Abstract

Dalam perspektif Hukum Tata Negara terdapat perbedaan antara hukum dalam keadaan normal dan hukum dalam keadaan darurat, pada saat negara berada pada keadaan tidak normal maka diberlakukan HTN Darurat, agar sistem hukum yang mengatur keadaan darurat dapat diatur lebih komprehensif agar terjamin perlindungan pada saat negara dalam kondisi darurat. Penelitian ini bertujuan untuk menemukan konsep pengaturan HTN Darurat dalam persepektif bencana nonalam berdasarkan Undang-Undang Dasar Negara Republik Indonesia Tahun 1945, penelitian ini dikaji secara normatif dengan menggunakan pendekatan perundang-undangan (Statutte Approach) dan pendekatan konseptual (Conceptual Approach). Hasil penelitian ini menunjukkan berdasarkan UUD 1945 keadaan bahaya dan kegentingan yang memaksa diatur dalam pasal 12 dan 22, aturan tersebut masih ditafsirkan secara luas dan sempit mengenai keadaan bahaya dan hal ihwal kegentingan yang memaksa pada tingkat undang-undang. Keadaan darurat bencana nonalam khususnya, belum menggunakan konsep HTN Darurat padahal bencana nonalam merupakan suatu hal yang sama berbahayanya dengan bencana alam, dan dipandang perlu untuk dilakukan rekonseptualisasi pada sistem hukum dalam keadaan darurat dari berbagai ketentuan perundang-undangan

Abstract

The use of drugs in Indonesia continues to rise, with many offenders coming from the younger population. Drug abuse among adolescents is a serious issue that can threaten the future of young generations as well as the social stability of society. Kabinuang Village in Dampal Utara District also faces this risk, making planned and sustainable preventive efforts necessary. The aim of this legal outreach activity is to enhance adolescents’ knowledge, awareness, and understanding of the dangers of drugs, applicable laws, and early prevention methods. This program is implemented through interactive lectures, group discussions, and Q&A sessions involving police officers and teachers. The results of this activity indicate an increase in adolescents’ understanding of the legal and social impacts of drug abuse, along with a shared commitment to protect the village from drug trafficking. Therefore, this legal outreach is expected to serve as an effective preventive measure to shield adolescents from the negative influence of drugs and strengthen social cohesion in Kabinuang Village.

Abstract

This community service activity aims to educate the younger generation in Pallakawe Village about the increasingly alarming dangers of drug abuse. Drug abuse is a serious problem that not only damages individual health but also affects the future of generations, social stability, and law and order. Generation Z, as a relatively young age group, is more vulnerable to the influence of drugs due to social factors, minimal legal understanding, and a lack of social control in the community. Through this outreach activity, the implementing team, consisting of students along with speakers from the police, delivered material on the negative impacts of drugs from a health, social, and legal perspective. The methods used included lectures, interactive discussions, and questions and answers, so that participants could understand the material more comprehensively. Participants in the outreach program showed high enthusiasm by asking questions and providing responses throughout the activity. The results of the activity showed that the community, especially the younger generation, gained better knowledge to avoid drug abuse. This activity is expected to grow collective awareness to protect themselves, their families, and their environment from the threat of drugs, while strengthening social resilience at the village level.
