Abstract

This study identifies and explains public services, primarily administrative services carried out in Medan Amplas District. The approach method used is qualitative, and data collection is carried out using interviews, observations, documentation, and surveys. The implementation of administrative services in the Medan Amplas sub-district has not been optimal, such as not increasing accessibility, especially for people with disabilities, the low level of employee competence in using Microsoft Office applications so that the service process is slow to the weak level of security at the sub-district office. However, based on the Community Satisfaction Survey (SKM), this study shows that respondents' perceptions of the SKM score of 81.944 are in the class 81.26 to 100.00. With these results, it can be interpreted that the implementation of PATEN in Medan Amplas District has an excellent quality value (A) compared to the results of interviews, field observations, and results of the SKM survey on the implementation of PATEN in Medan Amplas District. Ample can have been implemented well even though it has some drawbacks.

Abstract

This paper discusses “zombie” companies in the context of state- owned companies in Indonesia. Specifically, we will examine the factors that determine them to become a “zombie” company. In addition, we will examine the impact of their existence on the economy. Using a sample of 159 Indonesian state-owned companies from 2010 to 2020, we find that Indonesian state-owned companies are indicated to have zombie companies. Their existence is significantly determined by internal factors rather than external factors. Dominant external factors are significant when tested simultaneously with internal factors. In addition, we also find that their presence has a significant negative impact on economic growth and national productivity. Therefore, the government, as well as controlling the company, is expected to be able to immediately overcome their existence, which can be done by restructuring the company or if possible liquidating them. Their existence not only harms themselves, but also harms other companies, and can even harm the national economy.

Abstract

Penelitian ini bertujuan untuk menjelaskan tentang peran sebuah keluarga yang harmonis dalam proses perkembangan manusia yang terdiri dari beberapa fase. Pada fase awal - fase anak-anak peranan keluarga terutama orang tua dalam mengasuh anak cukup signifikan sebab keluarga merupakan agen sosialisasi primer. Keberhasilan dalam mengasuh salah satunya ditentukan oleh pola asuh. Dengan demikian tulisan ini mencoba mengulas mengenai pola asuh yang sesuai untuk membentuk karakter positif pada anak. Pola pengasuhan seharusnya memang diperhatikan oleh orang tua secara serius karena menentukan kepribadian atau karakter anak. Hasilnya secara teoritik ada tiga jenis pola asuh, yaitu otoriter, permisif, dan demokratis. Pola otoriter cenderung koersif dan rigid sehingga kadang justru membuat anak menjadi tertekan. Sedangkan pola permisif cenderung menjadikan anak menjadi sosok yang egois dan tidak peka karena orang tua cenderung memenuhi kebutuhan materiil. Pola asuh ideal adalah demokratis karena pola komunikasi dua arah sehingga menempatkan anak pada posisi bebas namun tetap terkontrol.

Abstract

Pemerintah dalam melakukan Tindakan pengolahan dan pemrosesan data pribadi masyarakat harus dengan perizinan subjek data, sebab apabila tidak hal tersebut termasuk sebagai pelanggaran hak privasi. Yang mana hak privasi itu sendiri pada dasarnya sebagai elemen daripada hak asasi manusia (HAM) dan dalam hal ini termaktub pada Bab XA Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 (UUD NRI 1945). Hak privasi membuat seseorang dapat menentukan terhadap kewenangan suatu pihak dalam memperoleh informasi serta penggunaan informasi tersebut yang merupakan sebagai upaya dalam menjaga integritas dan martabat dirinya sendiri. Metode penulisan karya ilmiah ini dengan membaca berbagai sumber informasi terpercaya, peraturan pemerintah dan buku referensi. Kemudin hasilnya dirangkai sesuai dengan topik bahasan dengan meberikan narasi yang bersifat memberikan informasi dan saran. Hasil pembahasan bahwa sinkronisasi data pribadi penduduk indonesia berdmpak posistif dan negatif, disatu sisi memberikan kemudahan kepada negara untuk memperoleh data penduduk secara real, sehingga dapat bermanfaat untuk mengetahui data statistik keadaan masyarakat dan pemerataan tempat tinggalnya. Selanjutnya Perlindungan data pribadi dijamin pemerintah dengan undang-undang Nomor 27 Tahun 2022 tentang Perlindungan Data Pribadi, namun data pribadi merupakan suatu hal yang sangat sensitif sebab berisikan informasi karakteristik pribadi seseorang yang bersifat rahasia sehingga harus dilindungi. perlindungan data pribadi saat ini hanya dijadikan sebagai rechtsidee (cita hukum) yang berhilir pada hukum yang dicita-citakan. Pada faktanya, pengaturan mengenai perlindungan data pribadi di Indonesia masih perlu dioptimalisasi. Sebab masih bisa di hacking oleh hacker.Kata Kunci : Sinkronisasi; Data Pribadi; Jaminan Perlindungan.

Abstract

This research aims to; (1) knowing the opportunities for implementing independent campuses in 3T areas; and (2) knowing the challenges of implementing independent campuses in 3T areas. This research is qualitative research with descriptive methods. The data source used in this research is a library source. Researchers collected library sources to find out the opportunities and challenges of independent campuses in the 3T area. The data analysis technique used in this research is SWOT analysis. The results of this research show that; (1) Mapping opportunities for implementing MBKM on Teaching campuses in 3T areas shows opportunities for students to hone their skills before entering the world of work and opportunities for students to be able to develop and improve the quality of partner schools; and (2) the paradigm that occurs in practice shows that the implementation of the MBKM policy encounters various challenges, namely school facilities and infrastructure that do not meet standards such as difficulty in internet access and road access to schools in 3T areas, limited teacher competency, and students who take part in campus teaching programs. Most people who come to the 3T area come from outside the 3T area and are not familiar with the social and cultural conditions of the local area.

Abstract

This research discusses how the BPJS Health bureaucracy provides public services. BPJS Health which includes aspects of clarity, security, openness, fairness and timeliness. Can explain public services well. This research uses a qualitative approach. The data analysis techniques used are data reduction, data display (data presentation) and conclusion drawing/verification (summarizing). This research shows that since the implementation of the BPJS policy, people's interest in having a health card has increased significantly, especially among the lower middle class who previously had difficulty accessing health services. This shows that the BPJS policy has succeeded in increasing the accessibility and availability of health services for the Indonesian people. Bureaucracy or procedures in public services at BPJS offices using a qualitative method approach, the results of which show that bureaucracy or public service procedures at BPJS offices are generally in accordance with established regulations and are easily accessible.

Abstract

The implementation of the UHC (Universal Health Coverage) policy in Medan City is a government policy that supports health development for all Indonesian people. The achievement of this policy was also influenced by the large number of Medan City Health BPJS participants whose membership status was inactive, so the government thought and acted to activate the membership. However, active participants and paying regularly are also very helpful for the government to achieve cross-subsidies from the contributions paid by participants. The aim of this UHC (Universal Health Coverage) policy is to be able to protect the community in terms of health insurance with good services. In this case the author uses a qualitative approach, while for data analysis using descriptive techniques based on problems related to the role and participation of the community in the UHC (Universal Health Coverage) program and government strategies to increase the effectiveness and efficiency of the program. The results of this study indicate that in the implementation of the UHC policy in Medan City, people have the opportunity to access health services for free without any fees to be paid when illness occurs, with standard inpatient services in class 3 (three). As for service quality, it is hoped that the government will pay more attention to health facilities and routine outreach to the public.

Abstract

Indonesia is experiencing a shift from a welfare state to a power state, where public policies are increasingly influenced by oligarchs and shadow governments. This study uses qualitative methods, namely: 1) Using descriptive-critical analysis to understand the phenomenon of public policy shifts; 2) Examining the role of political and economic actors in shaping state policies. This study analyzes the transformation with a qualitative approach through literature study and public policy analysis. The results show that the dominance of elite groups in decision-making hinders democratization, exacerbates social inequality, and reduces government transparency. The implications of this research are: 1) Theoretical Implications, namely: a) Development of State Theory and Public Policy; b) Criticism of Democracy and Welfare Theory; c) Contribution to the Study of Governance and Political Corruption. 2) Practical Implications, namely: a) Policy Recommendations for the Government; b) Increasing Community and Civil Society Participation; c) Improvement of the Legal System and Anti-Corruption Enforcement; d) Reform of Political Parties and the Electoral System. The solutions offered by the author are: 1) Increasing Transparency and Accountability of Government; 2) Strengthening Democracy and Community Participation; 3) Public Policy Reform for People's Welfare; 4) Suppressing the Domination of Oligarchs and Shadow Government; 5) Strengthening the Legal System and Rule Enforcement. With these solutions, it is hoped that the transformation of public policy can be oriented back to the welfare of the people, not only to the interests of the ruling elite.
