Abstract

For the sake of reinforcing the local knowledge (that seems to be abandoned by local community of West Lampung themselves) and to make corrections against agroforestry malpractices as well as of accommodating to the poor performance of extension programs on recharge area of West Lampung (including of media lacking of extension), we have developed the entertainment media of pictorial story books of coffee agroforestry. The media were designed especially for the low literate community (Nurhaida et al., 2004) to affirm the tao of knowledge of the four tribes dwell in the recharge area: Lampungese, Semendonese, Sundanese and Sundanese of villages of Way Mengaku, Sukananti, Sidomakmur and Gunung Terang respectively (see Nurhaida et al., (2005). There are four languages edition in accordance with the locally mother tongues of the four tribes plus Indonesian to accommodate the other tribes exist in West Lampung. Desk activities were conducted at the Laboratory of Multimedia, Departmentof Communication Science, The University of Lampung Indonesia. Media pretesting were conducted twice in August-September 2005 to measure the variables of attraction, self involvement, acceptability and comprehension of the media in accordance with Bertrand’s suggestion (1978). Between the two and the second of the media pretesting, there had been conducted the media improvements. The research showed that the entertainment media have been used up to be a learning media for the propose of extension program in the recharge area successfully. This claim is supported by the high effectiveness of the five editions: (Lampungese, Semendonese, Javanese, Sundanese and Indonesian of 85, 89, 88, 89, and 86% repectively) that brookthrough aggaints the severely heavied barrier of low litteracy : 27, 44, 39, 77, dan 88 words per second respectively. It is strongly recommended that: (1) reproduce the media and disseminate into community dwell on the recharge of West Lampung to reinforce the tao of knowledge, and (2) conduct the similar research on other recharge areas.

Abstract

This study aims to determine: (1) the level of understanding of farmers about government regulations related to KUR funds in the Agriculture sector, (2) communication patterns and behavior as well as the use of farmer media types associated with KUR management in the agricultural sector (3) the relationship between communication patterns and behavior and the use of sector is aimed at educating farmers’ independence in managing their farming so that the food security program continuously improving. This research was designed as a descriptive correlational approach using the survey method. The research targets are farmer groups participating in the KUR program in the Agriculture sector covering five sub Districts, namely: Gading Rejo, Kotaa Agung, Gisting, Talang Padang, and Semaka, in Tanggamus District. Based on the results of the research, it is known that the understanding of farmers about the procedure for applying for KUR in the agricultural sector, rights and obligations and sanctions for violations, and management of KUR funds in the agricultural sector that they get on average are in the quite good category. Besides, there are significant differences in communication patterns and behavior as well as the use of types of media, causing farmers to understand different KUR programs in the Agriculture sector. Especially in the factor of communication patterns, communication behavior, and the use of the type of media that farmers choose. The relationship between communication patterns, individual farmer characteristics, behavior, communication, and the use of media types is quite varied.Keywords: Agriculture sector, communication patterns, farmer, regulation ABSTRAKPenelitian ini bertujuan untuk mengetahui: (1) tingkat pemahaman petani tentang peraturan pemerintah terkait dana KUR di sektor Pertanian, (2) pola dan perilaku komunikasi serta penggunaan jenis media petani yang terkait dengan pengelolaan KUR di bidang pertanian. sektor (3) keterkaitan antara pola komunikasi dan perilaku dengan pemanfaatan sektor bertujuan untuk mendidik kemandirian petani dalam mengelola usahataninya sehingga program ketahanan pangan terus meningkat. Penelitian ini dirancang dengan pendekatan deskriptif korelasional dengan menggunakan metode survei. Sasaran penelitian adalah kelompok tani peserta program KUR bidang Pertanian yang meliputi lima kecamatan, yaitu: Gading Rejo, Kota Agung, Gisting, Talang Padang, dan Semaka, di Kabupaten Tanggamus. Berdasarkan hasil penelitian diketahui bahwa pemahaman petani tentang tata cara pengajuan KUR di sektor pertanian, hak dan kewajiban serta sanksi atas pelanggaran, dan pengelolaan dana KUR di sektor pertanian yang mereka dapatkan rata-rata. termasuk dalam kategori cukup baik. Selain itu terdapat perbedaan pola komunikasi dan perilaku serta penggunaan jenis media yang sangat berbeda sehingga menyebabkan petani memahami berbagai program KUR di sektor Pertanian. Terutama pada faktor pola komunikasi, perilaku komunikasi, dan penggunaan jenis media yang dipilih petani. Hubungan antara pola komunikasi, karakteristik individu petani, perilaku, komunikasi, dan penggunaan jenis media cukup bervariasi.Kata Kunci: Sektor pertanian, pola komunikasi, petani, regulasi

Abstract

The whole community should be involved in rural development. However, occasionally, some obstacles cause a lack of community participation. Therefore, several aspects, like socio-cultural and customary practices, are utilized for the rural development of indigenous peoples. This study aimed to analyze customary sanctions' function as social control in rural development for the indigenous Pepadun community in Srimenanti Village, Negara Batin sub-districts, Way Kanan Regency. This field research used a descriptive qualitative approach. The primary data were collected from interviews and observations, while the secondary data were assembled from Statistics Indonesia and customary records owned by informants. Transcription and description were conducted for data processing and analysis. As a result, customary sanctions enforced by Members of the Indigenous Council (Anggota Dewan Adat) have an important role in the social control of deviant behavior through agreed Bia (Biaya Adat/Customary Fees). Additionally, customary rules also play a role in filling both physical and non-physical rural development of the skills in the rural government and customary administrators. These customary sanctions run on community participation in complying with agreed customary rules.
