The research method is a case study with a qualitative approach. Data collection techniques through direct observation to the field and interviews with several participants. The results showed that policy conflicts in public services in higher education, namely STITNU Al-Farabi Pangandaran, can occur due to a lack of communication between the various parties involved, such as college managers, students and lecturers. In the context of handling policy conflicts, universities need to have a mechanism that can accommodate all parties involved to convey complaints and problems faced. To minimize or prevent conflicts from occurring, every college must apply the 5 principles of Good Governance; Transparency, Accountability, independence, responsibility and fairness.

Using qualitative research methods, data was collected through in-depth interviews, participant observation, and document analysis, which was then analyzed using Miles and Huberman's interactive model analysis technique. The research results show that the cadre formation program implemented collaboratively between MTs N 2 Pangandaran and SMK MU Cimerak is effective in developing students' talents and character, despite facing challenges such as limited financial resources and facilities as well as maintaining a balance between sports and academic achievements. This program has succeeded in producing outstanding athletes at the national level and forming students who are disciplined and confident. This research concludes that good student management can increase the effectiveness of cadre formation programs, have a positive impact on developing students' talents and character, and become a model for other schools that wish to develop similar programs.

Abstract

This study aims to analyze how human resource management (HRM) education can be optimized to increase entrepreneurial interest through digital media in Masawah Village. The main issues in this study are the low interest in entrepreneurship through digital media and the suboptimal human resource management in Masawah Village. This study uses a qualitative approach with a case study method, data collection techniques through interviews, observation, and documentation with prominent figures in Masawah Village. The research results show that there have been various training initiatives, but HR practices are still carried out informally and have not been fully documented, and are not supported by structured leadership, strong institutions, cross-agency coordination, and a performance-based evaluation system. This study contributes to the limited human resource education management in villages, by highlighting the importance of systematically implementing management functions in building a digital entrepreneurship ecosystem in rural areas, which distinguishes it from previous studies that generally focus on urban contexts or formal institutions.
