Abstract

The development of information technology has an impact on several aspects of government in South Kalimantan Province by looking at ASN management which prioritizes the use of technology to serve the community more transparently, effectively and efficiently, especially in terms of easy access to information in order to realize a concept of good governance. . The gap in this research is seen from the limited use of SIMPEG in apparatus resource management. This research focuses on the South Kalimantan Regional Government, namely SIMPEG (Personnel Management Information System) as an embodiment of E-Government. SIMPEG is carried out centrally and functionally by the Provincial Civil Service Bureau/Regional Personnel Agency. In SIMPEG, it is explained that there has been no update of personnel data to help leaders carry out job mapping. The aim of this research is to examine the use of personnel management information systems in personnel resource management and inhibiting factors in SIMPEG management. Using a qualitative approach and the data is then processed based on interview data, observation and documentation through data reduction, data presentation and verification. The results of the research are that the quality of human resources is not sufficient to manage SIMPEG, the budget is not sufficient for the realization of several devices, the facilities are not ready, such as a special room for servers that does not yet exist. The SOP indicators, data maintenance, evaluation and final report are considered good so that employees are helped to utilize SIMPEG. The main obstacle in using SIMPEG as personnel resource management is that the availability of human resources in managing SIMPEG is not sufficient for application development every year so that there are still old data from each employee that is not up to date.

Abstract

Competition in tourism development between regions shows that tourism has the potential to have a positive impact. The Indonesian tourism sector experienced a decline in the number of tourist visits due to the Covid-19 pandemic. However, currently tourism is starting to recover and revive. It is hoped that tourism development will make Baubau City tourism more advanced and Baubau become a tourist destination city in Indonesia. Tourist attractions that can be developed are the natural tourist attraction Batu Sori and the cultural tourist attraction Buton Palace Fort. This research aims to analyze and describe the development of natural tourism in Batu Sori and cultural tourism in the Buton Palace Fort, then describe the supporting and inhibiting factors for development activities, as well as determine the efforts made by the Tourism Office in overcoming obstacles related to the development of tourist attractions. The research was carried out using research methods qualitative descriptive. The techniques used to collect data are observation, interviews and documentation. Analyzing data using data reduction techniques, data display and drawing conclusions and verification. The results of the research explain that the development of the Batu Sori natural tourist attraction and the Buton Palace Fort cultural tourist attraction is not yet in accordance with the goals and objectives, due to budget limitations, the Sapta Pesona value is not fulfilled, the two tourist attractions are not connected to public transportation, the active role of the community or tourists is still lacking in maintaining and maintaining the environment of tourist attractions, the number and competence of tourism human resources is inadequate, and there are no regional regulations related to the Buabau City Regional Tourism Development Master Plan. Efforts made by the Tourism Office include building infrastructure facilities, providing tourism training activities, coordinating with other regional apparatus, utilizing regional financial resources and drafting regional regulations for special areas.

Abstract

Poverty is one of the problems faced by developing countries in the world, including Indonesia. The government continues to strive to address the problem of poverty through various social policies or programs, one of which is the Family Hope Program (PKH) which is regulated in Minister of Social Affairs Regulation Number 1 of 2018 concerning the Family Hope Program. The research carried out was entitled "Implementation of the Family Hope Program (PKH) in Alleviating Poverty in Sumedang Regency". This research aims to describe the implementation of the Family Hope Program (PKH) in alleviating poverty in Sumedang Regency. The theory used in this research is Edward III's implementation theory in Agustino which has 4 dimensions, namely communication, resources, disposition and bureaucratic structure. This research uses a qualitative research method with an inductive approach to be able to see the facts in the field and draw conclusions. The data sources in this research are primary data and secondary data. Data collection techniques carried out by researchers are by means of observation, interviews and documentation. The data analysis techniques used in this research are data reduction, data presentation and drawing conclusions. The results of the research show that the implementation of the Family Hope Program (PKH) in overcoming poverty in Sumedang Regency has gone well, but is not optimal. The suggestion given by researchers is that the Sumedang Regency Government needs to increase cooperation with the Ministry of Social Affairs to increase the quota for PKH Facilitators. And issue a stricter policy in updating DTKS (Integrated Social Welfare Data) according to the results of validation and verification in the field so that PKH assistance can be right on target.

Abstract

The West Java Provincial Government is carrying out sister province cooperation with Shizuoka Prefecture, Japan, in which there is a work plan in the field of employment to improve human resources and increase labor absorption. The aim of this research is to describe the implementation of the West Java Provincial Government's sister province cooperation policy with Shizuoka Prefecture, Japan. This research uses a qualitative method with a descriptive approach. The results of the research show that interests are influenced by the interests of both parties, there are benefits that 35 people are already actively working in Shizuoka Japan, the training participants can speak Japanese fluently and write hiragana letters quite well, decision making is correct by obtaining approval from the Government and DPRD, the program implementer has been listed in the work plan document but at the technical level it is not written in the form of a Working Team Decree, the proposal for implementing cooperation has not gone through a process formulated by the Regional Cooperation Coordination Team, the work mechanism is still hierarchical, compliance and response from implementers is quite good . Inhibiting factors are differences in language, work culture and bureaucracy, the Covid-19 pandemic, limited budget and human resources. Supporting factors include trust and good relations between both parties, as well as work motivation. Efforts are made to provide foreign language translation services and the use of information and communication technology.

Abstract

The performance of the Banda Aceh City Personnel and Human Resources Development Agency is still achieving programs and activities below targets and employee attendance is still not good. The overall quality of employee work is still not optimal. In this regard, the competencies needed to achieve performance include effective leadership and employees who have good performance. So leadership and competence will influence performance. This research aims to analyze the influence of leadership (X1) and competence (X2) on employee performance (Y) at the Banda Aceh City Personnel and Human Resources Development Bureau. The sample was obtained using a purposive sampling method, and 44 civil servant respondents were selected. The method used is a quantitative approach with a survey method. The data analysis technique uses path analysis. The results of the analysis show that leadership and competence have a significant partial or simultaneous effect on employee performance. Leadership contributes 27.8% to employee performance, while competence contributes 48.0% to employee performance. Thus, leadership and employee competency have a significant simultaneous effect on the performance of employees of the Banda Aceh City Personnel and Human Resources Development Agency amounting to 75.8% while the remaining 24.2% is influenced by other variables not studied such as work discipline, organizational culture, work motivation
