Abstract

Various previous studies have analyzed inclusive education policies for children with special needs. However, research that focuses on stakeholder perceptions has not been found. In Southeast Sulawesi, the implementation of inclusive education policies still faces various challenges, especially in terms of understanding and support from various stakeholders. This study aims to analyze the perceptions of stakeholders, including teachers, parents, education observers, and government officials, towards inclusive education policies for children with special needs in Southeast Sulawesi. To obtain data, a qualitative approach was used with a descriptive phenomenological study method. The research setting was at SMPN 1 Kendari, SMPN 2 Kendari, SMPN 1 Latambaga, Kolaka Regency. The selection of locations was based on pilot inclusive schools determined by the government. Data was obtained through interviews and documentation studies. Furthermore, the data were analyzed using data reduction, data display, and verification (conclusion stage). The results of the study indicate that although inclusive education policies in Southeast Sulawesi have been implemented, there are still gaps in understanding, training of educators, and the availability of adequate facilities. Stakeholders have varying views on the success of this policy, with some viewing it as a positive step, but others stating that the implementation of the policy is still limited and not fully effective. This study recommends increasing training for educators, providing more inclusive facilities, and more intensive socialization to all stakeholders so that the inclusive education policy can run optimally in Southeast Sulawesi

Abstract

Tujuan penelitian ini adalah untuk mengetahui pendidikan diintegrasikan di sekolah yang mengutamakan pendidikan Islam dan mata pelajaran kewarganegaraan. Karena Madrasah Aliyah Negeri 1 Kota Kendari merupakan salah satu madrasah yang paling banyak dibutuhkan oleh siswa di Kota Kendari, maka wilayah itulah yang dipilih peneliti untuk penelitiannya. Penelitian ini merupakan penelitian kualitatif lapangan, atau penelitian lapangan. Analisis data digunakan dengan mereduksi data, display data dan penarikan kesimpulan. Temuan wawancara informan di MAN 1 Kendari dijadikan sebagai sumber data utama. Menurut penelitian, materi pembelajaran PAI (Qur'an Hadits dan Akidah Akhlak) dan PKn mempunyai keterkaitan satu sama lain. Namun pemaduan materi bergantung pada masing-masing guru, karena metode ceramah dirasa kurang memadai jika praktik tidak dipadukan dengan materi, apalagi jika tidak menghubungkan topik. Guru PAI dan PKn MAN 1 kemudian secara kooperatif mendiskusikan bagaimana konten telah diintegrasikan dan praktik telah membantu siswa menggunakan nilai-nilai kunci dalam mengembangkan karakter mereka. Hal ini mengakibatkan adanya transformasi pada karakter siswa.

Abstract

This study aims to analyze the founding ideas of Muhammadiyah, its organizational dynamics, and the periodization of its development from 1912 to the contemporary era, with particular attention to the movement’s educational orientation as a core instrument of social transformation. This research adopts a historical-sociological approach by examining primary and secondary sources relevant to Muhammadiyah’s intellectual roots, institutional practices, and socio-religious engagement. The findings indicate that the establishment of Muhammadiyah was driven by three major factors: colonial conditions that contributed to Muslim socio-educational marginalization, the persistence of syncretic religious practices within local communities, and the influence of Islamic reformist currents from the Middle East. Over time, Muhammadiyah has maintained ideological consistency in the spirit of tajdid through religious purification and the modernization of social services, particularly in the development of schools, universities, and community-based educational programs. Organizationally, Muhammadiyah demonstrates strong adaptive capacity in responding to political and social changes from the colonial era through independence, the New Order, and the reform and globalization periods. Its historical periodization shows that Muhammadiyah functions not only as a da’wah movement but also as a strategic actor in strengthening civil society, cultivating educated citizenship, and expanding international humanitarian diplomacy. Therefore, Muhammadiyah can be understood as a model of progressive Islamic movement that integrates religious orthodoxy with modern educational and social praxis within both national and global contexts.
