Abstract

Abstract: The commitment of ASEAN countries to achieve a single economic zone, the ASEAN Economic Community (AEC), applies effectively in early 2016. The Economic Integration is expected will enhance the traffic of goods, services and production factors between ASEAN countries due to the elimination of tariff and regulation. For Indonesia, the ASEAN region has enough contribute to the national economy because more than 20 percent of the activities carried out Intra ASEAN trade. Nevertheless, there are still some issues that need more attention to get gain from the free trade. (i) Trade deficit in Intra-ASEAN continues to increase. Indonesia gets only a trade surplus in four countries; Philippines, Myanmar, Cambodia, and Laos, while the other five ASEAN countries, Indonesia has a large deficit. Unlucky, the surplus comes from small value of transactions, while the deficit occurred in countries with large trade transactions. (ii) The Indonesia competitiveness in ASEAN is relatively still low. The quality of infrastructure, institutional, technological readiness and labor market efficiency is relatively underdeveloped compared with other countries. Nonetheless, the government has been working to increase competitiveness through standardization system and accelerating the development of policies through MP3EI. Abstract

ABSTRACTHuman Development Index (HDI) is an indicator to evaluate the government performance. This index is consisting of several main components such as; education, health, and economy. This study aim is to analize the influence ofgovernment spending on education, health, and infrastructure to Human Development Index in the province of Bengkulu. In addition, this study also analyzes the differences of HDI level in the main regions and proliferationregions as a response to regional autonomy in Indonesia. This study uses panel data collected from any regencies and municipalities in Bengkulu province during the period of 2007-2013, which is Random Effect Model (GLS) be used as estimation technique. The study results show that education spending has significant and positive influence to HDI, meaning that substantial budget allocations for education can improve HDI in Bengkulu province. On theother hand, the influence of health spending and infrastructure spending show not significant and have negative relationship with HDI. The reason because there is inefficiency and inaccuracy targets of the health budget andinfrastructure in Bengkulu province. Meanwhile, the study also finds a significant difference in the level of HDI among main regions and proliferation regions, where is the main regions have higher HDI levels than the expansion regions.Key Words: Education, Government Expenditure, HDI, Health, Infrastructure.AbstrakIndeks Pembangunan Manusia (IPM) adalah sebuah indikator untuk mengevaluasi kinerja pemerintah. Indeks ini terdiri dari beberapa komponen utama, seperti pendidikan, kesehatan, dan ekonomi. Tujuan dari penelitian ini adalah untuk menganalisa pengaruh dari belanja pemerintah, kesehatan, dan infrastruktur terhadap Indeks Pembangunan Manusia di provinsi Bengkulu. Sebagai tambahan, penelitian ini juga menganalisis perbedaan antara tingkat IPM di daerah utama dan daerah pemekaran, sebagai respon dari adanya otonomi daerah di Indonesia. Penelitian ini menggunakan data panel yang didapatkan dari berbagai kabupaten dan kotamadya di provnsi Bengkulu dalamperiode 2007-2013, yang mana Random Effect Model (GLS) digunakan semagai teknik estimasi. Hasil penelitian menunjukkan bahwa belanja untuk pendidikan mempunyai pengaruh positf dan signifikan terhadap IPM, yang berartibahwa alokasi-alokasi anggaran substansial untuk pendidikan dapat memperbaiki IPM di provinsi Bengkulu. Disisi lain, belanja kesehatan dan belanja infrastruktur menunjukkan tidak signifikan dan mempunyai hubungan negatif diprovinsi Bengkulu. Selain itu, penelitian ini juga menemukan bahwa terdapat perbedaan yang signifikan tingkat IPM antara daerah utama dan daerah pemekaran, dimana daerah utama memiliki tingkat IPM yang lebih tinggi daripada daerah pemekaran.Key Words: Pendidikan, Belanja Pemerintah, HDI, Kesehatan, Infrastruktur.

Abstract

Since 2001, the Indonesian government has effectively run fiscal decentralization policy as a broad strategy to accelerate regional development. This study aims to see the influence of fiscal decentralization on economic growth in the province of Bengkulu. The analysis focused on indicators of fiscal decentralization of expenditure. And using a set of control variables consisting of the Initial Level Growth, Population Growth, Investment, and Human Capital. This study uses panel data and analytical tools of LSDV or Fixed Effects Model (FEM). The study shows that there is a hump-shaped form in the influence of fiscal decentralization in the province of Bengkulu. This means that when the degree of fiscal decentralization is not too high, then the fiscal decentralization policy will bring positive impact on economic growth, but the degree of decentralization is too high, fiscal decentralization policies will only hinder economic growth.

Abstract

The effect of special party transactions on the financial performance of property companies (Empirical Study on Property Companies on the Indonesia Stock Exchange 2015-2018). This study aims to determine whether sales with special parties affect the financial performance of property companies and whether purchases from special parties affect the financial performance of property companies.The results of the research conducted show that 1. sales transactions to special parties affect the company's financial performance. This shows that the greater the sales transactions made to special parties, the better the financial performance of the property company. 2. Purchase transactions with special parties do not affect the property company's financial performance

Abstract

The aim of the research is to provide an overview of how education and expenditure on education functions can alleviate poverty as an effort to achieve sustainable development goals (SDGs). The method used is documentation with sources of information derived from previous research articles. Result show that Educational capacity building and poverty alleviation are still the main goals of sustainable development/SDGs. In several countries, especially poor countries, the achievement of educational capacity to achieve the MDGs has not been achieved and is the main agenda in the SDGs. Keywords: Education, Poverty, Sustainable Development Goals

Abstract

The phenomenon of making new autonomous local government is increasingly widespread in line with the policies of regional autonomy and fiscal decentralization in Indonesia. Many literatures show the local government proliferation in Indonesia is one of the fastest and largest in the world. This study aims to examine the determinants of local government proliferation and government fragmentation in Indonesia. Using panel data from 32 provinces in Indonesia for the period 2001-2013 with fixed effect model (FEM) analysis techniques. The study found that population density, per capita income level, and political aspects are factors that significantly affect territorial splits and government fragmentation in Indonesia. Meanwhile, fiscal capacity, ethnic diversity and income inequality have not been shown to significantly affect the level of fragmentation. The impetus for territorial splits is seen to increase in areas with low population density, high per capita GRDP levels, and high percentage of votes for political parties winning legislative elections. The level of Government Fragmentation in Indonesia is also higher after the implementation of the direct election system for local government head.

Abstract

Tourism is one of the leading sectors of Bengkulu province development strategy through Visit Wonderful Bengkulu 2020. This study aimed to identify the potential of culinary tourism in the village of Bukit Peninjauan II. The identification process included the potential of the Tourism Center, identification of competitive culinary products, and its development strategy. Descriptive study was used in this study, where the identification of potential culinary tourism analyzed through FGD, interviews, questionnaires and SWOT analysis. This study identified that most of the Culinary Products dominated by snack such as Kerupuk Baso, Kripik atau Opak Ubi Kayu, Jajanan Pasar, Rempeyek, Rengginang and Kripik Tempe. This study also found that the Development of Culinary Tourism was very potential, because of the excellence in the location and culinary product aspect. In terms of location, It has a strategic location, easily accessible, smooth access and popular. The character of an open minded, friendly, creative and hard-working community are other supporting factors. Based on the food products produced, several competitive advantages identified include good food taste, cheaper price and better size. In general, the quality of food produced is good enough, but the variety of culinary is limited so it needs to be improved.

Abstract

This study aims to analyze the pattern of economic growth in the provinces of Southern Sumatra. The scope of the study is the provinces of South Sumatra, Bengkulu, Lampung, Riau, Riau Islands, Bangka Belitung Islands and Jambi. Klassen Typology analysis is used to achieve research objectives. Descriptive analysis was also carried out on agglomeration and poverty that occurred in southern Sumatra. The results of the Klassen typology show that 57.14 percent of the provinces in the southern part of Sumatra are included in the Klassen typology as a category of developed but depressed areas (South Sumatra, Bengkulu, Lampung and Jambi). South Sumatra province is the only region that has agglomeration >1. In terms of poverty, Bengkulu is the region with the highest poverty 17.16% in 2020. It is recommended to increase the role of the secondary and tertiary sectors in order to increase the role of industrial agglomeration

Abstract

Since the reform era in 1999, Indonesia has made a regional expansion policy and widespread fiscal decentralization policy. During the 1999-2014 period, Indonesia's autonomous regions increased by 70 percent compared to the previous period. Based on the Leviathan hypothesis, the two policies should create a competitive climate and increase the efficiency of government spending. This study aims to analyze the application of the Leviathan hypothesis in the policy of regional expansion and fiscal decentralization in Indonesia. The study uses panel data regression from 32 provinces during the 2002-2020 period. The study results show that the Leviathan hypothesis does not apply to Indonesia's regional expansion and fiscal decentralization policies. This condition happened because the division of regions in Indonesia was caused more by political interests. Most regional revenues still depend on transfers from the central government. The results of this study imply that to obtain tangible benefits from regional expansion, a thorough understanding of regional economic potential is needed, and the need to improve the quality of human resources to optimally utilize regional potentials so that regional independence will be created.
