Abstract

The new normal era is a time for the government and society to resolve economic issues at all societal levels. One of them is to revitalize the SMB sector, a pillar of the national economy that has been impacted by this pandemic. One of the initiatives is to capitalize on the digital economy. Consequently, the purpose of this study is to determine the impact of the Digital Economy on the Resilience and Growth of Micro, Small, and Medium-Sized Businesses in the New Normal Era. This study employs a qualitative, descriptive methodology. The results demonstrate that the digital economy plays a crucial role in the development of MSMEs in the new normal since it is very resilient during a recession. The role of the digital economy for micro, small, and medium-sized enterprises can be evident when they conduct e-commerce with cashless payments or use digital wallets to avoid government-prohibited face-to-face interactions. In addition, the role of the digital economy is extremely beneficial for MSME actors in terms of expanding the market, and saving money, energy, and time, which will ultimately be to their advantage.

Abstract

Pembangunan manusia merupakan indikator utama keberhasilan suatu negara dalam meningkatkan kualitas hidup masyarakat. Namun, Indeks Pembangunan Manusia (IPM) di Provinsi Sulawesi Selatan masih berada di bawah rata-rata nasional, dengan IPM Kabupaten Bantaeng menempati peringkat 312 dari 511 kabupaten/kota di Indonesia, atau hampir di level terbawah. Kondisi ini mendorong perlunya upaya pembangunan kawasan tertinggal untuk meningkatkan kesejahteraan masyarakat. Penelitian ini bertujuan untuk menganalisis pengaruh langsung Gaya Kepemimpinan, Budaya Kerja, dan Partisipasi Pegawai terhadap Kesejahteraan Masyarakat di Kabupaten Bantaeng, serta pengaruh tidak langsung melalui Pembangunan Manusia. Penelitian menggunakan pendekatan kuantitatif dengan metode kausalitas. Data dikumpulkan melalui kuesioner, wawancara, dan dokumen. Sampel berjumlah 150 responden terdiri dari pegawai SKPD dan masyarakat Kabupaten Bantaeng, dipilih dengan metode stratified dan proportional sampling. Data dianalisis menggunakan SEM (Structural Equation Modelling) dengan bantuan program AMOS 18. Pengujian validitas, reliabilitas, dan Confirmatory Factor Analysis (CFA) dilakukan sebelum analisis. Hasil penelitian menunjukkan bahwa Gaya Kepemimpinan, Budaya Kerja, dan Partisipasi Pegawai secara langsung dan signifikan berpengaruh positif terhadap Pembangunan Manusia di Kabupaten Bantaeng. Ketiga variabel tersebut juga memiliki pengaruh signifikan terhadap Kesejahteraan Masyarakat, baik secara langsung maupun tidak langsung melalui Pembangunan Manusia, dnegan Gaya Kepemimpinan memiliki pengaruh tidak langsung yang dominan terhadap Kesejahteraan Masyarakat. Berdasarkan hasil penelitian ini menegaskan pentingnya peningkatan Gaya Kepemimpinan, Budaya Kerja, dan Partisipasi Pegawai untuk mendorong Pembangunan Manusia yang berkontribusi pada Kesejahteraan Masyarakat. Implikasi hasil penelitian ini adalah perlunya strategi penguatan faktor-faktor tersebut dalam program pembangunan masyarakat untuk mengatasi ketertinggalan di Kabupaten Bantaeng.

Abstract

This study investigates the impact of smart city initiatives on economic development and urban welfare in Makassar City using a quantitative approach. Employing a stratified random sampling technique, data were collected from 400 respondents, including residents, government officials, and business entities, through a structured questionnaire. Analysis using Pearson correlation, multiple regression, t-tests, ANOVA, and ANCOVA revealed significant positive correlations between smart city initiatives and both economic development and urban welfare. The findings demonstrate that smart city projects significantly contribute to job creation, business growth, and improved quality of life, with variations in perceptions across different stakeholder groups and demographic categories. This research addresses gaps in the literature by providing localized insights into the effects of smart city interventions in a developing city context and offers actionable recommendations for policymakers and urban planners.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh Program Bantuan Pangan Non Tunai (BPNT) terhadap kesejahteraan masyarakat di Desa Ulugalung Bantaeng Penelitian ini menggunakan pendekatan kuantitatif deskriptif dengan metode pengumpulan data berupa angket dan dokumentasi. Sampel penelitian dipilih menggunakan teknik purposive sampling, jumlah sampel dihitung menggunakan rumus Slovin. Analisis data dilakukan melalui Uji Validitas, Uji Reliabilitas, Uji Normalitas, Uji Regresi Linier Sederhana, Uji T, dan Uji Determinasi (R²). Populasi penelitian adalah seluruh keluarga penerima BPNT di Desa Ulugalung yang berjumlah 274 penerima, dengan sampel sebanyak 84 responden. Hasil penelitian menunjukkan bahwa BPNT berpengaruh positif dan signifikan terhadap kesejahteraan masyarakat dengan nilai signifikansi 0,001 < 0,1, T hitung (3,394) > T tabel (1,291), dan koefisien determinasi (R²) sebesar 12,2%. Program BPNT terbukti memberikan kontribusi dalam meningkatkan kesejahteraan masyarakat, meskipun pengaruhnya relatif kecil tetapi dapat menjadi salah satu faktor dalam meningkatkan kesejahteraan masyarakat.

Abstract

Purpose: This integrative review synthesizes evidence on how multi-component leadership development (training, coaching/mentoring, and structured feedback/action learning) shapes leader micro-behaviors that build employee engagement in public organizations and how engagement contributes to employee performance and public value. Methodology: We reviewed 30 peer-reviewed journal articles (2016–2025) retrieved from Scopus, Web of Science, ProQuest, Google Scholar, and publisher platforms. Studies were screened for public and quasi-public settings and retained only when a variable Digital Object Identifier (DOI) was available for them. Results: Four patterns emerged. First, bundled interventions are more likely to produce sustained behavioral transfer than stand-alone training. Second, micro-behavior’s goal clarification, coaching conversations, empowering delegation, inclusive voice, and ethical transparency create job resources, psychological safety, and trust that activate engagement. Third, engaged employees exhibit higher task and adaptive performance, thereby enhancing service quality, innovation, and reform implementation. Fourth, digital governance and transparency initiatives amplify the engagement–public value link when accountability routines and performance information are credible, but severe resource constraints weaken this translation. Conclusions: Leadership development should be designed as a continuous system embedded in work routines and evaluated using multilevel indicators from leader behavior change to engagement, performance, and public value. Limitations: This review was limited to English-language journal articles with DOI links and did not estimate pooled effect sizes. Contributions: This review proposes the Leadership Development-Engagement-Public Value (LDEP?V) model and research propositions to guide future testing in resource?constrained public organizations.
