Abstract

Penelitian ini dimaksudkan untuk menganalisis Formulasi Kebijakan Perlindungan Lahan Pertanian Pangan Berkelanjutan Di Kabupaten Karawang. Adapun permasalahan di dalam penelitian ini adalah Bagaimanakah Proses Perumusan Kebijakan Perlindungan Lahan Pertanian Berkelanjutan sebagai upaya pengendalian alih fungsi lahan pertanian ke non pertanian. Untuk menjawab permasalahan tersebut maka ditunjang dengan berbagai macam teori dari para ahli yang mempunyai relevansi dengan variabel penelitian. Metode yang digunakan untuk mengumpulkan data yakni observasi dan wawancara dengan menggunakan teknik analisa data deskriptif kualitatif. Setelah peneliti menampilkan data empirik yang di temui di lokasi penelitian.Hasil penilitian di Kabupaten Karawang dalam perumusan Kebijakan Perlindungan Lahan Pertanian Pangan Berkelanjutan yakni: Proses Perumusan Kebijakan Perlindungan Lahan Pertanian Di Kabupaten Karawang diawali dengan perumusan masalah terkait dengan alih fungsi lahan dan tumbuh suburnya industri-industri di lahan 19 ribu Ha, dan pengurangan lahan pertanian di tahun 2015-2017 yakni 625 Ha. oleh sebab itu pemerintah kabupaten karawang menggunakan pendekatan kebutuhan lahan pertanian dan citra satelit untuk mengetahui luasan pertanian yang ada dan menjaga kabupaten karawang tetap eksis sebagai lumbung padi nasional. Dan Pemerintah Kabupaten Karawang memilih alternatif kebijakan terbaik kemudian dimasukan dalam Draf Naskah Akademik terkait Perlindungan Lahan Pertanian Pangan Berkelanjutan yang nantinya akan menjadi draf Peraturan Daerah No 1 Tahun 2018. Alternatif kebijakan perlidungan lahan pertanian pangan berkelanjutan ini juga mengatur tentang insentif bagi petani yaitu adanya subsidi untuk bibit, obat-obatan pertanian, dan alat-alat penunjang pertanian hal ini agar para petani tidak mengalih fungsi lahan pertanian, tetapi 87,5 ribu Ha yang sudah dikunci sebagai zona hijau dan dengan adanya mapping memudahakan bangsa ini dalam mengetahui secara pasti berapa luas lahan pertanian untuk ketahanan pangan.

Abstract

This research is intended to analyze the management planning of the Independent Village Love Farmer Program (Sari Tani) in North Central Timor District. The problems in this study are how to plan the management of the Independent Village Love Farmers Program (Sari Tani) in North Central Timor District and what factors hinder and support the management planning of the Independent Village Love Farmers Program (Sari Tani) in North Central Timor District . The purpose of this study was to obtain an overview of the management planning for the Sari Tani program in North Central Timor District. The methods used to collect data are observation and interviews using qualitative descriptive data analysis techniques. After the researcher displays the empirical data found at the research location. The results of the research found that the management planning for the Sari Tani program had not been maximized, namely: the village government and the community had not been accommodated in planning the Sari Tani program at the village level so that the planning was of poor quality, did not identify the potential for superior products at the village level to be developed through the Sari Tani program, there was no rules of sanctions for beneficiaries who do not return the revolving capital of the Sari Tani program in technical guidelines, delays in returning Sari Tani funds, community behavior that is apathetic, lazy and only looking for opportunities to get assistance, lack of human resources, socio-cultural conditions and inadequate levels of education very influential on the implementation of the program.

Abstract

Management controlling is a important role in the implementation of a program, because this function has a role to measure the suitability of activities with a predetermined plan. The purpose of this study was to analyze and describe the supervisory function in the management of the independent love village farmers program (Sari Tani) in Timor Tengah Utara Regency. The formulation of the problem in this study is how the supervision function of the farmer sari program in Timor Tengah Utara Regency. To answer these problems, the management is used which has relevance to the phenomenon of research. This research is a qualitative research with Milles and Huberman data analysis techniques. The results of the study showed that control in the program management of the independent love villages of farmers in Timor Tengah Utara Regency was not yet in line with the technical guidelines. As a result of the large amount of arrears on farmer sari refunds and the jamming of the farmers' funds, due to lack of awareness of beneficiaries who do not want to return Fund of sari tani programs (DST),  Sari Tani Programe management unit (UPST) administrators do not comply with regulations relating to DST rolling procedures, and there is no direct action or direct affirmation to beneficiaries who have not repaid the refund of the farmer's juice.

Abstract

This study aims to determine the implementation of the North Central Timor Regent's instructions Number: DPMD 413.4/208/VI/2019 to tackle stunting in the border areas of the Republic of Indonesia. This research method uses qualitative methods and activities in data analysis, namely reduction, presentation, and drawing conclusions. The study results showed that the regent's instructions were quite effective in reducing the stunting rate, where there was a significant decrease. In contrast, in February 2021, the prevalence rate gradually decreased to 26.1%. However, the stunting rate in Insana Utara and Bikomi Districts, Nilulat District, which are border districts, has a prevalence rate of below 20% from 31%. The problem is that the implementation mechanism still collides with the public's apathetic attitude and the condition of the Covid 19 decision of 31%.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas pelayanan Perusahaan Umum Daerah Air Minum (PERUMDA) Tirta Cendana di Kecamatan Kota Kefamenanu, Kabupaten Timor Tengah Utara. Fokus penelitian ini mencakup lima aspek utama, yaitu lingkungan kerja, pengawasan, disiplin kerja, motivasi kerja, dan kompensasi yang berkontribusi terhadap kualitas pelayanan yang diberikan kepada masyarakat. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi lapangan, dan dokumentasi sebagai pelengkap. Hasil penelitian menunjukkan bahwa efektivitas pelayanan masih menghadapi beberapa tantangan, seperti kurangnya pemantauan dan evaluasi, keterbatasan sumber daya manusia, serta keluhan dari masyarakat mengenai distribusi air bersih. Selain itu, terdapat kendala dalam responsivitas pegawai dalam menangani keluhan pelanggan, terutama di luar jam operasional. Meskipun terdapat hambatan, beberapa upaya telah dilakukan oleh perusahaan, seperti perbaikan fasilitas kerja dan peningkatan komunikasi internal. Namun, masih diperlukan peningkatan dalam sistem pengawasan, insentif pegawai, serta penanganan keluhan pelanggan secara lebih cepat dan efektif. Dengan perbaikan di berbagai aspek tersebut, diharapkan pelayanan PERUMDA Tirta Cendana dapat lebih optimal dalam memenuhi kebutuhan masyarakat.

Abstract

Pendekatan Whole of Government (WOG) adalah strategi yang mengedepankan koordinasi dan kolaborasi antar lembaga pemerintah untuk menangani masalah secara menyeluruh. Dalam penanggulangan stunting di Kabupaten Timor Tengah Utara (TTU), pendekatan ini bertujuan agar berbagai sektor pemerintah bekerja secara sinergis. Penelitian ini bertujuan untuk menganalisis pendekatan Whole Of Government dan Faktor Pendukung dan Penghambat dalam stimulasi pelaksanaan kebijakan Penanggulangan Stunting di Kabupaten TTU. Penerapan WOG melibatkan langkah konkret seperti koordinasi antar instansi, perencanaan terpadu, penguatan kapasitas SDM, partisipasi masyarakat, program terintegrasi, dan pemantauan evaluasi. Namun, tantangan yang dihadapi antara lain kualitas perencanaan yang kurang memadai, rendahnya partisipasi masyarakat, serta keterbatasan SDM. Faktor pendukung seperti komitmen politik yang kuat dan ketersediaan data yang akurat, serta hambatan sosial dan budaya, memengaruhi keberhasilan penerapan pendekatan ini. Sinergi antara pemangku kepentingan dan pendekatan yang adaptif terhadap tantangan menjadi kunci keberhasilan dalam mengoptimalkan kebijakan penanggulangan stunting di Kabupaten TTU.
