Abstract

To equalize services at all levels of society, the City Government of Malang innovates in health services for the blind. Brexit or Braille e-ticket and extraordinary access for visual disabilities is a form of innovation for persons with disabilities implemented at the Janti Health Center. This study aims to describe and analyze service innovations for persons with disabilities through Brexit in Malang City by looking at the innovation's attributes: relative advantage, compatibility, complexity, trialability, and observability. This study uses a qualitative method with a descriptive approach where data is obtained from interviews and observations and uses interactive model analysis techniques. The results of the study show that the relative advantage attribute provides benefits from an economic aspect. Brexit will reform the health care system for the blind to save resources. The compatibility attribute indicates that it is in accordance with the wishes of the blind because they find it easier to serve. On the complexity attribute, there is no complexity found in the management process during service. Meanwhile, the observability attribute is in accordance with the wishes and needs of persons with disabilities.

Abstract

Health is one of the basic human rights that must be guaranteed by the state. The success of health development is reflected in the reduction in maternal and child mortality as an indicator of successful regional development. The high maternal mortality and infant mortality rates are a strategic issue in the 2021-2026 Regional Medium-Term Development Plan (RPJMD) of Malang Regency. This study aims to describe and evaluate health development as an effort to reduce maternal and infant mortality in Malang Regency. The type of research used is descriptive with a qualitative approach. The evaluation method used is CIPP which consists of Context, Input, Process, and Product. The CIPP technique is used for sectoral development assessment, in this case the health sector for mothers and babies with a regional apparatus, namely the Health Office of Malang Regency. The data analysis used was Creswell's qualitative data analysis. The evaluation results show that there are still several obstacles in the development of maternal and infant health as an effort to reduce maternal and infant mortality in Malang Regency. These obstacles include: not optimal quality and quantity of paramedics, affordability and access to health facilities are not evenly distributed in several villages, as well as some people who prefer traditional birth attendants in providing assistance because the community considers it cheaper.

Abstract

Pelayanan publik adalah kegiatan yang bertujuan untuk melayani masyarakat. Salah satu wujud pelayanan publik adalah pelayanan kependudukan yang dilakukan oleh Dinas Kependudukan dan Pencataaan Sipil Kota Surabaya. Pelaksanaan inovasi Kartu Keluarga (KK) barcode merupakan perwujudan dari Pasal 5 ayat 5 pada Peraturan Menteri Dalam Negeri Republik Indonesia Nomor 7 tahun 2019. Tujuan penelitian ini adalah untuk mengetahui manfaat dari inovasi Kartu Keluarga Barcode pada KNG serta menganalisis optimalisasi pelayanan KK Barcode pada aplikasi KNG di Kelurahan Ampel Kota Surabaya. Sehingga pelayanan kependudukan jauh lebih baik serta dapat meningkatkan kesadaran masyarakat dalam administrasi kependudukan. Teori analisis yang digunakan dalam penelitian ini adalah teori pelayanan publik yang memiliki tujuh indikator asas pelayanan publik yaitu : a) Transparansi, b) Akuntabilitas, c) Kondisional, d) Partisipatif, e) Tidak diskriminatif f)Keseimbangan hak dan kewajiban. Metode penelitian yang digunakan penulis adalah metode penelitian kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukan bahwa pelaksanaan pelayanan KK Barcode belum berjalan dengan optimal karena masih ditemukan beberapa kendala seperti masyarakat yang masih belum memiliki kesadaran yang penuh untuk tertib administrasi kependudukan, meskipun begitu KNG telah memberikan banyak kemudahan.

Abstract

In this era of rapid progress in social, cultural and economic life, people's habits have changed. One of them is promiscuity which has been considered a common habit. However, there are several community groups that still apply the old culture, there are still many people who marry off their children at an early age. Early marriage occurs due to several factors and also early marriage has a negative impact in the health and psychological fields. The purpose of community service through the socialization of early marriage is to provide education about the dangers of early marriage as an effort to prevent stunting. The methods used in the implementation of this service include surveys, counseling related to the factors and impacts of early marriage. This activity was carried out on May 9, 2023. The results of this service activity for students of SMPN 1 Sumberasih make them know the factors of early marriage, namely, factors of pregnancy outside of marriage, environmental factors, parental / family factors, educational factors, and economic factors. As well as knowing the impact of early marriage, namely, the risk of threatening the lives of mothers and babies, disharmonious families, the economy and the social environment.

Abstract

The government has set the main national targets for waste management, namely 30% waste reduction and 70% waste handling by 2025. However, waste generation in Malang City continues to increase yearly and is included in the high category in East Java. This study aims to analyze waste management in Malang City from an environmental governance perspective. The environmental governance perspective can be analyzed using Belbase's theory with seven indicators of good environmental governance, namely 1. the rule of law, 2. participation and representation, 3. access to information, 4. transparency and accountability, 5 decentralization, 6. institutions and institutions, 7. access to justice. Data collection was carried out using interviews, observation, and literature study. The data analysis used in this study is the interactive model analysis of Miles, Huberman, and Saldana. The portrait of environmental governance in Malang City waste management must fully reflect the principles of good environmental governance. This is because there are still records in the indicators of the rule of law, participation, and representation, as well as institutions and institutions. Constraints faced in waste management in Malang City include needing to be fully implemented, not yet maximal public awareness in reducing and sorting household waste, as well as institutions and institutions that could be more optimal in waste management.

Abstract

Jika dilihat dari kondisi fisiknya, Desa Gunungsari Kota Batu termasuk dalam daerah yang rawan bencana tanah longsor. Hal ini diperparah dengan aktivitas masyarakat dalam pengembangan pertanian dan wisata alam yang kurang memperhatikan lingkungan. Alih fungsi lahan pada lahan kritis dapat memicu terjadinya bencana tanah longsor. Apalagi, pengetahuan masyarakat tentang kebencanaan masih kurang. Bencana memang tidak bisa dihindari, tapi kita bisa meminimalisir resiko atau dampak yang ditimbulkan. Adaptasi bencana merupakan upaya untuk meningkatkan ketahanan masyarakat sehingga dapat meminimalisir dampak yang dirasakan masyarakat jika terjadi bencana. Perencanaan strategis adalah salah satu cara untuk membantu organisasi dan masyarakat mengatasi perubahan lingkungan mereka. Penelitian ini bertujuan untuk merumuskan alternatif strategi dalam perencanaan adaptasi kebencanaan bencana alam di Desa Gunungsari, Kota Batu. Penelitian ini menggunakan studi deskriptif dengan menggunakan pendekatan kualitatif. Penelitian ini menggunakan teori analisis SWOT, karena dianggap sesuai dengan tujuan penelitian yaitu memperhatikan kekuatan dan kelemahan (internal) serta tantangan dan peluang (eksternal). Dengan adanya strategi perencanaan dalam adaptasi bencana diharapkan dapat membantu organisasi/masyarakat dalam meminimalkan risiko bencana alam hingga ketidakpastian.

Abstract

This study aims to evaluate the policy of determining and affirming village boundaries in Sangihe Islands Regency using the CIPP (Context, Input, Process, Product) approach. This approach is considered relevant to assess public policies, not only in terms of results, but also in the context of the policy, resource readiness, and quality of implementation. This study uses a qualitative method with data collection techniques through in-depth interviews, observations, and documentation studies. The results of the study indicate that, from the context aspect, this policy is very much needed to encourage orderly village governance. So far, the local government has implemented the stipulation of the Regent Regulation regarding the affirmation of village boundaries in 23 villages. Regarding input, existing infrastructure is relatively sufficient, utilizing facilities from the Regional Secretariat’s Governance Division and the Public Works and Spatial Planning Office. The implementation process, however, faces several challenges, including limited human resources and budget constraints within the district government. In terms of product, the results remain suboptimal as many villages still lack clearly defined boundaries. The study recommends that the Ministry of Villages align with the Ministry of Home Affairs to allow the use of village funds for boundary affirmation. Additionally, provincial governments should play a more active role in supervising their respective areas and serve as communication/coordination bridges between regencies/municipalities and the Ministry of Home Affairs and the Geospatial Information Agency (BIG). Technical guidance and verification of mapping personnel by BIG can be facilitated at the provincial level.

Abstract

Sungai Brantas merupakan salah satu sungai di Provinsi Jawa Timur yang memiliki potensi sumber daya alam sangat besar salah satunya mineral berupa pasir. Hal ini membuat adanya peluang pemanfaatan kegiatan penambangan pasir di wilayah tersebut. Kecamatan Ngronggot menjadi salah satu kecamatan di Kabupaten Nganjuk yang memiliki titik lokasi penambangan pasir karena wilayah administrasinya yang berbatasan langsung dengan tanggul Sungai Brantas. Kegiatan penambangan pasir pada kawasan Sungai Brantas tersebut merupakan salah satu penambangan ilegal karena wilayahnya yang dilarang dan tanpa adanya Izin Usaha Pertambangan (IUP). Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis collaborative governance dalam upaya pencegahan kegiatan penambangan pasir ilegal pada kawasan Sungai Brantas di Kecamatan Ngronggot. Penelitian ini dianalisis menggunakan tujuh faktor yaitu kesediaan berkompromi, komunikasi, komitmen, saling percaya, transparansi, berbagi pengetahuan dan kesediaan mengambil risiko. Metode penelitian yang digunakan yaitu pendekatan kualitatif dengan menggunakan metode wawancara, observasi, dan dokumentasi. Hasil penelitian menjelaskan bahwa proses kolaborasi pada upaya pencegahan penambangan pasir ilegal, melibatkan beberapa pihak, diantaranya Satpol PP Kabupaten Nganjuk, Pemerintah Desa dan Kecamatan di Kecamatan Ngronggot, LSM, serta masyarakat di Kecamatan Ngronggot. Dalam penelitian ini juga dijelaskan bahwa proses kolaborasi belum dapat terlaksana dengan optimal.

Abstract

Kampung Lali Gadget (KLG), an educational tourism village in Pagerngumbuk Village, Sidoarjo Regency, promotes traditional cultural values to reduce reliance on gadgets. Despite its unique conceptual positioning, the management of this tourism destination continues to face challenges, including uneven community participation, limited multi-stakeholder partnerships, and an evaluation system that is not yet fully measurable. Previous studies have rarely examined the application of Good Tourism Governance in educational tourism villages; therefore, this study aims to analyze disparities in implementing the ten Good Tourism Governance principles outlined by Sunaryo (2013) in KLG. This research employs a descriptive qualitative approach through in-depth interviews, observations, and document reviews with informants from the management team, local community, village government, private sector, and visitors. The findings reveal that governance implementation includes participation in a single hamlet, asset-based local economic partnerships, environmental conservation integrated into educational programs, digital promotion dominated by tourism managers, and internal–external evaluations lacking inclusivity. The complexity of local socio-cultural dynamics influences patterns of collaboration and benefit distribution. Theoretically, this study expands the understanding of adapting community-based tourism governance to local characteristics while providing guidance on measurable tourism governance for similar destinations.   Kampung Lali Gadget (KLG) sebagai desa wisata edukasi di Desa Pagerngumbuk Kabupaten Sidoarjo yang mempromosikan konsep budaya tradisional untuk mengurangi ketergantungan pada gadget. Meskipun menjadi destinasi yang berkonsep unik, pengelolaan wisata ini masih menghadapi tantangan seperti partisipasi masyarakat yang tidak merata, kemitraan multi-pihak yang terbatas, dan sistem evaluasi yang belum sepenuhnya terukur. Studi sebelumnya jarang mengkaji penerapan Good Tourism Governance di desa wisata edukasi, sehingga penelitian ini bertujuan menganalisis ketiimpangan dalam penerapan sepuluh prinsip Good Tourism Governance menurut Sunaryo (2013) di Kampung Lali Gadget. Penelitian ini menggunakan metode kualitatif deskriptif melalui wawancara mendalam, observasi, dan tinjauan dokumentasi dengan informan dari pihak pengelola, masyarakat, pemerintah desa, sektor swasta, dan pengunjung. Hasil penelitian menunjukkan bahwa implementasi prinsip-prinsip tata kelola meliputi partisipasi terpusat di satu dusun, kemitraan ekonomi berdasarkan aset lokal, konservasi lingkungan yang terintegrasi ke dalam program pendidikan, promosi digital yang berpusat pada pengelola wisata, dan evaluasi internal dan eksternal yang belum inklusif. Kompleksitas dinamika sosial-budaya lokal mempengaruhi pola kolaborasi dan distribusi manfaat. Secara teoritis, penelitian ini memperluas pemahaman tentang adaptasi tata kelola pariwisata berbasis komunitas terhadap karakteristik lokal, sementara secara praktis memberikan panduan tentang tata kelola wisata yang dapat diukur untuk destinasi serupa.
