Abstract

The purpose of this study is to determine the extent to which the behavioral variables of teacher training and development in Indonesia, both partially and simultaneously affect the quality of excellent school services throughout Indonesia through competency improvement variables as intervening variables. The population of this study is teachers throughout Indonesia which amounts to 1,485,602 people and the sampling method in this study is to use the accidental sampling method, where the number of samples that exist after being calculated using the slovin formula is 400 teachers throughout Indonesia. The data analysis used is to use quantitative descriptive methods using structural equation model (SEM) analysis. The results of the study explained that partially the variables of training and development of school teachers in Indonesia affect the variables of the quality of excellent service in schools in Indonesia and these two variables affect the variables of increasing teacher competence in Indonesia, Simultaneously, the variables of training and development of school teachers in Indonesia affect the variables of excellent service quality of schools in Indonesia through the variable of increasing teacher competence as an intervening variable, where with the increase in teacher training and professional development, it is hoped that teachers will be able to hone and sharpen their abilities and skills, especially their competence in improving the ability to teach and learning process consistently and continuously, so that later students will increase their abilities and knowledge to be useful for the community.

Abstract

Indonesia is experiencing a shift from a welfare state to a power state, where public policies are increasingly influenced by oligarchs and shadow governments. This study uses qualitative methods, namely: 1) Using descriptive-critical analysis to understand the phenomenon of public policy shifts; 2) Examining the role of political and economic actors in shaping state policies. This study analyzes the transformation with a qualitative approach through literature study and public policy analysis. The results show that the dominance of elite groups in decision-making hinders democratization, exacerbates social inequality, and reduces government transparency. The implications of this research are: 1) Theoretical Implications, namely: a) Development of State Theory and Public Policy; b) Criticism of Democracy and Welfare Theory; c) Contribution to the Study of Governance and Political Corruption. 2) Practical Implications, namely: a) Policy Recommendations for the Government; b) Increasing Community and Civil Society Participation; c) Improvement of the Legal System and Anti-Corruption Enforcement; d) Reform of Political Parties and the Electoral System. The solutions offered by the author are: 1) Increasing Transparency and Accountability of Government; 2) Strengthening Democracy and Community Participation; 3) Public Policy Reform for People's Welfare; 4) Suppressing the Domination of Oligarchs and Shadow Government; 5) Strengthening the Legal System and Rule Enforcement. With these solutions, it is hoped that the transformation of public policy can be oriented back to the welfare of the people, not only to the interests of the ruling elite.

Abstract

The background of this research is related to the performance of school supervisors. School supervisors are ASNs who are one of the school administrative staff assigned to their respective work areas. Permen PAN and RB no. 21 of 2010 article 5 explains that the main duties of school supervisors themselves consist of carrying out academic and managerial supervisory duties in education units. With regard to the main tasks carried out by a school supervisor, of course it is not too much to say that the barometer of national education quality is determined by the level of competence of a school supervisor. Based on the background of the problems above, the problems identified in this study are as follows: 1) The role of school supervisors is not optimal in carrying out supervisory duties and functions, 2) The intensity of attendance of supervisors at target schools is still lacking, 3) Supervisors who come to schools tend to only carry out aspects of managerial supervision while other aspects are given little attention, 4) School supervisors rarely conduct class visits and provide direct guidance to teachers. In addition, school supervisors are considered to be lacking in providing guidance related to educational research. This research uses a quantitative approach. This research was conducted in the Padangsidimpuan City Education Office, on Jl. AH Nasution No. 97 Pijorkoling Padangsidimpuan. carried out from May 2021 to July 2021. with a population of 49 people, data collection techniques were carried out by observing, interviewing and distributing questionnaires/questions. Furthermore, the data were analyzed using SPSS Software Version 26. Based on the results of the study, it was concluded that: 1) The effect of work motivation on supervisory performance is: 67.1%; 2) the influence of Supervisory Competence on Supervisory Performance is: 64.4%; 3) The simultaneous influence of work motivation and competence of supervisors on supervisory performance is 65.6%.
