Abstract

Pandemi covid-19 mengubah banyak hal dalam kehidupan masyarakat, paling utamanya adalah perubahan dalam mobilitas masyarakat khususnya masyarakat perkotaan. Sebagai upaya pencegahan lanjutan, Negara-negara di dunia membuat aplikas-aplikasi yang dapat melacak pergerakan masyarakat. Di Korea selatan, aplikasi ini bernama corona 100m (Co100) sedangkan di Indonesia bernama PeduliLindungi. Artikel ini bertujuan untuk menjelaskan dan membandingkan kedua aplikasi ini dan penggunaannya di kedua Negara. Apa saja yang menjadi kelebihan dan kekurangan dari kedua aplikasi, pelajaran apa yang kemudian dapat diterapkan di Indonesia. Penelitian menggunakan metode kualitatif dengan jenis penelitian komparatif. Dalam pengumpulan data, penelitian ini menggunakan observasi, wawancara, studi pustaka, dan internet searching. Pengumpulan data dalam penelitian ini dilakukan dengan mempelajari perundang-perundangan, peraturan dan literatur yang ada. Temuan dari artikel ini adalah adopsi internet di Indonesia menghambat percepatan penggunaan Aplikasi PeduliLindungi jika dibandingkan dengan Korea Selatan. Kemudian, Perlindungan terkait data pribadi masih belum maksimal dilakukan di kedua negara. Khusus di Indonesia, belum ada regulasi yang mengatur tentang keamanan data pribadi. Selanjutnya penggunaan PeduliLindungi belum menyeluruh dikarenakan besarnya wilayah dan perbedaan pesebaran internet di tiap daerah, berbeda dengan Korea Selatan yang hampir seluruh wilayahnya sudah dapat mengakses internet. The COVID-19 pandemic has changed many things in people's lives, the most important of which are changes in community mobility, especially in urban communities. As a further prevention effort, countries worldwide create applications that can track people's movements. In South Korea, this application name is Corona 100m (Co100), while in Indonesia, it is called PeduliLindung. This article will explain and compare these two applications and their use in both countries. What are the advantages and disadvantages of the two applications? What lessons can then apply in Indonesia? This study uses a descriptive qualitative approach with a comparative research type. This research uses observation, interviews, literature study, and internet searching in collecting data. Data collection in this study was carried out by studying existing laws, regulations and literature. The findings is that internet adoption in Indonesia has hampered the acceleration of the use of the Cares for Protection Application compared to South Korea. Then, protection related to personal data is still not maximally carried out in both countries. Especially in Indonesia, no regulations govern the security of personal data. Furthermore, the use of PeduliLindungi is not comprehensive due to the size of the area and the difference in the distribution of internet in each region, in contrast to South Korea, where almost all of its regions can access the internet.

Abstract

This study tries to analyze the bibliographical character and con-tent of covid policy articles published in Scopus indexed journals and written from 2020- 2022.  We retrieved data from Scopus Database on July 14, 2022 at 13:50. We use “Covid-19 Policy Indonesia” as a keyword with several categories, namely title, abstract and keywords, filtered by subject area (social science; business, management, and accounting). We only include articles written in English. We processed and analyzed the data using VOS viewer software and co-occurrence visualization of keywords and bibliographies of sources and countries combined. Results: Based on the study protocol, we found 211 documents with the key- word covid policy during 2020-2022. Of the 2 subject areas, social science is the most productive field in publishing covid policy articles. Covid-19 Policy Indonesia has been published in 136 journals. In total, there are 30 countries collaborating to make research related to Covid-19 policies in Indonesia. The Journal of the Review of International Geographical education Online and the Bulletin of Indonesian Economic Studies are the journals that publish the most articles on this topic. Indonesia is the country that publishes the most with 183 articles. From a global perspective, research on covid policies in the 2020 - 2022 range has increased. There are 7 clusters. Indonesia has quite a lot of research related to the Covid-19 Policy in Indonesia, but not many studies have discussed Public Administration. Research themes for covid-19 policies in Indonesia related to Public Administration, Policy Innovation and Collaborative Governance will be interesting to be researched in the future. There is also an opportunity to conduct research on Covid-19 Policy in the context of social science related to public administration.
