Abstract

This research tend to elucidate the role of community service programs in assisting halal certification for local small and medium enterprises in remote villages. This research took place during UIN Sunan Ampel Surabaya students and lecturers’ community service program in Negororejo Village, Lumbang District, Probolinggo Regency, Indonesia. The authors argue that community service programs play an important role in assisting small and medium enterprises to apply for halal certification and labeling for their processed food products. This community service research project was conducted by utilizing the Asset Based Community Development method. The result shows that community service programs played a crucial role in assisting halal product certification and labeling of processed food for Negororejo village’s SMEs. As a result of this program, two SMEs have registered halal certification for their products, which are marning and banana chips. Additionally, three SMEs were also assisted through halal product labeling.

Abstract

This research seeks to explain Australia's role, through the Australian Federal Police (AFP) and the Australian Border Force (ABF) in developing Indonesian National Narcotics Board’s (BNN) capacity building in dealing with narcotics crimes. Special skills are needed in dealing with narcotics crimes, both in the process of prosecution of criminals and crime prevention. The Indonesian National Narcotics Board faced several obstacles in handling narcotic crimes, including the lack of capacity in using technology to identify new kinds of drugs and capability to track down narcotic criminals. Hence, Australia observes that enforcement skills could be developed within Indonesia's capacity to deal with narcotics crimes. This study uses a descriptive research method with a qualitative approach to describe Australia’s role in developing Indonesia's internal and external capacity building.The result of this research shows that Australia's role in developing Indonesia's capacity building through conducting activities in the form of training which consists of skills, knowledge and attitude training. Australia’s training has improved BNN staff’s internal capacity in problem solving, integrity and knowledge. Australia has also improved BNN’s external capacity by developing K-9 facilities and granting dog runs.

Abstract

This research discusses the Philippines-Indonesia military cooperation which was influenced by the Philippines’ policy to upgrade its national defense equipment by importing Strategic Sealift Vessels from Indonesia. The authors argue that the Philippines’ decision to import Strategic Sealift Vessels from Indonesia has significant impact towards developing military cooperation between the two countries. This research used a descriptive qualitative method with documentation and literature studies data collection techniques. This research elaborates on the concepts of international trade and military cooperation to describe the correlation between the Philippines’ import policy and military cooperation between the Philippines and Indonesia. This study concludes that the Philippines-Indonesia military cooperation before the import of Strategic Sealift Vessel was only motivated by political and security motives aimed at protecting both countries’ territories from internal and external threats. Meanwhile, the Philippines-Indonesia military cooperation after the import of Strategic Sealift Vessels was motivated by political, security and economic motives as well. It was discovered that the Philippines held a tender for warships import, which was won by Indonesia with USD 90 million worth in 2014. Afterwards, both countries agreed on a logistics and defense industrial cooperation with commitment to improve the economy in 2016. Finally, both countries continued to extend their military cooperation by signing a contract on Strategic Sealift Vessels trade in addition to an agreement in the field of defense and security in 2021.

Abstract

This study aims to examine the Australian Government's Response towards Kiribati's Migration with Dignity Policy. Rising sea level caused by climate change forces the Pacific Island states, including Kiribati to relocate their citizens overseas. Kiribati launched the Migration with Dignity policy to provide access for its citizens to work in other countries, especially Australia. The authors argue that Australia responded Kiribati’s migration with dignity by providing foreign aid for Kiribati. This study uses a qualitative-descriptive method and utilize the concepts of migration policy and foreign aid, with documentation data collection technique. The results of this study indicate that Australia responded Kiribati’s Migration with Dignity policy by providing foreign aid through the Kiribati Institute of Technology (KIT) and the Kiribati Australia Nursing Initiative (KANI). KIT and KANI opens an opportunity for Kiribati citizens to participate in foreign language and professional skills training, to be able to fulfill Australia’s migration policy requirements for foreign workers.

Abstract

This article seeks to respond towards the growing skepticism questioning MIKTA’s role in middle power diplomacy during the Covid-19 pandemic era. In recent years, the middle power informal forum MIKTA, consisting of Mexico, Indonesia, South Korea, Turkey, and Australia has been accused of being dysfunctional with lack of significant contributions towards multilateralism. Moreover, during the Covid-19 pandemic, MIKTA member states struggle to resolve domestic issues such as rising infections rate and economic recession, which indicate their withdrawal from regional and multilateral affairs. This article proves otherwise. The author argues that despite facing domestic problems related to Covid-19, MIKTA member states remain committed towards multilateralism through exemplary domestic regulations and regional contributions in a new public diplomacy role MIKTA has never taken before: health diplomacy. This descriptive-quantitative research implements quasi-experimental method by selecting five states representing middle powers from various regions and examine their health diplomacy role in domestic, regional, and multilateral affairs using indicators from Neo-Liberalist and Constructivist perspectives. This article concludes that MIKTA member states’ role in health diplomacy remain essential in supporting global health diplomacy efforts during the pandemic. Domestically, Australia and South Korea’s effective Covid-19 containment policy have served as an example for other states to follow. Regionally, MIKTA member states’ assistance towards neighboring states highlight their commitment towards regional leadership. Multilaterally, all MIKTA member states have unanimously agreed on the need to support Covid-19 vaccine availability for all countries.

Abstract

This research describes Indonesia’s maritime security strategy in countering illegal fishing through the Indonesia-Australia Fisheries Surveillance Forum in 2018-2022. The maritime border between Indonesia and Australia is prone to illegal fishing, which requires bilateral cooperation to resolve it. For this reason, Indonesia cooperates with Australia through the Indonesia-Australia Fisheries Surveillance Forum (IAFSF). This study uses descriptive qualitative method and the Maritime Security Strategy concept which includes Maritime Domain Awareness (MDA) and new epistemic infrastructure, coordination and maritime security governance and operational coordination. The results of this research show that Indonesia’s Maritime Security Strategy within the IAFSF framework have been implemented by forming the 115 Task Force to enhance maritime domain awareness, developing a new epistemic infrastructure database of illegal fishing information, facilitating information exchange between Indonesia and Australia on illegal fishing cases, human resource capacity building for Indonesian staff, joint campaigns against illegal fishing, preparing alternative livelihoods for fishermen across the Indonesian-Australian maritime borders and Operation Gannet coordinated patrols between Bakamla and the Australian Border Force (ABF).

Abstract

This research seeks to explain the factors which stimulated Indonesia’s maritime foreign policy change during Jokowi’s leadership, from focusing on national interest during his first term, into multilateral leadership during his second term. The author argues that Indonesia’s maritime foreign policy changed due to the leader’s decision, bureaucratic advocacy, domestic restructuring, and external shock. This research utilizes explanatory qualitative method, with data collection from documentation, and analyzes the study case using Hermann’s foreign policy change concept. This research finds that there are four factors that caused Indonesia’s maritime foreign policy change, which are Jokowi’s vision from Global Maritime Fulcrum towards ASEAN Outlook on the Indo-Pacific, the Indonesian Ministry of Foreign Affair’s advocacy for maritime diplomacy, the Indonesian Ministry of Maritime Affairs and Fisheries’ restructuring, and Covid-19 and the US-China rivalry as external shocks. Those four factors influenced program change in Indonesia’s maritime foreign policy from economic development to international order, problem or goal change from domestic security to regional stability, and international orientation change from national interest towards multilateral leadership.

Abstract

Penelitian ini bertujuan mendeskripsikan kebijakan sekuritisasi Pemerintah Israel pasca serangan 7 Oktober 2023 atau Taufan Al Aqsa oleh Hamas. Penulis berargumen bahwa Pemerintah Israel mengkonstruksi serangan 7 Oktober 2023 sebagai serangan terorisme terhadap masyarakat Israel. Penelitian ini menggunakan metode deskriptif kualitatif, dengan sumber data sekunder melalui dokumentasi, dan menganalisis data berdasarkan teori sekuritisasi Buzan, Wæver, dan de Wilde. Hasil penelitian ini menemukan bahwa Pemerintah Israel sebagai aktor sekuritisasi mengkonstruksi isu terorisme yang dianggap menjadi ancaman bagi masyarakat Israel sebagai referent object. Kebijakan sekuritisasi terhadap hamas dilakukan melalui speech act untuk mendapatkan dukungan dari audiens guna menjustifikasi intervensi darat Israel ke Gaza.

Abstract

This action research seeks to train journal managers from the Faculty of Social and Political Sciences, UIN Sunan Ampel Surabaya to design the journal website’s layouts through a training webinar. The journal website’s layout becomes the main criteria to apply for journal accreditation. This action research utilizes Participatory Action Research method, which includes problem formulation, planning, and reflecting upon social changes that happened. This action research was conducted for a month, with lecturers in charge of managing seven journal websites of FISIP UINSA as the participants. The results of this action research prove that there are seven stages that need to be done in optimizing journal site management, including consultation with supervisors with the output of revised action research designs; socialization to journal site managers resulting in good journal site criteria; submitting proposals to training webinar speakers; organizing a Journal Site Management Training Webinar with video recording; implementing the results of the webinar by improving the appearance of the journal site; socializing the improved journal site through tutorial video and survey; and designing a roadmap to apply for journal accreditation.

Abstract

This research describes the internationalization strategy of Topeng Malangan applied by Padepokan Asmorobangun in the context of its participation in the International Mask Festival (IMF) in 2023. The main problem of this research focuses on how the traditional art of Topeng Malangan can adapt and be accepted in the international arena without losing its authentic values, with the argument that the right adaptation strategy can maintain the essence of local culture while attracting global audiences. Using a qualitative approach with a case study method, the results show that Padepokan Asmorobangun applies several adaptive strategies in internationalization, including: simplification of the duration of the performance from 9-10 hours to 10 minutes without losing the authentic essence, reduction in the use of verbal language, emphasis on characterization patterns through intensified movements and expressions, and selection of the story “Sayembara Adu Jago” which has universal values. Despite facing significant challenges in terms of funding and limited preparation time, participation in the International Mask Festival (IMF) 2023 has had a positive impact in the form of expanding international cooperation networks and increasing Padepokan Asmorobangun's reputation in the global arena. This research concludes that international festivals can be a strategic platform for cultural diplomacy and the internationalization of traditional arts, with adaptability and innovation being key success factors in introducing local cultural heritage to the global stage without losing the basic elements of Topeng Malangan.
