Abstract

This research was conducted to identify whether the problem of weak coordination and government cooperation in eradicating and preventing money laundering in the forestry sector is solely due to the suboptimal role of the government or whether the suboptimal role is also contributed by the private sector/corporations and NGOs that only work according to the orders of funders. The method used in this research is a qualitative method, namely data collection through Focus Group Discussions (FGDs) and in-depth interviews. The results of the research show that the unoptimized handling of forestry ML so far is due to integrated governance in handling forestry ML that has not gone well. It is not enough to handle forestry ML using Emerson, Nabatchi and Balogh's (2012) theory on integrated governance. The research found that resources are an important factor that must be addressed prior to the start of integrated governance in handling forestry ML. Resources are not specifically described in Emerson, Nabatchi and Balogh's theory.

Abstract

Penyederhanaan birokrasi melalui kebijakan delayering bertujuan untuk mentransformasi struktur organisasi agar lebih responsif, lincah (agile), dan berorientasi pada kompetensi keahlian. Penelitian ini mengevaluasi implementasi penataan jabatan fungsional melalui kebijakan delayering terhadap kinerja kelembagaan di Direktorat Jenderal Perimbangan Keuangan (DJPK) Kementerian Keuangan. Menggunakan pendekatan kualitatif dengan kerangka analisis data interaktif Miles & Huberman, data digali dari para informan kunci dan dianalisis menggunakan enam variabel implementasi model Van Meter & Van Horn. Hasil penelitian mengonfirmasi bahwa pemangkasan tingkatan hierarki manajerial menjadi kelompok kerja berbasis fungsional berhasil memangkas waktu siklus persetujuan dokumen dan menekan distorsi arus informasi antarunit. Meskipun efisiensi proses administrasi tercapai secara signifikan, masa transisi kultural ini memunculkan tantangan adaptasi dan beban psikologis bagi para pegawai terkait otonomi dan kebingungan pembagian peran kerja spesifik. Studi ini menyimpulkan bahwa keberhasilan transformasi birokrasi dalam jangka panjang sangat bergantung pada penguatan peta jalur karier jabatan fungsional yang transparan, pendampingan kepemimpinan yang konsisten, serta penerapan indikator kinerja berbasis waktu penyelesaian.

Abstract

This study investigates the implementation of inclusive education at SDN Sukabumi Selatan 07 in West Jakarta, where participation of students with special needs continues to increase. Despite this positive development, the school’s education report, particularly in terms of inclusivity climate has not shown corresponding improvement. Using a qualitative approach, the research draws on interviews, observations, and supporting secondary data, guided by Van Meter and Van Horn’s policy implementation theory. The findings reveal that the implementation of inclusive education remains suboptimal, largely due to limitations in resources and the technical capacity of implementers, both in terms of the characteristics of implementing agents and their tendencies or dispositions. Key resource challenges include the unavailability of Special Education Support Teachers, lack of targeted budget allocations, and insufficient accessible infrastructure. In addition, gaps in teacher’s understanding and technical ability to apply differentiated and adaptive teaching methods hinder effective inclusion. These issues hinder the development of a supportive school environment for maximizing the potential, interests, and talents of these students with special needs. To address these issues, the study recommends a series of strategic actions: optimizing the allocation and use of BOP and BOSP funding to support inclusive services, expand collaboration networks with higher education institutions through internship programs for pre-service teachers, and enhance the utilization of the resource room to function as a Learning and Intervention Center for students with special needs.
