Abstract

Allegations and counter-allegations surrounding the advent of the novel coronavirus (COVID-19) are heavily skewed toward the commencement of the biological war, even though it has been observed over the years that war has a tremendous negative effect on all facets of human endeavor, for which the United Nations has applied series of sanctions to enforce its decisions to prevent or stop the existing war. For instance, powerful world leaders hand twist decisions of the United Nations in favor of their agenda because they see war as a means of their financial well-being. To find a solution to this issue, this paper investigated the efforts made to overcome COVID-19 and what could bring a harmonious relationship in the world. We discovered that human race is of the same origin and age-long intermarriages have further strengthened interconnectivity of the human being, such that, the blood of the citizens of a nation is running in the veins of the citizens of other nations and virus affecting whites also affects blacks and are both in need of each other to overcome the pandemic. Therefore, a program of orientation is put in place by the United Nations to orient heads of countries to imbibe and adopt absolute peaceful coexistence to prevent war in the world since one nation defending its citizens against another nation through war means to war against self.

Abstract

Local government is the government at the grassroots closest to the people. It is the tier of government administration that coordinates the activities of citizens at the local community levels. Local government as a concept of government existed long before the arrival of the colonialists. There were forms of local government administrations in Nigeria before colonial rule. During colonialism, the British's indirect rule system was built upon existing local administrations in Nigeria. However, the story is not the same for local government administration regarding structure and organization in the country today. The study x-rayed the various phases and eras of local government development in Nigeria. It further analyzed the present realities of local administration in the country. The study employed a qualitative approach. The qualitative data were generated from interview responses from relevant stakeholders (such as Traditional leaders and senior local government administrative staff). Also, data were gathered from existing relevant literature. Data collected were analyzed using the context analysis method. The study revealed that local government administration in Nigeria has passed through torturous phases. It identified the lack of local government autonomy amongst others as the main challenge bedeviling its development in the country. The study concluded with recommendations to reposition local government for effective service delivery as Nigeria's third tier of government.

Abstract

Perebutan restu dari Ketua Umum Partai dalam pencalonan, serta sikap partai dalam mengatasi konflik internal dan berhasil membuahkan kemenangan menjadi ketertarikan untuk dibahas. PDI-Perjuangan sebagai salah satu partai pengusul calon menerapkan jalan panjang dalam proses kandidasi calon. Selama proses kandidasi, DPC Partai telah mengirimkan 4 nama calon untuk diseleksi. Hasil seleksi oleh DPP Partai dalam Surat Rekomendasi memunculkan nama yang berbeda dari daftar yang telah diserahkan. Ketidaksesuaian tersebut memicu timbulnya konflik internal, bahkan terjadi pengalihan dukungan oleh kadernya. Namun, hal tersebut berhasil diatasi oleh DPC Partai dan membuahkan kemenangan. Tujuan penelitian ini untuk mengetahui penyelesaian konflik atas Rekomendasi DPP Partai dan konsolidasi internal untuk pemenangan Pilkada 2020. Metode penelitian yang digunakan adalah kualitatif deskriptif, dengan data primer berupa wawancara langsung dan dokumentasi serta data sekunder yang bersumber dari buku, jurnal, dan publikasi yang relevan. Adapun teknis analisis data yang digunakan ada dengan cara reduksi data, pemaparan data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa DPC Partai dalam menyelesaikan konflik internal melakukan komunikasi politik dan mekanisme penyelesaian konflik sesuai dengan ketentuan partai. Sedangkan dalam pemenangan Pilkada 2020, DPC Partai melakukan konsolidasi internal berupa konsolidasi struktural dan konsolidasi agenda politik. Sehingga dapat disimpulkan bahwa DPC PDI-Perjuangan Kabupaten Pekalongan telah berhasil dalam mengatasi konflik internal dan memenangkan Pilkada 2020. Namun, dari beberapa upaya tersebut masih belum optimal dan masih terdapat campur tangan dari pusat partai yang cukup kuat. Selain itu, dominasi peranan Pimpinan Pusat Partai menjadikan sistem sentralisasi dirasa masih kuat daripada sistem demokrasi yang semestinya diterapkan dengan baik untuk menciptakan demokrasi partai yang sesungguhnya serta kesolidan politik di tingkat lokal.

Abstract

The rate of adoption of information and communication technology in government administration, known as E-Government, has become an important issue in the Indonesian context, especially under the leadership of President Joko Widodo (Jokowi). This research aims to provide an in-depth overview of E-Government policies and implementation in Indonesia during Jokowi's administration. Researchers analyzed the policy steps taken by the Jokowi government in advancing E-Government and analyzed the success rate of its implementation. In addition, this study also identifies challenges and obstacles faced in efforts to improve public services through information technology. The results of this study provide a better understanding of the progress of E-Government in Indonesia, its contribution to government efficiency, and its impact on public services. By understanding the extent to which E-Government policies and implementation have been successful, the government and other stakeholders can take further steps to improve this system to achieve a more transparent, inclusive, and effective governance in Indonesia.

Abstract

This study departs from the problem that state corporatism is the biggest challenge in realizing village authority. The study of state corporatism has been considered obsolete along with the collapse of authoritarian regimes and governments. After authoritarianism in Indonesia, especially after the enactment of Law No. 6 of 2014 on Villages, state corporatism is very strong in gripping village authority. The question posed in this study is to what extent is state corporatism threatening village authority? Wes used exploratory qualitative methods with case study techniques in Bogem Village, Klaten Regency, Central Java Province, to answer this question—data wes collected by observation, in-depth interviews, and document collection. Data analysis uses triangulation techniques, and findings use interpretive and contextual analysis techniques. Wes found that the state carries out two strategies in corporatism toward villages, namely, a bifrontal strategy and a segmentary strategy. Through these two strategies, village authority and autonomy are weakened in the face of strengthening the grip of the state or village government through various supra-village programs and policies towards villages.
