Abstract

This study is entitled Policy Network in the Implementation of ‘Cities Without Slums’ Program (KOTAKU) in Baleendah District, Bandung Regency. This study is motivated by the author's interest in the implementation of the KOTAKU program, which is a collaborative platform program but in its implementation there are still problems related to coordination and participation in achieving the goals of ‘cities without slums’ program. This study used descriptive research method with a qualitative approach, and the results of studywere obtained from library research and field studies, namely observation, documentation, and interviews. This study used the Deleon and Varda policy network theory which consists of several characteristics: representation, reciprocity, horizontal power structure, embeddedness, trust and formality, participatory decision making, and collaborative leadership. Based on the results of this study, it can be concluded that the Policy Network in the Implementation of the KOTAKU Program in Baleendah District, Bandung Regency is not optimal because some of the characteristics that exist in the policy network are representation, horizontal power structure and collaborative leadership.

Abstract

The purpose of this study was to describe the Implementation of the Family Hope Program (PKH) in Improving the Welfare of the Communities of Rumbio Jaya District and to find out the inhibiting and supporting factors. The method in this study is Policy Research (Policy Research) with a Qualitative Descriptive approach. The research location is in Rumbio Jaya District, Kampar Regency, Riau. Primary data was obtained through interviews, while secondary data was obtained through a literature search that was appropriate to the research topic. Data analysis in this study used data analysis techniques developed by Miles Huberman. The implementation of the Family Hope Program (PKH) in Improving Community Welfare in Rumbio Jaya District has been successful. Then the supporting factors in the implementation of PKH also get support from stakeholders. While the inhibiting factors are jealousy from people who are not PKH recipients and the absence of facilities such as loudspeakers for loudspeakers when giving directions.

Abstract

Evaluasi menjadi sangat penting dalam upaya mencapai tujuan yang telah ditetapkan, yaitu menghapuskan sepenuhnya kawasan kumuh di Pekanbaru. Dengan melakukan evaluasi, pihak terkait dapat memperoleh pemahaman yang lebih baik tentang kemajuan yang telah dicapai dan mengidentifikasi hambatan-hambatan yang mungkin terjadi selama implementasi program. Hal ini akan membantu dalam mengarahkan langkah-langkah selanjutnya untuk mencapai target "nol persen kawasan kumuh" di Pekanbaru. Metode yang digunakan dalam artikel ini adalah studi pustaka, yang merupakan pendekatan untuk mengumpulkan data dengan cara mempelajari dan memahami teori-teori yang terdapat dalam literatur yang relevan dengan penelitian. Evaluasi administratif pelaksanaan KOTAKU di kawasan Kotalama Kota Pekanbaru, tidak ditemukan masalah serius dalam lima indikator yang ditetapkan. Namun, kendala yang masih terjadi adalah kurangnya partisipasi masyarakat dalam tahap pelaksanaan dan pemantauan, padahal program ini berfokus pada kolaborasi dan keaktifan masyarakat.

Abstract

Housing and settlement issues in Riau Province continue to increase in line with population growth, urbanization, high housing backlog rates, and the existence of slums and disaster-prone areas. This study aims to examine the application of EBP in the Riau Province RP3KP through three main aspects: the commitment of policy actors, the use of data and scientific knowledge, and the organizational readiness for implementation. The study uses a post-positivist qualitative approach with data collection techniques in the form of in-depth interviews and documentation studies. The analysis was conducted using the interactive model of Miles, Huberman, and Saldana. The results show that political support for the RP3KP is relatively strong, but the involvement of non-governmental actors is still limited. Scientifically, the drafting of the RP3KP has utilized primary and secondary data, but the integration of local empirical findings is still weak. From an implementation perspective, institutional capacity and cross-sector coordination are not yet fully ready, especially in relation to synchronization with the Spatial Plan (RTRW). These findings emphasize the need to strengthen EBP so that the RP3KP is more adaptive, contextual, and effective in addressing the complexity of housing issues in Riau.

Abstract

The issue of waste in urban areas, particularly in rapidly growing cities like Pekanbaru, has become a significant challenge for sustainable development. Waste composition is dominated by household waste, food scraps, plastics, paper, and waste from the trade and service sectors. This study aims to explore waste management in Pekanbaru City through the lens of networking governance, focusing on collaboration among various stakeholders. The research questions address who the key actors in waste management are, their roles, relationships, and the dynamics of networking governance. Additionally, it investigates the obstacles faced by the system and efforts to overcome these challenges. According to the 2024 DLHK report, the city's waste collection capacity is only able to handle 70% of daily waste, with the remaining waste accumulating in temporary storage areas, drainage systems, and vacant lots, creating environmental and public health risks. By mid-2025, Pekanbaru's waste management will rely heavily on third-party contractors. Using qualitative methods and a phenomenological approach based on Klijn and Koppenjan’s (2016) Network Governance theory, this research will examine networking management, actors, interdependencies, institutional features, and the interactions involved. The findings are expected to provide data-driven policy recommendations for improving waste management in a sustainable, equitable manner. The research will also contribute scientific outputs in the form of indexed articles, comprehensive monographs, policy briefs, and documentary videos documenting the research activities.

Abstract

Public service is a government responsibility that must be continuously improved in line with evolving community needs. One form of innovation is the Single Emergency Call Number (NTPD) 112, which connects the public with the regional emergency service center. In the city of Pekanbaru, this service has been implemented by the Department of Communication and Information Technology to facilitate public complaints, in accordance with Ministry of Communication and Information Technology Regulation No. 10 of 2016. This study employs a qualitative descriptive method and involves department officials and the public as subjects. The results indicate that the NTPD 112 program has not yet been successful, but it still faces several challenges, such as insufficient public awareness, low public understanding of the service features, and inadequate operator response. The government is striving to improve education and services related to disaster management. However, public awareness of the importance of emergency services remains low, resulting in the program's effectiveness not yet being optimal in reducing disaster risks.
