Abstract

Pada tahun 2021, produksi bawang merah di Indonesia mencapai 2.004,59 ribu ton. Bawang merah memiliki banyak khasiat bagi kesehatan manusia, tetapi petani belum memanfaatkan sepenuhnya inovasi pertanian. Adopsi inovasi dan teknologi pertanian komoditas bawang merah memiliki peran yang sangat penting untuk meningkatkan produktivitas bawang merah, kesejahteraan dan ketahanan pangan khususnya bagi petani di daerah tempat pelaksanaan penelitian. Penelitian ini bertujuan untuk mengkaji dampak penyebarluasan inovasi pertanian komoditas bawang merah yang diaplikasikan di tiga daerah sentra produksi bawang merah (Jawa Barat, Jawa Tengah, dan Sumatera Barat). Metode penelitian yang digunakan bersifat kombinasi, yaitu metode kuantitatif yang dianalisis menggunakan structural equation modeling - partial least square (SEM-PLS) dan metode kualitatif yang dianalisis melalui studi pustaka dan wawancara. Responden penelitian sebanyak 93 orang petani bawang merah di tiga lokasi penelitian. Variabel penelitian terdiri dari variabel independen yaitu sumber, pesan, saluran, dan penerima, sedangkan variabel dependen yaitu output dan dampak awal. Temuan penelitian menyatakan bahwa variabel output secara langsung berpengaruh signifikan terhadap variabel dampak awal. Variabel pesan dan penerima memiliki pengaruh langsung dan signifikan terhadap variabel output. Sementara itu, variabel pesan dan penerima secara tidak langsung berpengaruh signifikan terhadap variabel dampak awal. Kondisi tersebut menunjukkan bahwa keunggulan teknologi, kesesuaian teknologi dengan kebutuhan, pendidikan informal, kapasitas petani, tingkat adopsi, dan peningkatan produktivitas usaha tani mampu meningkatkan pendapatan dan ketahanan petani responden serta mampu mempercepat difusi inovasi teknologi pertanian ke petani komoditas bawang merah.

Abstract

Tujuan penelitian yaitu mengetahui dan mengkaji hubungan timbal balik pertumbuhan ekonomi dan ketimpangan pendapatan di Jawa Tengah. Data sekunder penelitian diperoleh dari Badan Pusat Statistik, Badan Koordinasi Penanaman Modal, dan Direktorat Jenderal Perimbangan Keuangan. Metode penelitian menggunakan model persamaan simultan Two-Stage Least Square (2SLS) dengan jangka waktu tahun 2002-2020. Temuan penelitian ini menunjukkan bahwa hanya terdapat hubungan satu arah yaitu pertumbuhan ekonomi berpengaruh signifikan terhadap penurunan ketimpangan pendapatan. Selain itu, investasi tidak berpengaruh signifikan terhadap pertumbuhan ekonomi, sedangkan pendapatan asli daerah berpengaruh signifikan terhadap pertumbuhan ekonomi di Jawa Tengah. Di sisi lain, upah minimum provinsi dan indeks pembangunan manusia berpengaruh signifikan terhadap penurunan ketimpangan pendapatan. Tetapi konsumsi pemerintah tidak berpengaruh terhadap penurunan ketimpangan pendapatan di Jawa Tengah.

Abstract

Indonesia merupakan salah satu negara yang menerapkan sistem pemerintahan demokrasi dikenal dengan demokrasi Pancasila. Demokrasi yang berkualitas akan menciptakan stabilitas politik yang kokoh dan dapat berpotensi menjadi instrumen untuk meningkatkan pertumbuhan ekonomi. Tulisan ini mengkaji pengaruh indeks demokrasi yang terdiri dari aspek kebebasan sipil, hak-hak politik, dan lembaga demokrasi terhadap pertumbuhan ekonomi di Indonesia. Dasar teori yang digunakan adalah demokrasi dan pertumbuhan ekonomi. Metode penelitian yang digunakan bersifat gabungan, yakni secara kuantitatif, yang berbasis analisis regresi data panel dan secara kualitatif berbasis studi pustaka yang diperoleh secara daring. Temuan penelitian menunjukkan bahwa keberadaan aspek lembaga demokrasi berpengaruh secara langsung dan nyata terhadap pertumbuhan ekonomi di Indonesia. Sementara itu, aspek kebebasan sipil dan hak-hak politik tidak berpengaruh nyata terhadap pertumbuhan ekonomi. Temuan ini memperkuat teori dan hasil penelitian terdahulu terkait demokrasi dan pertumbuhan ekonomi. Pemerintah pusat dan daerah, serta masyarakat harus terus menjaga kualitas demokrasi supaya stabilitas politik dapat terkendali dan pertumbuhan ekonomi dapat berkontribusi bagi masyarakat dan negara.

Abstract

The Government of Indonesia has changed the posture of the 2020 State Budget during the Covid-19. It is planned that the state expenditure budget, which was originally IDR 2.540,4T, will increase to IDR 2.613,8T, including additional spending for handling the Covid-19 of IDR 255.110T. APBN which estimated at IDR 2.233T, has decreased to IDR 1.760T. This study aims to analyze the DAU, DBH, DAOP, DAOK and DD have influence on GRDP per capita in the Districts of West Java Province. The research method is panel data regression analysis, which consists of time series for 2018-2021 and cross-sectional in 16 districts in West Java Province. Secondary data from the DJPK, Ministry of Finance and BPS. The results of this study indicate that the DBH, DAOK, and DD have effects on economic growth in the districts of West Java Province. DAU and DAOP have no effect on economic growth. This condition was affected by the Covid-19, which has changed the posture of the income and expenditure budget in the APBN and 2020 West Java APBD. Some allocation funds, including the DAU, were diverted to DAOK funds for handling Covid-19 so that the spread of the virus does not increase and is under control.Keywords: General Allocation Fund, Revenue Sharing Fund, Village Fund, economic growth, Covid-19AbstrakPemerintah Indonesia telah mengubah postur APBN tahun 2020 pada masa Covid-19, direncanakan Anggaran Pengeluaran Negara yang semula Rp2.540,4T meningkat menjadi Rp2.613,8T, termasuk tambahan belanja untuk penanganan Covid-19 sebesar Rp255.110T. Penelitian ini menggunakan metode analisis regresi data panel, karena data penelitian yang terdiri dari gabungan data data time series dan cross section, di mana data penelitian menggunakan tahun 2018-2021 dan data cross-sectional yaitu pada 16 kabupaten di Provinsi Jawa Barat. Data penelitian ini menggunakan data sekunder yang diperoleh dari DJPK, Kementerian Keuangan dan BPS Provinsi Jawa Barat. Hasil penelitian ini menunjukkan bahwa DBH, DAOK, dan DD berpengaruh terhadap pertumbuhan ekonomi kabupaten di Provinsi Jawa Barat. Di sisi lain, DAU, dan DAOP tidak berpengaruh terhadap pertumbuhan ekonomi. Kondisi ini dipengaruhi Covid-19 yang telah mengubah postur anggaran pendapatan dan pengeluaran pada APBN dan APBD Jawa Barat 2020. Abstract

North Sumatera has implemented regional autonomy and fiscal decentralization policies in its regional finances. However, North Sumatera is still experiencing social inequality when viewed from the distribution of income and economic growth in various regions. Balancing funds consisting of revenue-sharing funds (DBH), general allocation funds (DAU), special physical allocation funds (DAK physical), special allocation funds for health (DBOK) and special allocation funds for education (DBOP) are expected to reduce income inequality and improve the economy in North Sumatera. This study aims to analyze the effect of balancing funds on income inequality and economic growth in North Sumatera in 2017-2021. This study uses the panel data regression method, with data obtained from BPS North Sumatra and the Directorate General of Fiscal Balance, Ministry of Finance. The findings of this study indicate that DBH and DBOK allocations have a significant effect on reducing income inequality. In addition, DAU, DAK physical, and DBOP have not had a significant impact on reducing income inequality. On the other hand, DBOK and DBOP allocations significantly influence economic growth. Meanwhile, DBH, DAU, and DAK have not had a significant physical impact on the regional economy. The regional government in North Sumatra is expected to restore the function of the balance fund, which is to equalize regional development, reduce income inequality, improve the economy, and improve the welfare of the people. Balance funds are not used for the interests of several parties in personnel expenditures and government office operations.

Abstract

One of the indicators of economic growth is quality human development, which is measured in three aspects: a decent standard of living, health, and education. Inequality in human development persists in the Banyumas Residency area, impacting the regional economy. The aim of the study is to examine the correlation between mean years of schooling, human development index, and unemployment rate to GRDP per capita (proxy of economic growth) in Banyumas Residency, Central Java. Secondary research data comes from the Statistics Indonesia website. The research method uses panel data regression, consisting of time series data for 2017–2022 and cross-sectional data from 4 areas in Banyumas Residency, namely Banyumas Regency, Purbalingga Regency, Cilacap Regency, and Banjarnegara Regency. The Fixed Effect Model is the chosen estimation model in answering the research hypothesis. The research findings state that the human development index has a significant positive correlation with GRDP per capita. The unemployment rate has a significant negative correlation with GRDP per capita. Meanwhile, the mean years of schooling has an insignificant positive correlation with GRDP per capita. The conclusion of the study is that there is a relationship between the Human Development Index and the unemployment rate on the economy in the Banyumas Residency.

Abstract

Fiscal decentralization is an effort by the central government to distribute regional development by providing fiscal balance funds to regional governments. The fund aims to promote regional self-sufficiency and community welfare throughout Indonesia. Riau is one of the provinces implementing fiscal balance funds and has high regional income in various sectors. However, the human development of some regions in Riau is unequal, even though the fiscal balance issued by the government continues to increase. This study aims to explore the fiscal balance funds, which consist of revenue sharing funds (DBH), general allocation funds (DAU), special physical allocation funds (DAK Physical), and special non-physical allocation funds (DAK Non-Physical), will affect human development in Riau Province from 2017 to 2022 in terms of health, education, and standard of living. This study used 72 observations from 12 cities/regencies in Riau obtained from Statistics Indonesia, and it was conducted by using a quantitative approach through panel data regression. This study produces three estimation models for each aspect of human development. REM is the model chosen to answer the three research models. The results in the first model showed that DAK Physical and DAK Non-Physical influenced human development in the health aspect. The second model was DAK Non-Physical, which significantly affected human development in education. Finally, DBH, DAU, and DAK Non-Physical significantly affected human development in aspects of decent living standards. Fiscal balance funds affect every aspect of human development in Riau. Fiscal planning and budgeting by local governments in Riau with targeted support are needed to further human development.

Abstract

The research objective is to examine and analyze the determinants of the tourism sector (Hotel room occupancy rate (TPKH), Total of domestic and foreign tourist visits (JWDM), and Total of Bali flights (PJB)) that influence Bali's economic growth and to determine the effect of the relationship between these determinants during the COVID-19 pandemic (a moderating factor) in the Province of Bali. A quantitative approach with secondary data from the Bali Province Central Statistics Agency website from January 2017 to December 2021. secondary data from three tourism indicators and COVID-19 as a moderating factor. This study use multiple linear regression to investigate the impact of a variety of related variables. The findings obtained during the analysis were that total of domestic and foreign tourists visits (JWBM) before the COVID-19 pandemic had a positive and significant relationship with Bali's economic growth. The TPKH variable before the COVID-19 pandemic and JWDM during the COVID-19 pandemic had a negative relationship to per capita GRDP in Bali. The JPB variable before the COVID-19 pandemic as well as TPKH and JPB during the COVID-19 pandemic had a negative and insignificant value for Bali's GRDP, which is a proxy for regional economic growth. This condition is due to the COVID-19 pandemic, which has reduced people's mobility; moreover, they have to do PPKM and "stay at home" so that positive cases of the disease can decrease. The government should conduct promotional operations for Bali's top tourist sites and provide direction to MSMEs and the tourism industry.

Abstract

Gender equality is essential because it indicates justice and equality for men and women with the same rights, obligations, and opportunities, resulting in economic growth in the region and country. This study aims to analyze the effects of women's roles: the gender development index (GDI), the gender empowerment index (GEI), the percentage of women as professionals (PWP), the mean years of schooling for women (MYSW), and the women's life expectancy (WLE), on economic growth in East Kalimantan. This study used secondary data from Statistics of East Kalimantan Province (BPS). This data was analyzed using panel data regression covering from 2017 to 2021 from 10 cities/regencies in East Kalimantan. The findings indicate that GEI significantly influences economic growth in East Kalimantan, whereas GDI, PWP, MYSW, and WLE do not significantly affect economic growth. This lack of impact can be attributed to women's limited involvement and participation in various sectors, including economics, education, and health. Consequently, programs aimed at enhancing GDI, PWP, MYSW, and WLE have not translated into tangible economic growth in East Kalimantan. To address this, local governments and stakeholders in East Kalimantan must increase women's participation in political spheres such as parliament and higher education, ensure access to healthcare, and fortify regulations and institutions promoting women's rights, fostering regional economic growth
