This study aims to examine women's empowerment in the management of community-based Bajo Village tourism villages in Anawoi Village, Tangketada District, Kolaka Regency. The research design uses a qualitative approach with a case study method involving in-depth interviews, focus group discussions (FGD), and participatory observation. The results of the study indicate that women in Bajo Village have an important role in the tourism sector, especially in managing homestays, providing culinary delights, and making handicrafts. However, women's involvement in strategic decision-making related to the development of tourism villages is still limited. The main obstacles faced are social norms that limit women's roles, lack of access to capital and training, and limitations in business management. Therefore, this study proposes a community-based empowerment model that can improve women's skills and strengthen their participation in tourism management, as well as provide access to greater resources. The recommendations from this study are the need for skills training, strengthening social networks, and support from the government to create an ecosystem that supports women's empowerment in tourism villages.

Abstract

The results of this study indicate that the implementation of the Minister of TradeRegulation No. 21 of 2021 concerning the Management of Trading Facilities at Malaha Markethas generally been quite successful. In terms of communication, the government and marketmanagers have utilized various communication media such as regular meetings, WhatsAppgroups, banners, posters, and market loudspeakers. However, obstacles remain, includinglimited access to information for some vendors and suboptimal information dissemination tothe public. In terms of resources, market management is supported by adequate humanresources, facilities, and infrastructure following the market relocation in 2024, although thenumber of management staff remains limited compared to the number of vendors. In terms ofdisposition, market managers demonstrate commitment, responsibility, and openness inaccepting community aspirations, but follow-up on several issues, such as parkingarrangements, remains suboptimal. Meanwhile, the bureaucratic structure is the mostsupportive factor for policy implementation due to the clear division of tasks, goodcoordination between relevant parties, and community involvement in the market managementprocess. This indicates that the implementation of the Malaha Market management policy hasbeen quite effective, in accordance with the indicators of George C. Edward III's theory. However, improvements in communication, resource optimization, and policy implementationresponsiveness are still needed to ensure more effective, efficient, and sustainable marketmanagement.
