Abstract

Masalah yang ingin dibahas dalam penelitian ini adalah kurangnya pengetahuan masyarakat setempat terhadap cimpa matah, pemerintah belum mendaftarkan cimpa matah ke Rektoral jendral Kemenkumham sebagai bentuk pelindungan hukum pengetahuan tradisional terhadap cimpa matah. Tidak terbudayakannya dengan baik cimpa matah sebagai salah satu makanan tradisional, dan startegi, pengembangan oleh pemerintah dalam membudidayakan cimpa matah sebagai makanan khas suku karo. Adapun yang menjadi tujuan dari penelitian ini adalah untuk mengatahui bagaimana bentuk pelindungan hukum yang diberikan atas pengetahuan tradisional terhadap cimpa matah dan untuk menetahui strategi, upaya dalam pemanfaatan dan pembinaan Cimpa Matah sebagai salah satu suatu unsur kekayaan intelektual yaitu pengetahuan tradisional. pemerintah setempat dalam Penelitian ini diharapkan dapat memberikan kontribusi yang berarti bagi masyarakat khusunya masyarakat suku karo baik secara teoritis maupun praktisnya. Penelitian ini menggunakan metode penelitian Normatif-Empiris dengan teknik pengumpulan data melalui wawancara terhadap responden dengan lokasi penelitian di Desa Suku Julu, Kecamatan Barusjahe, Kabupaten karo Provinsi Sumatera Utara, adapun teknik pengumpulan data dengan Reduksi data, display data dan verifikasi data. Hasil penelitian memproleh bahwasanya cimpa matah belum terlindungi secara hokum, pelindungan hokum pengetahuan tradisional terhadap cimpa matah belum didaftarkan dan dimohonkan pelindunganya kepada DKJI Kemenkumham RI. Selain hal tersebut terdadapat beberapa strategi yang dapat dilakukan oleh pemerintah dalam pemberdayaan cimpa matah sebagai makanan khas suku karo yaitu dengan edukasi pendidikan terhadap pemuda setempat agar cimpa ini tersu terjaga kelesarianya, penegekan hokum terhadap pelindungan cimpa matah, pemasaran dan promosi oleh pemerintah setempat agar cimpa ini dapat dikenal tidak hanya disuku karo tetapi juga untuk masyarakat dan suku lainya.  Kata Kunci: Cimpa Matah, Makanan Khas karo Pelindungan Pengetahuan Tradisonal.

Abstract

The article is titled "The Role of Youth in the Village Head Election in Kaban Tengah Village, STU Jehe District, Pakpak Bharat Regency." This article aims to describe the role of youth in the village head election in Kaban Tengah Village, STU Jehe District, Pakpak Bharat Regency. The research method used is descriptive qualitative. Based on the research results, the author found that the youth's participation in the village head election in Kaban Tengah Village is influenced by socio-political agents, such as family, peer groups, schools, workplaces, mass media, and direct political contact. The dissemination and introduction of elections to the youth in Kaban Tengah Village are carried out by socializing the importance of elections to the youth, conducted by the KPU and the government of Pakpak Bharat Regency. Youth is very important to ensure the realization of a democratic and integrity-filled election process in Kaban Tengah Village.

Abstract

This study aims to examine the application of sanctions for illegal logging violations based on the Forestry Law, with a case study focused on Kaban Tengah Village, STU Jehe Sub-district, Pakpak Bharat Regency. This research employs an empirical normative legal method using a case study approach. The study was conducted in Kaban Tengah Village, STU Jehe Sub-district, Pakpak Bharat Regency. The data utilized in this research consist of primary and secondary data. Data collection techniques include direct interviews, field observations, and documentation. The data analysis technique used is qualitative, comprising data reduction, data presentation, and data verification or conclusion drawing. The results indicate that illegal logging activities have complex and detrimental impacts on both the community and the environment. These include ecological damage such as increased landslide risk and loss of forest cover, disruption to village infrastructure, particularly main connecting roads, and economic losses due to damaged agricultural land and hampered crop distribution. Based on the findings and legal review of sanctions for illegal logging violations in Kaban Tengah Village, it was found that law enforcement against illegal logging activities has not been effectively implemented as stipulated in the Forestry Law. Law enforcement at the local level remains formalistic and has not addressed the root of the problem due to several challenges, including limited human resources, inadequate monitoring facilities, poor infrastructure, and lengthy and bureaucratic legal processes. Furthermore, the low level of legal awareness among the community and the involvement of local residents in illegal logging practices further complicate enforcement efforts, posing significant challenges for law enforcers in reviewing sanctions against illegal logging perpetrators in Kaban Tengah Village.
