Abstract

Adhya Tirta Batam (ATB) is entrusted as clean water provider in Batam Island based on 25 Year concession of Batam Industrial Development Authority (now BP Batam). The purpose of this research is to analyze ATB mobile application in providing clean water service in Batam City. This research is a descriptive with qualitative approach. The focus of this research is the application of ATB mobile viewed from publications, interactions and transactions point of views. The results show this android-based mobile applications which can be downloaded from the Google Play Store by customers can be used as a mean to obtain information: payment locations, loggers, complaints, water usage charts, bill info, and information. The reason behind the availability of 6 (six) features because the information is the most basic or essential needed by the community. There is only one feature which gives a brief description of its usefulness, it is the feature information. Practically, this application is not so difficult to use and can be accessed anytime and anywhere as long as connected to the internet network. Viewing from the main classes of e-government, this application is equipped with a class of publications, they are feature information, payment locations, loggers, water usage graphics and bill info and interaction which is in complaint features. Relating to the the transfer of money from one party to another in transactions feature, shall be be equipped with a good security system so that the customers are comfortable and safe to make any transfer. Yet currently ATB Mobile Application has not provided such activity because it has not been equipped with a transaction tool which can guarantee the security of customers in the transaction.

Abstract

Abstract: Development is the scope of the entire process of change where the definition of change here is related to all aspects of people's lives, both in the fields of politics, economy, socio-culture, infrastructure, education and technology. Development is certainly not just about building infrastructure but development also refers to an action in the sense of creating and producing a government program in promoting welfare, prosperity, and providing good development for the growth of a region. If the development process can run well, the country's economic system will also improve and will be much more prosperous when the development of the region is prepared in a planned and well-implemented manner. However, if the course of regional development is accompanied by fairly dense population growth, the development process will be hampered, this is also due to the impact given by dense population growth. This study uses a descriptive method which is used to describe a situation that occurs and explain the situation through the impacts that exist due to population growth on regional development. Abstract

This study aims to analyze the influence of e-money usage and financial literacy on the consumption behavior of accounting students in Batam City. E-money as a digital payment method has become increasingly popular among the younger generation, while financial literacy plays an important role in effective personal financial management. The study uses primary data collected from questionnaires distributed to 97 accounting students in several universities in Batam, as well as secondary data from interviews with 10 accounting students regarding e-money and financial literacy. The results show a positive correlation between high financial literacy and wise financial management, which in turn influences students' consumption behavior. Additionally, the use of e-money plays a significant role in facilitating transactions and changing consumption patterns. Simultaneously, all three variables have a significant impact with a coefficient of determination (R²) of 38.5%. The findings are expected to provide insights for relevant stakeholders in designing more effective financial education programs and promoting the use of e-money among students.

Abstract

The Anambas Archipelago, one of the potential areas for marine tourism in Indonesia, is located in the Riau Archipelago. Supported by a strategic location, being on the path of New Regional development, becoming an international shipping lane and directly adjacent to the State of Singapore. This study aims to look at the policy of developing digital-based marine tourism in the Anambas Islands. This study uses a qualitative method. Source of data obtained from primary data, secondary data. Observation data collection techniques, interviews, documentation, FGD. Triangulation data analysis technique assisted by N-Vivo12Pluss Tools. Maritimetourism development policy is seen from three aspects, namely the policy of compiling E-Tourism prototypes, developing tourist attractions, developing promotion/marketing of marine tourism. The results of the Anambas Islands Regency government have not been optimal in developing digital-based marine tourism. Even though the government already has a National Tourism Development Master Plan (RIPPARNAS) for 2010-2025, which is directed at the development of maritime tourism, there are no specific steps or tourism development policies that carry a digital approach. Based on the theory used, it is known that tourists' needs for accessibility where information access facilities must be easily achieved and technology supporting facilities such as telecommunications and internet access which are added so as to satisfy tourists using technology and smartphones when traveling in Anambas have not been fully realized. So that the role of digital in the marine tourism of the Anambas Islands has not fully provided a positive influence while digitalization should add excellence to the tourist experience.

Abstract

Tujuan penelitian ini adalah untuk melihat sejauh mana eksistensi kawasan Dendang Melayu yang ditinjau pada aspek: fasilitas, daya tarik, transportasi dan kelembagaan. Jenis penelitian yang digunakan dalam penelitian ini adalah jenis penelitian deskriptif dengan pendekatan kualitatif. Jenis penelitian yang digunakan dalam penelitian ini adalah jenis penelitian deskriptif dengan pendekatan kualitatif. Dalam penelitian ini digunakan analisis data kualitatif dan mengikuti konsep Miles dan Huberman yang dikenal dengan model interaktif melalui beberapa tahap yaitu reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan eksistensi kawasan Dendang Melayu sebagai Objek Wisata Kota Batam dilihat dari pengelolaannya telah mengalami perubahan walaupun masih ditemukan beberapa masalah. Kawasan Dendang Melayu telah didukung oleh sarana transportasi, kelembagaan, daya tarik dan fasilitas. Namun beberapa hal yang masih harus diperbaiki adalah fasilitas dan daya tarik yang tidak hanya bergantung pada alam saja melainkan modifikasi lainnya. Kehadiran wisatawan merupakan proses menikmati produk yang ditawarkan oleh sebuah destinasi. Ketika wisatawan mengunjungi Kawasan Dendang Melayu, disaat bersamaan juga akan membutuhkan pelayanan transportasi, fasilitas, makanan, souvenir, informasi, acara atau kegiatan dan sebagainya. Para wisatawan tidak hanya mencari kesenangan liburan semata, tetapi tentu juga menuntut kualitas dari apa yang mereka bayarkan. Dengan demikian eksistensi kawasan Dendang Melayu sangat bergantung pada kombinasi pengelolaan antara daya tarik, transportasi, fasilitas dan kelembagaan.

Abstract

The escalation of global terrorism has posed substantial obstacles to the safeguarding of human rights globally. This study analyzes the intricate relationship between counter-terrorism strategies and human rights, highlighting how security policies may curtail individual liberties. This study conducts a comprehensive examination of several case studies to examine the effects of anti-terrorism laws and procedures in different nations. It further examines the intricate equilibrium that governments must sustain between safeguarding national security and preserving human rights norms. The study utilizes qualitative methodologies, encompassing document analysis and expert interviews in the domain. The findings indicate that although counter-terrorism initiatives are essential for public safety, they frequently lead to infringements of civil liberties, especially impacting underprivileged communities. The paper emphasizes the necessity of tackling these difficulties to guarantee that security measures do not excessively violate basic rights.The report concludes by recommending measures for policymakers to enhance human rights protections within counter-terrorism frameworks. Essential recommendations encompass promoting accountability and transparency in security operations while implementing equitable, non-discriminatory rules. Through the implementation of these measures, governments can proficiently counter terrorism while upholding fundamental human rights principles.

Abstract

This study evaluates the efficacy of Smart Governance implementation in enhancing public services in Batam City. Smart governance, a principal facet of the smart city paradigm, seeks to enhance efficiency, transparency, responsiveness, and accountability by the utilisation of information technology. Batam City, strategically positioned as an economic and trade hub, is dedicated to implementing smart governance concepts to enhance the quality of its public services. This research employs a descriptive methodology with qualitative analysis to assess the strategic measures implemented, including the digitalisation of public services, transparency and budget management, integrated data management, and enhanced community participation.The findings indicate that the adoption of smart governance in Batam has effectively enhanced administrative efficiency and transparency in public services. Nonetheless, difficulties such as the digital infrastructure deficit in remote regions and insufficient digital literacy within the population remain significant impediments. This research recommends enhancing digital infrastructure, creating more user-friendly applications, and implementing digital literacy training programs for the community. With an appropriate strategy, Batam City may persist in advancing Smart Governance as a sustainable smart city paradigm.

Abstract

The implementation of digital technology in the judiciary system has become a cornerstone of public service improvement. This study examines the effectiveness of the E-Court application in optimizing public service quality at the Class 1A District Court of Batam City. The research employs a qualitative approach, utilizing data gathered through interviews, observations, and document analysis. Findings indicate that the E-Court application significantly enhances the accessibility, efficiency, and transparency of court services by reducing processing times, minimizing manual paperwork, and fostering accountability. However, challenges such as technical limitations, digital literacy gaps, and resource constraints impede its full potential. Recommendations include infrastructure enhancement, comprehensive user training, and policy support to maximize the benefits of digital integration in public service delivery. This study contributes to understanding the transformative role of technology in judicial administration and its impact on public satisfaction.

Abstract

The goal of democratic reform is to build an efficient and effective government management structure. Good governance, reflected from top to bottom, is demonstrated through the efficiency of civil servants in a country. This research focuses on the Badan Kepegawaian Daerah (BKD) of Batam City, as its performance reports reveal issues in evaluating employee performance. While BKD Batam has adhered to Government Regulation No. 46 of 2011 on Employee Performance Appraisal in the Execution of Official Duties, the current evaluation method is not effectively implemented. This regulation is expected to contribute positively by assisting government agencies in assessing the performance of their employees. The study combines qualitative methodology with a descriptive field research approach and inductive theoretical perspective. The aim is to describe and analyze the effectiveness of performance appraisal at BKD Batam, along with identifying the factors that hinder effective evaluation. Using interactive data analysis techniques, the findings conclude that BKD Batam's current performance evaluation system is ineffective due to its lack of integration with established standards and performance indicators. The key factors hindering effective performance evaluation include: 1) the subjective nature of the current evaluation; 2) the improper placement of civil servants in positions not aligned with their educational background; 3) the lack of strong understanding regarding the importance of performance evaluation among both evaluators and those being evaluated; and 4) a decline in supervision during the performance evaluation process.

Abstract

This study aims to examine the development of clean water infrastructure in Dumai City to fulfill the community's clean water requirements. The clean water infrastructure possessed by the City of Dumai has failed to satisfy the comprehensive needs of the population. Consequently, the government addresses this issue by developing air infrastructure and implementing additional measures to resolve it. This scientific endeavor employs a descriptive qualitative method and the researcher’s observation. The study's findings reveal that PDAM Tirta Dumai Bersemai in Dumai City has failed to satisfy the water requirements of its residents. Consequently, development is requisite via multiple initiatives, including the establishment of a Drinking Water Supply System (SPAM) through Public Private Partnership (PPP), the National Urban Water Supply Project (NUSWP), and Regional SPAM Development via DUROLIS Regional SPAM (Dumai - Rokan Hilir – Bengkalis).
