Abstract

Indonesia is a country that has abundant genetic resources, multi ethnicity, and diverse cultures. This situation makes Indonesia very rich in traditional knowledge. Protecting traditional knowledge is very important because traditional knowledge is the identity of the community as the owner. Through Article 18B Paragraph (2) and Article 28I Paragraph (3) of the 1945 Constitution, traditional knowledge which is a traditional right and the identity of the indigenous culture are implicitly recognized as constitutional rights. Protection of traditional knowledge in Indonesia is regulated in the Copyright Law, Patent Law, and Culture Promotion Act. However, the protection of traditional knowledge in Indonesia has not been optimal, because it has not provided adequate protection to traditional knowledge.

Abstract

In general, teaching materials and learning processes tend to be teacher-centered, while students only listen to what is conveyed by the teacher. So that the teaching materials used have less impact on improving student learning outcomes. From that tendency, researchers took the basis of research on students of Grade V Elementary School in North Aceh Regency with the aim to produce thematic teaching materials products based on local wisdom that are in accordance with the demands of KD / KI in the 2013 curriculum, further to find out the practicality of local wisdom-based thematic teaching materials that have been developed; and to find out the effectiveness of thematic teaching materials based on local wisdom that has been developed. Based on individual completion criteria, it can be determined that students who have completed their individual studies are known that classical completion has reached 88.00%. So that the results of learning classically are complete. In other words, it can be stated that student learning outcomes taught with thematic teaching materials based on local wisdom are higher than the learning outcomes of students taught with learning models that have been used by teachers.

Abstract

This study aims to photograph public awareness not to move in the red zone of the eruption of Mount Sinabung. Although the government has relocated victims of the eruption of Mount Sinabung and forbade people to carry out activities in the red zone of Mount Sinabung until now there are still many people who are active in the red zone area. The research is empirical legal research. The location of this research was in Gamber Village, Subdistrict of Simpang Empat, Karo Regency. Data that was collected will be analyzed by technique qualitative analysis. The people of Gamber village carry out activities in the red zone of Mount Sinabung consciously due to several factors. first, economic factor; second, the factor of agricultural land; and third, the belief factor. In addition to the three main factors, the government's inability to persuade its people persuasively not to carry out activities in the red zone also contributes to the violation of red zone policies. Looking at the various factors mentioned above, there are inefficient ways that can encourage people to maintain what is in effect.

Abstract

This study aims to determine the level of effectiveness of online learning in Civics subjects in an effort to increase the spirit of nationalism for students as the nation's generation. This type of research uses descriptive research with a qualitative approach. Data collection techniques are carried out through literature studies and document studies. Online learning aims to meet educational standards by utilizing information technology by using computers or gadgets that are interconnected with students and teachers. The outbreak of the COVID-19 pandemic has forced all schools to carry out learning activities that are usually held face-to-face into online learning. Online learning also affects PPKn subjects but with interesting learning methods, the delivery of material will be effective for PPKn and have a positive effect on the national spirit of students facing life in the midst of the COVID-19 pandemic.

Abstract

Pasal 3 UU Desa memandatkan asas subsidiaritas dalam penyelenggaraan pemerintahan desa. Dalam kerangka ini, pemerintahan desa memiliki kewenangan dan kebijakan pembangunan berbasis HAM mengoptimalisasi sumber daya desa termasuk pelibatan dan pemberdayaan masyarakat untuk mewujudkan ketangguhan dan kemandirian desa. PKM ini memberikan pelatihan pemberdayaan masyarakat untuk mewujudkan desa peduli HAM di Desa Pakam, Kabupaten Batu Bara. PKM didesain dalam bentuk pelatihan kepada masyarakat dan perangkat desa. Pelatihan menggunakan pendekatan partisipatif. Materi pelatihan disesuaikan dengan tiga tantangan desa Pakam: 1) penerjemahan pemerintahan Peduli HAM Kabupaten Batu Bara Tahun 2019 pada tingkat pemerintahan Desa Pakam; 2) pengembangan Kawasan Industri di Kabupaten Batu Bara termasuk mencakup wilayah Desa Pakam dengan pemahaman prinsip-prinsip HAM dalam pembangunan merupakan langkah aplikatif pengarusutamaan HAM; dan 3) Kawasan Industri di Kabupaten Batu Bara memiliki potensi beririsan dengan standar dan prinsip-prinsip bisnis dan HAM. Pelatihan ini menitikberatkan pada peningkatan upaya pemerintah desa dan masyarakat dalam pemberdayaan dan partisipasi dalam pembangunan desa. Kegiatan PKM menghasilkan peningkatan pemahaman konseptual dan prosedural bagaimana pemerintah desa dalam memberdayakan masyarakat pada pembangunan desa. Selain itu, warga dapat memahami partisipasi secara konseptual dan prosedural untuk mendukung pembangunan desa di masa mendatang.

Abstract

Indonesia is a vast country with a population exceeding 200 million and cultural diversity that emerges from Sabang to Merauke. This cultural diversity has aspects of Intellectual Property Rights (IPR), which give rise to various kinds of intellectual creations within the scope of art, literature and science. The results of these intellectual creations are generally referred to as traditional knowledge. Traditional knowledge is knowledge possessed by a community for generations, which includes the management of biological wealth, such as songs, stories, legends, as well as arts and culture of other communities. The use of the term traditional knowledge is applied to all terms that are still included in traditional intellectual works, both in the fields of art, literature and science as well as intellectual works in the industrial sector. In relation to this broad traditional knowledge, there is another term known as cultural tradition (folklore). it became an expression of traditional culture. One form of traditional cultural expression found in West Java is the traditional ceremony. Traditional ceremonies in each region have different characteristics in Indonesia. As one of the expressions of traditional culture, traditional ceremonies are a form of intellectual work that grows and develops from and within a communal society, which is then passed down from generation to generation in its preservation. Traditional ceremonies in the West Java region are a form of cultural heritage that must be given legal protection in the form of Intellectual Property Rights (IPR) to protect the nation's cultural heritage.

Abstract

The role of the local government of North Sumatra province in the development of Tortor Toba dance and gordang sambilan dance as performing arts that are expressions of traditional culture. EBT (traditional cultural expression) is a form of traditional intellectual property. Tortor is a dance, but the meaning more than the movements states that Tortor is a medium of communication, where through the movements displayed there will be interaction between participation in ceremonies, weddings, and also welcome. On the other hand, the lack of attention of the Indonesian government makes the Tortor dance has no copyright protection, therefore the author is interested in conducting further research on legal protection of the Tortor dance, the important role of the local government of North Sumatra province and the solution that can be provided by the government to the problem of claiming tortor and gordang sambilan dances by neighboring countries. This research uses qualitative descriptive research methods, with normative-empirical legal research types. Data collection techniques are interviews, documentation and data sources from the North Sumatra Provincial Culture and Tourism Office and the owner of the Sihoda dance studio. The finding in this study is that legal protection for Tortor's dance has not provided legal certainty specifically for Tortor's own dance, but the law recognizes the existence of regional arts.

Abstract

The objectives ofthis research are in the form of, (1) to find out the efforts made in preserving the Sihaporas customary law community, (2) to know the obstacles and challenges in efforts to preserve the culture of the Sihaporas customary law community, Simalungun Regency. This study uses an empirical research method supported by literature studies. The data collection process involves the use of primary and secondary data. Primary data is obtained by conducting direct observations, conducting interviews, and documenting the results, while secondary data is obtained from sources such as books, journals, and articles. The results of the study show that the efforts made in preserving the culture of the Sihaporas customary law community are; continue to carry out rituals, maintain traditional values passed down from previous generations, take care of the natural environment, and comply with customary processions and applicable regulations as well as preserve and defend ancestral heritage objects. The obstacles and challenges faced in efforts to preserve the culture of the Sihaporas customary law community are; Sihaporas has not been recognized by the government and the state until now. Public knowledge is still limited in developing networks with priority concepts, strategies, and programs at the grassroots level. as well as the lack of assistance or advocacy in helping the Sihaporas community to be recognized as an indigenous people. As well as the presence of PT. TPL seizing the Sihaporas customary forest is very disturbing, not only to the preservation of customary rituals and the continuity of agriculture, but also to ecological sustainability.
