Abstract

Various applications of SPBE have been produced by the Central and Regional Authorities and have contributed to the efficiency and effectiveness of government maintenance. Nevertheless, the results of the SPBE development show a relatively low maturity rate and a high gap between the Central Authority and the Regional Government. Based on the results of the 2018 SPBE evaluation of 616 Central and Regional Government Instances, the National SPBE Index reached a value of 1.98 with a sufficient predicate of the target SPBE index of 2.6 out of 5 levels with a good prediction. Reviewed from the access of Central and Regional Authorities, the average Central Authorities SPBE index was 2.6 with a good predicate, while the average Regional Government SPBE Index was 1.87 with a sufficient Predicate. Reviewed from the target access spread, 13.3% of Central and Regional Authorities have reached or exceeded the target SPBE 2.6 index, while 86.7% have not yet reached the SPBE 2.0 index target. This shows that there are problems in the development of the SPBE nationally. On the other hand, the development of ICT 4.0 trends is a key external factor that can drive the realization of integrated SPBE implementation and improved quality of SPBE services that make it easier for users in accessing government services. The vision is a benchmark in implementing the integrated implementation of SPBE in the Central and Regional Authorities to produce integrative, dynamic, transparent, and innovative government bureaucracy, as well as improving the quality of integrated, effective, responsive, and adaptive public services.

Abstract

Penelitian ini bertujuan untuk memodelkan pengaruh risiko dalam transformasi digital kesehatan menggunakan pendekatan analisis jaringan (network analysis) dan Graph-based Learning Approach. Dataset yang digunakan terdiri dari tujuh kategori risiko utama: keamanan siber, kegagalan sistem, ketergantungan vendor, resistensi SDM, kepatuhan regulasi, integrasi sistem, dan kualitas data. Setiap kategori memiliki tingkat risiko dan strategi mitigasi yang berbeda. Untuk menentukan tingkat pengaruh sistemik setiap risiko dalam ekosistem digital kesehatan, konstruksi network graph digunakan untuk menganalisis hubungan antar risiko. Untuk melakukan ini, metrik Degree Centrality, Betweenness Centrality, dan PageRank digunakan. Hasil analisis menunjukkan bahwa Keamanan Siber, Privasi Data, dan Kepatuhan Regulasi memiliki nilai tertinggi dan PageRank tertinggi, menunjukkan betapa pentingnya hal itu untuk kestabilan sistem. Selain itu, pemetaan strategi mitigasi berbasis data memungkinkan untuk memprioritaskan tindakan pencegahan yang lebih efektif, seperti penerapan firewall, rencana pemulihan bencana, dan audit kepatuhan UU PDP. Secara keseluruhan, model ini menawarkan pendekatan komprehensif dan berbasis data untuk mengelola risiko transformasi digital kesehatan, yang mendukung pengambilan keputusan yang lebih terukur dan cerdas di era kesehatan berbasis teknologi.

Abstract

The development of Artificial Intelligence (AI) technology has opened up new opportunities to improve the efficiency of the learning process, particularly in terms of how teachers can prepare teaching materials more innovatively and efficiently. However, the use of AI technology in education still faces several challenges, primarily due to teachers' limited digital literacy. The purpose of this Community Service (PKM) activity is to help PKBM Maleo teachers improve their digital competency by teaching them how to use AI applications, specifically ChatGPT, when preparing lessons. In this activity, Participatory Action Research (PAR) is the approach method used in this activity. PAR supports active partner participation in every step of the process, such as problem identification, program planning, training implementation, evaluation, and reflection. The training activity was held in January 2026 with 14 teachers participating, with the results of the activity evaluation carried out using pre-test and post-test methods to measure the level of participants' understanding of the material provided. The pre-test results showed a significant increase in participant understanding, with an average score of 97.14, while the post-test results showed an increase to 85.7% to 100%. The results of this PKM activity demonstrate that AI training with ChatGPT can help teachers improve their digital literacy skills and better prepare learning materials. It is hoped that this activity will encourage the wise and productive use of artificial intelligence technology in learning in non-formal schools.
