Abstract

Penelitian ini bertujuan melakukan analisis Indeks Pertumbuhan Ekonomi Inklusif (IPEI) pada 30 kabupaten/kota di 9 provinsi di wilayah timur Indonesia yang bertampalan dengan kawasan konservasi perairan. IPEI menunjukkan 1 (satu) daerah yang mengalami tren menurun pada periode 2019-2021 yaitu Sorong Selatan, 25 daerah yang mengalami tren menurun pada perioed 2019-2020 dan 4 kabupaten/kota yang konsisten mengalami kenaikan pada periode 2019-2021. Posisi relatif IPEI 18 daerah menunjukkan masih berada di bawah rata-rata nasional IPEI 2021. Raja Ampat dan Sorong Selatan merupakan daerah yang masuk kategori “Tidak Memuaskan” berdasarkan IPEI 2021. Prioritas 5 (lima) daerah adalah Sorong Selatan, Raja Ampat, Kepulauan Aru, Kaimana, dan Seram Bagian Barat. Prioritas intervensi dilakukan pada Dimensi Akses dan Kesempatan, kecuali pada Kaimana yang memiliki prioritas Dimensi Pertumbuhan dan Perkembangan Ekonomi untuk diintervensi.

Abstract

Removing marine sediment is a Ministry of Marine Affairs and Fisheries program regulated by Government Regulation No. 26 of 2023. Five priority locations have been designated for the removal of marine sediment: Riau Islands Province, West Java Province, East Kalimantan Province, Central Java Province, and East Java Province. This study uses input-output analysis to measure and compare the economic impacts of sediment removal activities on the economies of these five provinces. The input-output table results show that the highest output multiplier for sediment removal activities is in East Kalimantan Province with a value of 1.48, while the lowest is in the Riau Islands Province with a value of 1.22. The highest income multiplier is also found in East Kalimantan Province with a value of 0.3710, followed by Riau Islands Province with a value of 0.3513. In East Kalimantan and Riau Islands, sediment removal is a key sector with strong forward linkages to other sectors but weak backward linkages. One strategy to enhance the economic impact of sediment removal is for the government to spend non-tax state revenue (PNBP) from this activity on key sectors in each province.

Abstract

This study aims to examine the role of teachers in evaluating student learning outcomes through assessments based on social and cultural values. The research uses a library research method by analyzing various up-to-date scientific literatures, including journals, books, and relevant articles. The results show that teachers play a significant role as designers of assessment tools, facilitators of contextual learning, and reflective evaluators of students' diverse social and cultural backgrounds. Assessments that integrate values such as mutual cooperation, tolerance, and local wisdom have been proven to enhance student motivation, engagement, and character development. Therefore, assessments should encompass not only cognitive aspects but also affective and psychomotor dimensions. Despite the benefits of this approach, challenges still exist, such as limited teacher training, resources, and support from schools. Adequate training, relevant instrument development, and collaboration with the community are needed for the effective implementation of social-cultural-based assessments.
