Abstract

Catcalling in higher education is a problem that disrupts the comfort and safety of the academic community, especially for women. This study aims to analyze efforts to overcome catcalling through a normative approach by examining applicable regulations, campus policies, and the role of educational institutions in creating a safe environment. The research method used is normative legal research with the approach of legislation and literature study. The results show that catcalling prevention requires a combination of strict policies, education about sexual harassment, and active involvement of all campus elements in creating a culture of mutual respect. With a clear reporting mechanism and strict sanctions, it is hoped that catcalling cases can be minimized so as to create a safer and more inclusive campus environment.

Abstract

Mass rage is a form of aspiration that is not conveyed properly. The great upheaval arose because of the aspirations that had been the pent up does not have a container to channel it properly so that a great upheaval occurs. Mass tantrums can also arise because of personal disputes that occur and then escalate into big problems. This is of course very unfortunate, Indonesian culture has declared democracy but the democracy that has been declared has not run smoothly. Legal protection for victims of mob violence is through compensation which is civil in nature, arises from the victim's request and is paid by the community/state or is a form of community and state accountability, restitution is criminal in nature, arises from a criminal court decision and is paid by the convict or the perpetrator of the crime. , or is a form of criminal responsibility and the factors that cause mass riots are socio-cultural factors, economic factors, "sara" nuanced factors (ethnicity, religion, race and between groups), policy factors (actions) law enforcement officers (police)

Abstract

The phenomenon of exhibitionism in Indonesia is increasingly concerning because it can occur in various public spaces such as public transportation, highways, and even live broadcasts on social media. How is criminal law implemented in the context of criminal liability for perpetrators of exhibitionism? This research uses normative (normative juridical) research with a legislative and conceptual approach. In conclusion, exhibitionism is considered a criminal offense and is regulated by the Criminal Code and the Pornography Law. The Pornography Law (Law No. 44 of 2008) strengthens criminal sanctions against exhibitionism. Article 10 of the Pornography Law implicitly defines exhibitionism as displays of nudity or pornographic content in public places. Although the term "exhibitionism" is not always explicitly stated, this regulation confirms that Indonesian law criminalizes exhibitionism. Recommendation: There needs to be explicit regulation in the Criminal Code or a special law regarding exhibitionism as a criminal offense, as it is currently often interpreted as falling under the "morality" articles (e.g., Article 281 of the Criminal Code), the meaning of which can be vague or open to multiple interpretations. The aim is to facilitate law enforcement officials in establishing evidence and prosecuting.
