Abstract

Manajemen persediaan merupakan salah satu komponen strategis dalam pengelolaan rumah sakit karena berkaitan erat dengan efisiensi biaya operasional, mutu pelayanan kesehatan, dan keselamatan pasien. Rumah sakit mengalokasikan proporsi anggaran yang besar untuk pengadaan obat-obatan, alat kesehatan, serta bahan medis habis pakai, sehingga diperlukan sistem pengelolaan persediaan yang efektif, terencana, dan berbasis data. Ketidaktepatan dalam pengelolaan persediaan, baik dalam bentuk kelebihan stok (overstock) maupun kekurangan stok (understock), dapat menimbulkan berbagai permasalahan, seperti pemborosan anggaran akibat obat kedaluwarsa dan stok mati, serta terganggunya kontinuitas pelayanan medis akibat ketiadaan item kritis. Penelitian ini bertujuan untuk menganalisis peran manajemen persediaan dalam meningkatkan efisiensi operasional rumah sakit melalui pendekatan studi literatur. Metode yang digunakan adalah kajian pustaka terhadap artikel ilmiah, hasil penelitian terdahulu, serta dokumen kebijakan nasional yang relevan dengan sistem logistik dan manajemen persediaan rumah sakit. Hasil kajian menunjukkan bahwa penerapan metode pengendalian persediaan yang sistematis dan ilmiah, seperti analisis ABC–VEN, Economic Order Quantity (EOQ), penetapan safety stock dan reorder point, serta integrasi sistem persediaan dengan Sistem Informasi Manajemen Rumah Sakit (SIMRS), terbukti mampu mengurangi pemborosan biaya, menekan risiko obat kedaluwarsa, dan menjamin ketersediaan item yang berhubungan langsung dengan keselamatan pasien. Selain meningkatkan efisiensi biaya, manajemen persediaan yang efektif juga berkontribusi terhadap kelancaran pelayanan dan stabilitas operasional rumah sakit. Dengan demikian, manajemen persediaan yang terintegrasi, berbasis data, serta didukung oleh sumber daya manusia yang kompeten dan teknologi informasi yang memadai merupakan strategi penting dalam meningkatkan efisiensi, mutu pelayanan, dan keberlanjutan rumah sakit, khususnya dalam era Jaminan Kesehatan Nasional dengan sistem pembayaran INA-CBGs.

Abstract

Background: The emergence of malaria outbreaks (Extraordinary Events/KLB) in certified elimination areas in Riau Province highlights persistent programmatic challenges. This study aims to assess the implementation of the malaria control program at the Riau Provincial Health Office, identify key barriers, and propose recommendations to enhance program effectiveness. Method: This study used a qualitative descriptive design with data collection through in-depth interviews, field observations, and analysis of related documents. Data analysis was carried out using a problem-solving cycle approach and Fishbone diagrams to identify the root causes of the problem. Results: Showed that the main obstacles in program implementation included low public awareness, limited budget, suboptimal policy implementation, and inadequate cross-sector coordination. The recommendations produced include increasing cross-sector collaboration, technical training for program holders, forming budget policy, intensive education and active community involvement, also strengthening sanitation infrastructure. Conclusion: The malaria control program in Riau Province requires a sustainable strengthening strategy to maintain malaria elimination status, especially with a community-based approach and increased multi-sector coordination.

Abstract

This literature review aims to synthesize quantitative empirical evidence from studies published between 2015 and 2025 concerning drug distribution models and logistic mechanisms implemented in Hospital Pharmacy Installations in Indonesia. The review focuses on comparing the effectiveness of the Unit Dose Dispensing system with conventional drug distribution models, namely Individual Prescribing and Floor Stock systems, while also examining the role of inventory control methods such as ABC-VEN Analysis and the Economic Order Quantity approach in improving pharmaceutical logistics performance. The findings reveal that national compliance of IFRS with established pharmaceutical care standards remains relatively low, reaching only 65.28%, indicating significant gaps in service quality and operational efficiency. Conventional distribution models are consistently associated with substantial inefficiencies, as reflected by an average inpatient drug return rate of approximately 18%, ranging from 17.11% to 19.62%. Prescription duplication emerges as the dominant contributor, accounting for 42.27% of total medication returns. Conversely, studies evaluating the implementation of the UDD system demonstrate a marked reduction in medication errors, highlighting its effectiveness in enhancing patient safety. From a financial perspective, the application of EOQ-based inventory management has shown the potential to reduce pharmaceutical inventory costs by an average of 8.21% per month, indicating meaningful improvements in cost efficiency. Overall, this review concludes that IFRS in Indonesia must progressively transition toward automated, standardized, and integrated drug distribution systems. Successful implementation requires addressing critical socio-technical challenges, including high initial investment costs, limitations in technological infrastructure, and resistance among healthcare personnel, to achieve optimal patient safety, and service quality.

Abstract

The availability of medicines is currently a demand for health services, so they must be available at all times so that health services can run optimally. Drug control at the Bunut Community Health Center cannot be carried out optimally because the demand for drugs is sometimes not met due to shortages of drugs from the Health Service and inadequate facilities and infrastructure. The research objective is to analyze drug logistics management through input and process components using a qualitative descriptive approach method with in-depth interviews with the Community Health Center. There were 3 informants, namely the pharmacist as the BLUD treasurer, the planning pharmacist and the pharmaceutical installation (logistics) pharmacist assistant who best understands the budget and flow of planning, requesting, storing, distributing, destroying and controlling is the pharmacist in charge of logistics. So, for this residency activity, I chose informants who were competent and capable so that I could understand information related to logistics at the Bunut Community Health Center in its entirety from the Bunut Community Health Center aspect. The data collection method is in-depth interviews and research. Data analysis uses problem solving cycle techniques including situation analysis, problem identification, problem priorities and determining alternative problems using Fishbone analysis and Plan of action. The priority problem in this research is that drug control at the Bunut Community Health Center has not been implemented optimally. There are still drugs received that do not meet needs. It is hoped that the community health center can communicate and coordinate periodically existing problems with all stakeholders, especially the Pelalawan district health office so that drug needs are met and the budget is appropriate and it is hoped that the Health Service will fulfill all drug requests

Abstract

This study is a literature review study that aims to examine the strategic role of Human Resource Management (HR) and Health Communication Management in improving the effectiveness of organizational performance, especially in the health sector. Based on a review of various sources, it was found that the success of an organization is highly dependent on the suitability of workforce placement with their field of expertise, as well as the effectiveness of internal communication in supporting program coordination and implementation. This study highlights a number of field findings that indicate a mismatch between the educational background of health workers and the job positions they occupy, which has the potential to reduce organizational performance and efficiency. In addition, weak communication management contributes to a lack of understanding of tasks and duplication of work. Therefore, the integration of proper HR management and effective communication management is key to creating an organization's competitive advantage. This study recommends the need for competency-based HR planning, supported by a structured and participatory communication system, to encourage employee performance and the quality of health services.

Abstract

Puskesmas is a technical implementation unit of the District or City Health Service which is responsible for implementing health development in a health area. HR management is important in carrying out activities at the Puskesmas. This article aims to find out the importance of HR management, especially at the Puskesmas. The method used is the identification of previous articles with a total of 10 articles and a span of 10 years (2013-2023). The results show that good human resource management influences the achievement of organizational goals by increasing performance.
