Abstract

These days, local governments keep running into friction between official bureaucracy and the deep-rooted customs of their communities. In Bungo Regency, Indonesia, this tension really came to the surface after Local Regulation No. 9 of 2007 swapped out the term “Village Head” for the traditional title “Rio.” This study examines how that change has shaken up how local leaders see themselves and how they operate. I took a close look at Bungo through interviews with 25 key people, combed through legal documents, and even hung out (virtually) in the “Pesan Bungo” WhatsApp group to see how things play out day to day. The big questions: How do these local leaders juggle their official duties and their traditional roles? What does this new title actually change on the ground? And what should policymakers take away from all this? Here’s what I found. The Rio isn’t just picking a side—they’re constantly switching hats, sometimes acting by the book, leaning into tradition, and often working behind the scenes through informal networks. They’re like fixers, piecing together Solutions from whatever’s at hand. On one hand, using the Rio title boosts their credibility with both the government and the local community. It gives them more room to maneuver and negotiate what leadership means. But there’s a flip side: it can also concentrate power in a few hands and turn tradition into just another tool for influence. Bottom line? Changing administrative titles isn’t just a surface-level move. It turns local government into a battleground for power and meaning. If public value and inclusivity matter, then governance needs to stay flexible and responsive—ready to adapt as these tensions play out.

Abstract

The Digital Village Program is an initiative designed to harness village potential through the utilization of information and communication technology (ICT). This program aims to enhance the quality of public services, transparency, and community participation at the village level. This study analyzes the implementation of the Digital Village Program, the challenges faced, and its impacts on the welfare of the Sumber Agung Village community.This research adopts a qualitative approach, with data gathered through interviews, observations, and document analysis. Findings from the village government documents reveal that the Digital Village Program has improved administrative efficiency, expedited information access, and created new economic opportunities for residents of Sumber Agung Village, Rimbo Ilir Sub-District.

Abstract

Studi ini berasal dari kegelisahan akademik tentang ketidakmampuan pendekatan behavioristik-elektoral klasik untuk menjelaskan dinamika politik masyarakat desa yang semakin relasional, dinegosiasikan secara sosial, dan semakin cair. Dalam konteks Pemilihan Kepala Desa (Pilkades) Desa Sepakat Bersatu Kabupaten Tebo Tahun 2026, preferensi politik masyarakat terbukti berkembang melalui percakapan sosial, hubungan interpersonal, kedekatan emosional, pengalaman kolektif, dan pengakuan moral dalam kehidupan sehari-hari masyarakat desa. preferensi politik masyarakat tidak berkembang secara stabil dan individual sebagaimana diasumsikan dalam teori pemilih rasional. Tujuan dari penelitian ini adalah untuk mempelajari bagaimana pemilih melihat hal-hal, menjelaskan bagaimana relasi sosial masyarakat desa menghasilkan legitimasi politik, dan menginterpretasikan demokrasi desa sebagai tempat di mana legitimasi relasional dibuat. Studi ini menggunakan pendekatan kuantitatif dengan melakukan survei terhadap 110 responden, yang dipilih secara acak dari 965 Daftar Pemilih Tetap (DPT). Pengumpulan data dilakukan melalui survei tatap muka, observasi lapangan, dan dokumentasi Pilkades. Analisis data dilakukan secara deskriptif untuk mengevaluasi pola persepsi politik, keluwesan preferensi pemilih, dan elemen sosial yang membentuk legitimasi kandidat. Hasil penelitian menunjukkan bahwa preferensi politik masyarakat desa berubah seiring dengan komunikasi sosial komunitas lokal. Pengalaman interpersonal kandidat, kedekatan sosial, reputasi moral, dan tingkat keterlibatan sosial mereka lebih penting daripada program politik formal. Jaringan sosial informal seperti keluarga, komunitas keagamaan, tokoh lokal, dan percakapan sehari-hari warga adalah tempat politik lokal bekerja. Hasil ini menunjukkan bahwa demokrasi desa lebih dari sekadar proses elektoral administratif; itu adalah tempat di mana orang membuat, berbicara, dan memahami legitimasi politik. Secara teoritik, penelitian ini menawarkan reposisi konseptual tentang demokrasi relasional sebagai perspektif alternatif untuk studi governance lokal di Global South. Penelitian ini menegaskan bahwa rasionalitas relasional lebih cocok untuk memahami perilaku pemilih masyarakat desa daripada kalkulasi individualistik. Oleh karena itu, penelitian ini tidak hanya memperluas penelitian tentang perilaku memilih dan demokrasi desa di Indonesia, tetapi juga melakukan intervensi epistemologis terhadap dominasi perspektif behavioristik dan liberal-elektoral dalam studi governance modern. Abstract

Implementation of development in various aspects of life which was organized by the government at various levels, is actually a part of the desire to create a common goal of realizing a just, prosperous, and prosperous. Development of tourism sector in this country become increasingly attractive, because it is closely related to the economic life of society. That is, development in this field, will trigger the birth of the centers of new growth that is driven directly by the public, either in small, medium, or large. Tourism development as another name for the development of tourism sector, has now experienced a shift of meaning that we must continue to follow its development. First person to speak just travel in order to find a calm and peaceful and away from the hustle and bustle of life that are a routine. Variety of potential new tourism continues to be opened and developed by all local governments in Indonesia. Diverse facilities and infrastructure continues to equipped and equally important, access to transportation to the attraction opened in such a way, in the hope of the people in droves to visit.
