Abstract

The dominant argument about the work of Everyday Makers states that apathy encourages community involvement in solving public problems. This qualitative case study aims to explore the workings of the Everyday Makers practice in the case of Malang Garbage Bank management. Unlike the previous argument, this study found an enthusiastic attitude that encouraged the community to work together in handling the waste problem in Malang city. The enthusiastic attitude that drives the community to work with the government and the private sector is the philosophy of Ojrek Bareng which is based on Arek Culture. This philosophy was reflected in the expression of the community in dealing with waste problems, namely sengkuyung seduluran (brotherhood spirit), ewuh pakewuh (uneasy feelings) and tanpo pamrih (sincere). This study debates the workings of Everyday Makers, that what drives the work of Everyday Makers in solving public problems is public's apathy towards the government. However, this study found that Ojrek Bareng as acommunity enthusiasm in solving waste problems through the Malang Garbage Bank. The practical implications of this study were the governance of public issue. Keywords: Everyday Makers, Governance, Malang Garbage Bank Abstrak Argumen dominan tentang bekerjanya Everyday Makers menyebutkan bahwa sikap apati mendorong keterlibatan masyarakat dalam menyelesaikan permasalahan publik.

Abstract

Purpose: This study analyzes governance challenges in blue economy implementation in coastal Singkawang by examining authority fragmentation, inter-actor coordination, and coastal community livelihoods. Design: This research uses a qualitative case study approach. Data were collected through in-depth interviews, field observations, and document analysis. The informants included representatives of municipal government agencies, provincial government agencies, fisher organizations, fishers, fish traders, and seafood processing actors. The data were analyzed thematically to identify patterns of authority distribution, inter-agency coordination, policy implementation, environmental management, conservation, and fisher livelihoods. Findings: The findings show that blue economy implementation in Singkawang is shaped by multi-level and cross-sectoral governance. Although authority over marine areas lies with the provincial and central governments, the municipal government continues to play a strategic role as the closest actor to coastal communities through fisher guidance, administrative facilitation, fuel recommendation services, seafood processing support, fish market governance, and coastal environmental management. Inter-agency coordination has developed through marine waste management, fishery product diversification training, and fisher group assistance, but institutional strengthening is still needed to ensure more consistent and sustainable implementation. Practical Implication: The findings highlight the need to strengthen coordination among municipal, provincial, and central governments, particularly in fisher services, seafood value-added activities, marine waste management, and mangrove-based coastal conservation. Originality/value: This study contributes to blue economy governance literature by showing that implementation in a non-metropolitan coastal city is shaped not only by marine resource potential, but also by authority fragmentation, coordination capacity, and the municipal government’s bridging role.

Abstract

Waste management remains one of the most pressing challenges for major cities in Indonesia, including Malang City. In 2023, Malang generated approximately 778.34 tons of waste per day, dominated by food waste (54.39%), garden waste (13.60%), and plastic (13.66%). This situation indicates the predominance of organic waste that requires sustainable handling directly from its source. The main problem faced by environmental community partners is the lack of knowledge and practical skills in managing organic waste effectively. To address this issue, a community engagement program was conducted to enhance awareness and capacity in producing eco-enzyme, a fermented liquid derived from organic waste that can be utilized as a natural cleaner and fertilizer. The program was implemented through three stages: socialization on the importance of waste management, hands-on eco-enzyme production training, and evaluation through an online survey. The training involved 25 participants from 12 environmental communities in Malang City. The results showed that 84% of participants gained a better understanding of eco-enzyme production and expressed readiness to apply it within their communities. This activity successfully fostered environmental awareness, promoted waste reduction at the community level, and supported the realization of a cleaner, healthier, and more sustainable urban environment.
