Abstract

The realization of the implementation of a project must be within the initial project planning stage. In the planning stage, various types of activities are carried out, starting from forming the project team, preparing the schedule, planning project resources, and preparing project cost estimates. Cost estimation activities are one of the main processes in a construction project to determine the amount of funds that must be provided for a building. Without costs, the project will not be able to be implemented even if other resource elements are met. Costs in construction projects consist of direct costs and indirect costs. Based on these 2 (two) types of costs, research needs to be carried out to determine the factors that influence the nominal amount of these types. Data analysis in this research uses the Analytical Hierarchy Process (AHP) method. The results of the research show that the order of factors that have the most influence on the two types of costs include force majeure factors, availability of labor, detailed design plans, work methods, technical specifications, distance to the place where materials/tools are purchased, location of work/project, the environment around the project, and road conditions leading to the project.

Abstract

Banjar Bualu yang terketak di Kelurahan Benoa, Kecamatan Kuta Selatan ini didirikan sekitar tahun 1905 dan merupakan banjar pertama yang dibentuk di kawasan Desa Adat Bualu. Kegiatan pengabdian ini merupakan lanjutan atau tahapan kedua dari pengabdian yang sebelumnya sudah dilakukan di Banjar Bualu. Sebelumnya, kegiatan pengabdian berfokus kepada usulan perencanaan desain arsitektural bangunan Banjar Bualu. Selanjutnya atas permintaan mitra agar pihak Universitas Warmadewa melanjutkan dalam membantu proses pembuatan proposal permohonan dana untuk merealisasikan pembangunan Banjar Bualu. Selain itu dilakukan juga penataan pada koridor jalan Banjar Bualu sehingga nantinya akan menyesuaikan dengan desain bangunan Banjar Bualu yang baru. Penataan koridor ini juga diharapkan memberikan kenyamanan bagi pejalan kaki dan pengguna kendaraan di kawasan tersebut. Berdasarkan hasil penelusuran Tim PKM terdapat beberapa permasalahan yang ada di Banjar Bualu antara lain: 1) Kurangnya SDM atau tenaga ahli yang mempunyai kemampuan atau kompetensi dalam pembuatan proposal permohonan dana pembagunan Banjar Bualu; 2) Diperlukannya penataan koridor jalan Banjar Bualu agar menyesuaikan dengan desain bangunan yang baru, selain itu untuk memberikan kenyamanan bagi pejalan kaki dan parkir kendaraan; 3) Kurangnya keahlian mitra dalam membuat perencanaan RAB pembangunan Bale Banjar Bualu. Berdasarkan permasalahan ini, solusi yang ditawarkan Tim PKM antara lain: Solusi yang ditawarkan dari kedua permasalahan tersebut yaitu memberikan pengarahan dan pendampingan dalam pembuatan proposal pembangunan Bale Banjar Bualu, memberikan desain penataan koridor serta membuat RAB dan penyesuaian harga material. Proposal ini rencananya akan diajukan kepada pemerintah atau stakeholder terkait dalam meminta bantuan dana untuk melaksanakan proses pembangunan. Hal ini merupakan tahun kedua melanjutkan dari kegiatan Pengabdian sebelumnya. Selain itu dilakukan juga konsep desain penataan dari koridor jalan Banjar Bualu menyesuaikan dengan desain banjar yang baru sehingga terhubung satu sama lain. Diharapkan penataan ini memberikan keamanan dan kenyamanan bagi pengguna yaitu pejalan kaki dan pengguna kendaraan. Sedangkan luaran lain dari PKM ini adalah publikasi artikel pada Jurnal Nasional Pengabdian Kepada Masyarakat BerISSN, publikasi HKI, publikasi video pelaksanaan PKM tahun pendanaan 2023 pada salah satu akun media youtube Tim PKM dan berita kegiatan PKM yang dimuat pada media cetak. Abstract

The village of Sibetan in Bebandem District, Karangasem Regency, has promising potential in the agricultural sector, one of which is the snakeskin fruit. Most of the villagers in Sibetan own snakeskin fruit fields, which serve as their main source of livelihood. The distribution of this snakeskin fruit can be done by selling it at the market. However, the Sibetan village market does not yet have adequate facilities, so planning documents are needed for its development. The Bill of Quantity (BOQ) is one of the documents required to realize the construction. In this activity, the BOQ for the Sibetan village market will be prepared using the design already owned by the village authorities. The unit price method will be used to prepare the RAB for the Sibetan village market. The results of the activity indicate that the construction of the Sibetan village market requires a budget of IDR 701,950,397. The prepared BOQ will later be used to draft funding proposals, serve as a basis for decision-making, contract drafting, and cost control during the construction implementation.

Abstract

This community service activity was carried out as an academic contribution to support the enhancement of development planning capacity at the village level. The program aimed to assist Desa Adat Sibetan, located in Bebandem District, Karangasem Regency, in preparing a Cost Budget Plan and a funding proposal for the construction of a Retaining Wall in the traditional cemetery area, which has a high risk of landslides. The main problems faced by the community partners were the limited technical capacity of village officials in preparing systematic planning documents and the lack of understanding of funding proposal mechanisms in accordance with government standards. The implementation method consisted of several structured stages, including initial coordination and need assessment with village officials, field observations and surveys, preparation of work item lists and volume calculations, material unit price surveys in the Karangasem region, and unit price analysis based on construction technical standards. These stages were followed by technical assistance and Focus Group Discussions (FGDs) to help village officials understand the principles of budget planning and the procedures for preparing funding proposals independently. A participatory approach was applied throughout the process to ensure effective knowledge transfer, capacity building, and active community involvement in decision-making. The results showed that the total cost estimation for the construction of the Retaining Wall at the Setra of Desa Adat Sibetan reached IDR 3,567,984,223.00. The cost estimation was prepared based on actual field survey data and the latest material price adjustments in Karangasem Regency, resulting in an accurate and accountable cost estimate that can serve as a valid basis for submitting funding proposals to local government agencies and development support institutions. Overall, this program successfully produced practical outputs in the form of an applicable RAB document and a complete proposal, while also enhancing the technical and administrative planning capacity of the Sibetan village officials in managing infrastructure development. Furthermore, this activity contributed to strengthening participatory-based governance, promoting transparency and accountability in village financial management, and aligning with the Sustainable Development Goals (SDGs), particularly in the areas of resilient infrastructure, sustainable development, and community empowerment partnerships.
