Abstract

Penelitian ini didasarkan pada permasalahan terkait dengan adanya ketimpangan struktur penguasaan tanah dan rendahnya kesejahteraan petani di Kabupaten Subang dan Garut. Faktor penyebab masalah tersebut pada awalnya diduga disebabkan oleh implementasi kebijakan pertanahan yang masih belum berjalan sebagaimana mestinya di kedua daerah tersebut. Penelitian menggunakan desain explanatory survey dan analisis statistik jalur. Dari hasil penelitian diketahui bahwa implementasi kebijakan pertanahan berpengaruh signifikan terhadap struktur penguasaan tanah dan berdampak pada kesejahteraan petani di Kabupaten Garut dan Subang. Penelitian ini juga menunjukkan bahwa dimensi content kebijakan berpengaruh lebih besar daripada context implementasi. Kata Kunci :             Implementasi kebijakan, pertanahan, kesejahteraan

Abstract

Agropolitan merupakan bentuk pembangunan yang memadukan pembangunan pertanian (sektor basis di perdesaan) dengan sektor industri yang selama ini secara terpusat dikembangkan di kota-kota tertentu saja. Secara luas pengembangan agropolitan berarti mengembangkan perdesaan dengan cara memperkenalkan fasilitas-fasilitas kota/modern yang disesuaikan dengan lingkungan perdesaan. Ini berarti tidak mendorong perpindahan penduduk desa ke kota, tetapi mendorong mereka untuk tinggal di tempat dan menanamkan modal di daerah perdesaan, karena kebutuhan-kebutuhan dasar (lapangan kerja, akses permodalan,pelayanan kesehatan, pelayanan pendidikan, dan kebutuhan sosial-ekonomi lainnya) telah dapat terpenuhi di desa. Hal ini dimungkinkan, karena desa telah diubah menjadi bentukcampuran yang dinamakan agropolis.Kebijakan Agropolitan telah diimplementasikan di Indonesia sejak tahun 2002. Salah satunya berlokasi di Kab Cianjur. Meski sudah lama dan dianggap konsep yang tepat untukmengembangkan agroindustri, Agropolitan di berbagai wilayah meredup kegiatannya. Dengan menggunakan pendekatan kualitatif, penelitian ini menggambarkan bagaimana implementasi kebijakan kawasan agropolitan, khususnya di Kabupaten Cianjur yang relatif lebih berkembang dibandingkan dengan kawasan agropolitan di wilayah lain di Indonesia.

Abstract

The low quality of the Senior Executive Service Officials (SES) of the State Civil Apparatus (Aparatur Sipil Negara/ASN) was due its selection process which was highly political and lack in objectivity, fairness, and transparency. The low quality and competence impeded government activities and made them unable to compete with the private sector. The implementation of the merit system in the selection process of ASN Senior Executive Service (SES) which emphasizes the qualification, competency, performance, as well as fairness and openness, was needed to produce professional Pratama SES. The purpose of this study was to identify and analyze the implementation of the merit system in the selection of SES in the Central Java Provincial Government. The research problem of this study was how the merit system was implemented in the selection process for the SES in the Central Java Provincial Government. The theory utilized in the study was the merit system, on the dimensions of competency, qualification, work performance, and fairness. A qualitative approach was used in this study to describe and analyze the results. The primary data was collected from interviews with the sources, while the secondary data was collected using literature reviews of relevant books, journals, documents, and regulations. The location of the study is the Regional Staffing Unit (Badan Kepegawaian Daerah/BKD) of Central Java Provincial Government. Data analysis was conducted by pattern determination, data reduction, data presentation, and verification/conclusion. The study showed that the merit system in the recruitment process of the Central Java Provincial Government’s Pratama SES was not implemented fully. Some Pratama SES selected using the system were still unable to perform their duties optimally, especially in responding, analyzing, or taking decisions/policy related to their duties. The dimension of the merit system has not yet been fully grasped and carried out, such as qualifications, competencies, and performance assessment.

Abstract

Dengan semakin kompleksnya permasalahannya pembangunan khususnya masyarakat pedesaan maka pemerintah dengan berbagai kebijakan telah melakukan segala upaya untuk memberdayakan masyarakat melalui penguatan kelembagaan sosial ekonomi serta pembinaan dan bantuan dalam berbagai aspek kehidupan. Program Takesra/Kukesra merupakan realisasi dari kebijakan pemerintah yang bertujuan untuk membantu keluarga Pra sejahtera dan sejahtera I agar mereka dapat melepaskan dari keterbelakangan sosial ekonomi untuk dapat hidup lebih layak dan sejahtera.penelitian tentang pelaksanaan Koordinasi Eksternal oleh Kepala Kantor BKKN dalam peningkatan Program Takesra/Kukesra di Kecamatan Warung Kondang Kab. Cianjur ini menggunakan metode deskriptif. Teknik pengumpulan data dilakukan melalui studi dokumentasi wawancara, observasi dan kuesioner. Sampel responden diambil secara purposive terhadap populasi dari berbagai unit kerja/instansi terkait. Dari hasil analisis data diperoleh kesimpulan bahwa pelaksanaan koordinasi Eksternal oleh Kepala Kantor BKKBN dalam program Takesra/Kukesra di Kecamatan Warung Kondang Kabupaten Dati II Cianjur, melalui teknik koordinasi belum dilaksanakan secara optimal. Hal ini terbukti baik dalam proses pengambilan keputusan maupun dalam pelaksanaan program belum di dukung dengan kerjasama, tanggungjawab dan pengaturan wewenang yang terpadu sehingga mempengaruhi terhadap hasil kerja yang dicapai. Adapun implikasi kebijakan yang dapat diarahkan dari hasil penelitian ini yaitu perlu diciptakan kerjasama yang lebih konstruktif dan terpadu dengan di dasarkan pada pengaturan tugas dan wewenang yang tegas, saling pengertian dan saling keterkaitan dengan berbagai lembaga dan masyarakat pada umumnya. Abstract

Hospital (Hospital) Besemah Pagar Alam is the property of the City of Pagar Alam in organizing the service is often a gap between perceived service with the services provided at the hospital. Problems that occur in hospitals BesemahPagar Alam is the number of medical personnel, infrastructure, information and communication systems less. This study aimed to evaluate health care in hospitals BesemahPagar Alam is then expected to acquire a new concept for the development of Public Administration. This study used a qualitative approach. Collecting data using literature study, observation and interviews, Focus Group discutions and study documents. The survey results revealed that the quality of health care at the Regional Hospital Besemah Pagar Alam city seen from the dimensions of service quality dimensions tangibless seen less and Responsiveness enough. Equip assessment results Model of The Australian Council on Health Care Standards (Achs) achievement rating Some few then obtain Achievement (SA), the level of achievement Hospital Accreditation Standards are lacking.

Abstract

The aim of this study is to describe the policy innovation of the implementation of a smart city in Bandung. Heightening urban issues are becoming increasingly complex and limited resources are available to alleviate them, making the government to continue making policy innovations in order to improve the societal welfare. The smart city policy innovation implemented by the government of Bandung is expected to solve the priority problems of Bandung effectively and efficiently. In conducting a policy innovation, special attention should be paid to several important things such as regulation, community needs, and understanding the apparatus and those who contribute in the implementation of a smart city in Bandung. With the fulfillment of several policy innovation factors, the implementation of a smart city in Bandung can be successful and solve the problems that currently exist in the city. To analyze the smart city policy innovation in Bandung, the researchers used the policy innovation instrument phase from Susanna Borras and Charles Edquist. The method used in this research is a qualitative method with a descriptive analysis method, and data collection was carried out through literature and field study (observation, interview, and documentation). The result of this research is that the smart city policy innovation in Bandung has not been successfully implemented. This can be seen from the three instruments of policy innovation that have not been implemented in the implementation of a smart city in Bandung. The three instruments are a regulation instrument, an economic financial instrument, and a soft instrument.

Abstract

The use of performance measurement system in the public sector (PMS) has become a panacea in addressing an inefficient bureaucracy that fails to meet the citizen satisfaction by its lethargic service delivery. It has introduced a way for public managers to better generate outcome policy into a concrete-measurable actions. While many countries already demonstrates the benefit of using the system, Indonesia remain struggle in implementing the ideal of performance management particularly in the context of local government that usually lacking of adequate capacity and sources. Despite the continuous support by central government, the diverse of socio-environmental context hinder local government to fully implements of SAKIP. This paper sought to portray the implementation and challenges that is faced by one local government agencies in Sukabumi, West Java Indonesia in implementing Indonesian public performance management system (SAKIP). This paper is using qualitative approach by conducting structured interview to key informants. The results showed that organizational variables have been able to accommodate the implementation of SAKIP policy through units formed specifically in organizational structure and governance regulations, organizational interpretation variables are still necessary to improve the dissemination of policy information to all levels of employees, application variables where the implementation of policies are still experiencing constraints, especially in planning and evaluation, as well as a lack of specific strategies in improving organizational performance. This paper reinforces the results of previous studies related with performance management system in Indonesian local government that its implementation has not been yet showing their best result.
