitian untuk mengetahui dan menganalisis bagaimana kondisi kesehatan fiskal Kota Kediri tahun 2021 dalam aspek kemampuan daerah dalam mengelola dan menyelesaikan permasalahan yang muncul di daerahnya. Metode penelitian yang digunakan dalam penelitian ini yaitu menggunakan jenis penelitian kualitatif dengan model interaktif analisa data sekunder. Berdasarkan analisis yang sudah dilakukan menggunakan 9 rasio kesehatan fiskal diperoleh hasil kesehatan fiskal Kota Kediri tahun 2021 menduduki kategori cukup baik. Sehingga.penulis memiliki saran yang dapat menjadi rekomendasi pemerintah Kota Kediri untuk melakukan peningkatan kondisi kesehatan fiskal daerahnya yaitu dengan melakukan penyeimbangan pada beberapa aspek yang mempengaruhi Kesehatan fiskal dan optimalisasi pada kebijakan penganggaran.

Abstract

Penelitian ini bertujuan yaitu mendeskripsikan implementasi strategi UPTD Kampung Anak Negeri dalam pembinaan anak jalanan di Kota Surabaya. Jenis penelitian ini memakai metode penelitian deskriptif kualitatif. Teknik penentuan informan menggunakan purposive sampling dan snowball sampling. Sedangkan teknik pengumpulan data adalah wawancara, observasi, dan dokumentasi. Teori yang digunakan adalah teori manajemen strategik milik David, dengan mengambil sub fokus implementasi strategi yang terdiri dari tujuan tahunan, kebijakan dasar, dan pendistribusian sumber daya. Hasil dan kesimpulan peneitian ini menunjukkan: 1) Tujuan tahunan UPTD ini adalah bergantung pada tumbuh kembang anak yang diklasifikasikan sesuai usia. 2) Kebijakan dasar menggunakan Peraturan Walikota Nomor 119 Tahun 2021. 3) Pendistribusian sumber daya di bagian keuangan berasal dari APBD Pemkot, lalu SDM berjumlah 18 orang pegawai UPTD dan 12 orang instruktur minat bakat. Kemudian Sumber Daya Fisik adalah berupa bangunan 3 lantai dan fasilitas yang lengkap dan layak. Berdasarkan ketiga indikator tersebut, implementasi strategi UPTD Kampung Anak Negeri dikatakan berhasil karena terwujudnya tujuan tahunan, berjalannya kebijakan dasar dengan baik, dan pemanfaatan sumber daya secara maksimal yang dapat dirasakan manfaatnya oleh anak binaan di UPTD Kampung Anak Negeri.
