Abstract

Abstract This study aims to analyze the implementation of talent management for civil servants (ASN) in developing competencies at the Human Resources Development and Personnel Agency (BKPSDM) of Malang City. The research focuses on three aspects: the mapping of ASN potential and performance, the implementation of education and training programs, and the supporting and inhibiting factors in regional-level talent management practices. Using a descriptive qualitative method, the study employs internship observations, interviews with competency development officers, and document analysis, including the Mayor Regulation of Malang City No. 46/2021 and national talent management guidelines. The findings indicate that BKPSDM Malang has utilized digital systems (SIMAS, SIPRETI, and e-Kinerja) to support the mapping of ASN competencies and performance. Training programs are implemented based on job-related needs, although integration with comprehensive talent planning remains limited. Key challenges include limited data integration across units, varying training quality, and insufficient technical capacity among administrators. Supporting factors include strong institutional commitment, regulatory availability, and the adoption of digital governance tools. This study highlights the importance of strengthening talent management as a strategic pathway to enhance ASD competencies sustainably at the regional government level.)
