Abstract

Development of Standard Operating Procedures (SOP) for government administration services in Inofi Village, Biak Numfor Regency, by utilizing information technology, the aim of which is to increase the efficiency and effectiveness of village government administration services, as well as utilizing the potential of information technology in this process. The process of government administration services in Inofi Village still experiences several obstacles, such as the lack of use of information technology, procedures that are not yet properly standardized, and a lack of training for administrative officers. Therefore, it is necessary to socialize the development of SOPs for information technology-based government administration services. The proposed SOP will include clear steps in the administrative service process, including the use of information technology to support the process. In addition, there will be recommendations for training administrative officers in using the necessary information technology. By implementing the administrative service SOP that has been developed, it is hoped that it can increase the efficiency and effectiveness of government administration services in Inofi Village. The use of information technology is also expected to facilitate access to information for village communities and increase transparency in government processes

Abstract

Merit system merupakan salah satu pilar utama dalam reformasi birokrasi modern yang menekankan profesionalisme, objektivitas, dan integritas dalam pengelolaan aparatur negara. Penelitian ini bertujuan untuk menganalisis peran, dinamika, dan tantangan implementasi merit system dalam birokrasi, khususnya dalam konteks Indonesia. Metode yang digunakan adalah kajian pustaka (literature review) melalui analisis berbagai sumber akademik, termasuk jurnal internasional terindeks, buku administrasi publik, laporan kelembagaan, dan regulasi nasional. Hasil kajian menunjukkan bahwa merit system berkontribusi signifikan dalam meningkatkan kualitas birokrasi, memperkuat integritas aparatur, serta menekan praktik-praktik non-merit seperti nepotisme, patronase, dan intervensi politik. Negara-negara yang menerapkan merit system secara konsisten cenderung memiliki kualitas pelayanan publik yang lebih baik dan tingkat korupsi yang lebih rendah. Namun, implementasi merit system di Indonesia masih menghadapi kendala berupa lemahnya kepatuhan instansi pemerintah, budaya birokrasi yang belum sepenuhnya profesional, serta intervensi politik dalam manajemen kepegawaian. Penelitian ini menegaskan bahwa penguatan merit system membutuhkan komitmen politik yang kuat, reformasi kelembagaan, peningkatan kapasitas SDM, serta digitalisasi sistem kepegawaian. Dengan penguatan tersebut, merit system dapat menjadi fondasi strategis dalam mewujudkan birokrasi Indonesia yang profesional, akuntabel, dan melayani.
