Abstract

Abstract- The purpose of the research is to find out the role of the DPRD's supervisory function in realizing good governance to create a prosperous society as well as the obstacles faced by the DPRD and efforts to strengthen it as a government administration institution on its performance. The type of research used is empirical juridical legal research using primary and secondary data sources, namely through the results of data analysis. By using the data obtained from the survey results, namely interviews and distributing questionnaires. The results of this study indicate that the implementation of the DPRD's supervisory function is carried out by the Commission to review, study and continuously evaluate several aspects that have not gone well. In carrying out its performance towards the Government, of course the DPRD has faced obstacles as well as various efforts to overcome these obstacles. One of the obstacles faced by the DPRD's supervisory function is differences in political interests, inadequate expert staff and laws and regulations that often experience changes. In this case, the efforts made by the supervisory function of the DPRD to overcome the obstacles it faces are by optimizing the role of the DPRD's fittings, the existence of clear and straightforward rules and other things that need to be corrected by the DPRD. As local government partners, the DPRD needs to be sensitive and responsive to the governance management process in the region. With the functions, duties, authorities and rights possessed by the DPRD, it is hoped that it will be able to play its role optimally in controlling the implementation of regional regulations. The goal is to create a regional government that is efficient, clean, authoritative and free from corruption, collusion and nepotism.

Abstract

The purpose of this Community Service is to provide understanding and legal awareness for the community in using social media. Legal counselling was conducted in Keraswetan village, Geneng sub-district, Ngawi district and other legal issues related to the conditions of each village. The use of social media must be realised by the community in order to have a positive impact on the progress of society. In this almost digital age, there are still many violations of social media. The method used in this activity is in the form of a directed discussion which begins with counselling/lecture then continued with direct questions and answers. The participants were community members, especially women and local community leaders. The community does not fully understand the use of social media. Through this legal counselling activity, every citizen is expected to be able to utilise existing social media for positive and beneficial interests, and to be wise in social media. By understanding the law, it is expected that there will be an increase in public legal awareness.

Abstract

Abstract Introduction to the Problem : The factors that hinder the implementation of the legislative function of the Madiun Regency DPRD in the formation of Madiun Regency Regional Regulations. Purpose /Study Objectives : Describe the implementation of the legislative function of the Madiun Regency DPRD in the formation of Madiun Regency Regional Regulations . Design/Methodology/Approach : The research method used is empirical juridical. Data was collected by literature study, interviews, and documentation. Findings : The results showed that the implementation of the legislative function of the Madiun Regency DPRD in the formation of Madiun Regency Regional Regulations is in line with Law Number 12 of 2011 concerning the Formation of Legislation, Factors that become obstacles in the implementation of the legislative function of the Madiun Regency DPRD in the formation of Madiun Regency Regional Regulations come from internal and external factors. Internal factors include educational factors or human resources, data or information availability factors, experience factors owned by DPRD members, as well as conflicts of interest between special committee members and the proposed ideas of each special committee member are often different. Meanwhile, external factors include the interests of stakeholders or stakeholders that conflict with the local regulation and the absence of stakeholders at the discussion meeting of the draft regulation. Abstract

Democracy as a government by the people in which the supreme power is vested in the people and exercised directly by them or their elected representatives under a system of free elections. In general, democracy is often interpreted as a government by the people, for the people and of the people. The supreme power in a democratic system is in the hands of the people. Elections as a manifestation of a democratic state of law that provides space for competitive and periodic (sequential) elite circulation. Elections with integrity are determined by 3 prerequisites, namely (1) the integrity of the election organizers, (2) the integrity of the contestation (stages), and (3) the integrity of the election results. The implementation of elections with integrity is a will based on a noble concern (ultimate concern) for the achievement of quality and integrity elections as a manifestation of a democratic legal state. In addition to realizing a fair election (electoral justice) which encourages the holding of elections based on the principles of direct, free general, secret, honest and fair / luber jurdil (free and fair election), legal certainty (predictable procedure), election results according to voter choice (electoral integrity).

Abstract

Tujuan Penelitian ini adalah mengembangkan Potensi Perguruan Pencak silat di wilayah di Kota Madiun Propinsi Jawa Timur, memiliki kurang lebih 14 (empatbelas) perguruan pencak silat yang tersebar dan berkembang diseluruh kawasan ini dengan jumlah jutaan anggota yang awalnya sarat dengan konflik horizontal sudah saatnya sekarang dipandang sebagai potensi yang dinyakini layak untuk dikembangkan menjadi sebuah destinasi pariwisata budaya yang menjanjikan baik dari sisi pemberdayaan maupun dari sisi pengembangan ekonomi kreatif berbasis industri pencak silat.Metode Penelitian dilakukan dengan melakukan studi pustaka didukung penelitian lapangan, quisioner dan wawancara secara mendalam dengan informan kunci. Berdasarkan tahapan dalam penelitian tersebut akan dilakukan analisis secara deskriptif kualitatif sehingga menghasilkan kesimpulan sesuai yang diharapkan. Penelitian ini mengasilkan konsep regulasi atau kebijakan. pengembangan pariwisata budaya Kota Madiun berbasis industri silat, antara lain pengembangan industri film, Panggung atraksi budaya, Pendidikan (museum), Pusat galeri seni dan UMKM, dan event budaya nasional maupun internasional. Kata Kunci: Pariwisata; Budaya; Industri; Pencak Silat.
