Abstract

The research aims to explore and understand the key factors that contribute to a positive organizational culture, including leadership style, communication practices, recognition and rewards systems, and opportunities for growth and development. A strong and supportive culture promotes employee engagement, teamwork, innovation, and a sense of belonging, which in turn enhances individual and collective performance. Conversely, a negative or toxic culture can undermine motivation, collaboration, and overall productivity. The research reveals key factors that contribute to a positive organizational culture, including leadership style, communication practices, recognition and rewards systems, and opportunities for growth and development. Recommendations are provided for government agencies and policymakers to foster a healthy and empowering organizational culture that nurtures and motivates civil servants to perform at their best. The findings emphasize the importance of robust institutional frameworks in achieving government effectiveness. A well-functioning legislature, in collaboration with other institutions, is vital for crafting policies that address societal needs and enhance public services. Furthermore, effective governance requires the government to tackle significant challenges in a comprehensive and cooperative manner, engaging both internal and external stakeholders.

Abstract

As weak policies are blamed for poor economic outcomes in many developing countries and institutions and governance have taken on a greater role in explaining policymaking, this article provides an overview of a collection of papers in the respective study on institutions, governance, and economic development in Indonesia. Many scholars assume that institutions and governance are ultimately interconnected. It is understood that if an institution in a nation is fair, the integrity of the nation's governance would also have to be decent. Therefore, such studies have never been conducted in Indonesia. This research used a descriptive qualitative approach to analyze how an institutional approach might affect Indonesia’s governance and economic development. The results of the research indicate that institutions and governance contribute an equal impact in a country's economic development. The economic development process in Indonesia is hindered by a poor governance system, exacerbated by a lack of commitment and consistency.

Abstract

The objective of this research is to examine and identify the factors that influence the effectiveness of food barns in upholding food security, as well as the challenges faced by the residents of Batam City in establishing and reinforcing these food storage facilities to achieve food security. Moreover, it aims to assess the quality of available food and enhance its diversity, encompassing options rich in carbohydrates, protein, vitamins, and other essential minerals. Food barns are an integral part of the community's food reserve system and coexist harmoniously with rice culture. A key strategy to ensure food self-sufficiency is through the diversification of food consumption. This research employs qualitative methods and draws on limited research from books, journals, and other relevant literature sources. The findings shed light on the significant role played by food barns in ensuring food security. They serve as vital storage locations for the entire population, addressing food shortages during crop failures or periods of famine, and contributing to the collective income. However, the study also reveals various challenges in the growth and development of food barns, including issues related to food access, limited facilities, availability of food supplies, and health or nutritional concerns. These factors drive the necessity for the establishment of sustainable food barns. Consequently, the implications of the research highlight the limited presence of food barns and the need for increased storage capacity to effectively meet the demands of the community.

Abstract

The objective of this study is to examine how the implementation of E-Government, specifically through the PTSP application in Batam City, enhances the quality of public services. The development of E-Government policies represents a significant advancement in information and communication technology within the context of globalization. In today's modern society, this development is inseparable from the increasing demands placed on governments as service providers to be more effective, efficient, and transparent in their administrative duties. Consequently, the concept of good governance has emerged, emphasizing the need for governments to meet these demands. The research design employed in this study involves a literature review using a qualitative approach. The focus is on analyzing and describing the implementation of E-Government in public services through the PTSP application at the Batam City One-Stop Investment and Licensing Service Office. Primary and secondary data sources are utilized, and data collection techniques include observation, interviews, documentation, reading, and note-taking. Content analysis is employed as the method of data analysis. The findings of this research reveal that the PTSP implementation consists of four stages: registration and login process, complaint submission process, follow-up on complaint status, and access to complaint status information. The PTSP implementation has proven to be effective and efficient due to the establishment of Standard Operations and Procedures for handling complaints. Community members can now submit complaints from anywhere and at any time, and they actively participate in improving public services. However, the lack of sufficient socialization has hindered the awareness and understanding of the PTSP application and its operational procedures.

Abstract

This study examines Batam City's adoption of the Personnel Management Information System (SIMPEG) to digitize employee data for personnel management reform. SIMPEG integrates employee data, data management, work processes, human resources, and information technology for effective and accurate personnel administration. The Batam City Regional Personnel Agency's personnel data digitization is the focus of the research, which seeks to discover SIMPEG system support and barriers. This study uses qualitative analysis to explain how personnel data digitization helps create the SIMPEG application in Batam City. The study examines SIMPEG system elements such state civil servant master data, mapping, statistical analysis, predictive modeling, reporting, and user management. The research examines these elements to evaluate the SIMPEG system's impact on Batam City's personnel management. This research also examines the Batam City Regional Personnel Agency's methods for digitizing personnel data and optimizing SIMPEG use. This study illuminates how digitizing personnel data improves staff management in Batam City. Supporting variables can be used as best practices for other regions and organizations adopting similar systems, while inhibiting factors can assist guide future implementation tactics and prevent mistakes. Abstract

E-Government has become central to the transformation of public administration, offering various possibilities to improve the efficiency and effectiveness of government services. This analysis investigates how the implementation of e-government affects public administration from the perspective of operational efficiency and achievement of public service objectives. In addition, E-government is the vanguard of efforts to provide information and services to citizens, businesses, employees and government units, and other organizational sectors. This study adopts a qualitative approach where the sources collected come from journals, books. The results show that the efficiency and effectiveness of e-Government in public administration related to the application of information technology has a significant positive impact. E-Government is also able to increase efficiency in the delivery of public services by cutting bureaucracy and speeding up administrative processes. Simultaneously, the effectiveness of e-Government is reflected in faster responses to citizen needs, enhanced transparency, and increased citizen participation in public decision-making.

Abstract

Promoting effective, open and compliant markets requires good governance. Therefore, in the current era of bureaucratic reform, the implementation of GCG in BUMN must be supported by 3 interrelated pillars, namely: The state and its systems act as regulators, businesses as market actors, and citizens as users of business products and services. Regulations issued by the government have a significant impact on the implementation of GCG. Society lends legitimacy to companies as providers of resources and buyers of company products. A good business leader must be able to balance different interests in supporting the business. This research method uses qualitative research, where these studies are systematized from several sections and phenomena and refer to causal relationships between theories from different sources.

Abstract

This research aims to analyze the factors that influence the implementation of tourism development in the Anambas Islands to increase the number of tourist visits. The research method is descriptive qualitative, primary data sources are interviews and observations. Secondary resources are reviews of relevant literature and documentation from the Anambas Cultural Tourism Office. The data analysis technique is Triangulation. Factors influencing implementation can be seen from the theory developed by Van Metter and Van Horn, namely policy standards and targets, resources, communication, characteristics of implementing agents, and social, political, and economic conditions. The regulations governing Anambas Islands tourism are included in the National Tourism Destination (DPN) development plan through the 2010-2025 National Tourism Development Master Plan (RIPPARNAS), which is directed at tourism development which is difficult to achieve policy program targets, this is because in the regulations There are no Standard Operating Procedures available in tourism development itself, so that SOPs in regulations become one of the influential obstacles. Then, synergy between the government and the community is needed in implementing the tourism development of the Anambas Islands.
